Workplace AI use can spread faster than an organization’s ability to train employees, set responsible-use practices, and fit AI into real workflows. A custom-built tool may help with a particular task, but it cannot supply those capabilities on its own. The evidence supports treating staff support and organizational readiness as part of AI adoption—not assuming that buying or building software is adoption.
Why workplace AI use can outpace formal adoption
Employee use and organizational adoption are different measures. A worker may use an AI tool informally while their employer is still developing policies, deciding which tasks are appropriate, or working out how to provide support. That gap matters: access or individual experimentation does not establish that a workforce can use AI effectively and responsibly at scale.

Evidence from different surveys illustrates the distinction, but the figures have different populations and should not be read as one trend line. The UK government’s AI Adoption Research reports that 16% of businesses in its survey were using at least one AI technology, while 5% planned to adopt AI. Germany offers another example of informal use preceding formal support: a representative 2024 cross-sectional survey of approximately 9,800 socially insured employees found that more than half were already using AI at work, mostly informally. What the AI skills gap looks like
Skills challenges are not limited to knowing how to operate a tool. In the 2026 UK insight briefing, surveyed organizations reported challenges in technical skills (67%), responsible and ethical AI (32%), and non-technical skills (10%). These are the briefing’s reported survey results, not estimates that apply to every employer or employee.

The figures point to distinct support needs. Technical capability may be needed to assess, configure, or troubleshoot AI systems. Responsible-use knowledge helps employees recognize risks and follow organizational expectations. Non-technical capabilities—including judgment about where AI fits into a task and how to check its output—are part of putting the tool to work. The sources identify skill challenges, but do not show that any single one explains an organization’s adoption stage.
Why software alone cannot provide the support
A bespoke system can be designed around a business process, and that may make it useful for a specific job. But the existence of a tailored tool does not establish that staff have time to learn it, know when its output needs checking, understand what data they may use, or have a workflow for acting on its results.

This is an argument about the limits of software as a standalone intervention, not proof that custom software is ineffective. The cited studies do not directly compare bespoke software with training, change management, or workflow support. They support the more careful conclusion that technology access alone does not resolve organizational capacity, role-specific skills, governance, or implementation practices.
What effective AI adoption support should include
Training tied to actual work
Training is more useful when it addresses the tasks employees are expected to perform, the tools they will use, and how they should evaluate results. Generic demonstrations may build awareness, but they do not by themselves show how AI belongs in a particular role’s workflow.

Time and opportunities to practice
Employees need practical chances to try AI in relevant tasks and ask for help. If learning is squeezed into already-full workloads, a nominal training program may not translate into confident use. Protected time and accessible guidance are therefore sensible parts of an adoption plan, even though the cited surveys do not establish a single required amount of training time.
Responsible-use guidance
Support should explain organizational expectations for data, review, and accountability. The UK briefing’s reported responsible and ethical AI skills challenge (32%) underscores that adoption is not only a technical question. Employees need to know how to use AI within the rules that apply to their work and when human review is necessary.

Workflow integration and organizational readiness
Teams need clarity on where AI fits, who owns the process, how outputs are checked, and how problems are escalated. A tool can be available before those arrangements are settled. Readiness to scale means having repeatable ways to support use, not merely evidence that some employees have tried AI.

Whether an organization is considering custom software, staff training, or another form of support, use the same practical questions to test whether the intervention addresses the adoption gap:
- Role relevance: Does it address employees’ actual tasks and decisions, rather than AI in the abstract?
- Time and practice: Can staff learn and try the approach within their work, with access to practical help?
- Skills coverage: Does it build technical capability as well as responsible-use judgment?
- Workflow and change: Does it define how AI fits into existing processes and how employees handle review, exceptions, and problems?
- Readiness to scale: Can the organization support the practice consistently across teams, rather than relying on isolated informal use?
These are decision criteria, not a ranking of interventions. The evidence does not establish that one training model or software approach works best for every organization.

An OECD/BCG/INSEAD report on a 2022–23 survey of AI-adopting enterprises found that 84% of surveyed enterprises considered partnerships with educational and vocational institutions moderately or very useful for strengthening AI skills. The report also found that 67% considered tax allowances or credits for AI training moderately or very useful. These responses describe perceived usefulness, not proof that partnerships or tax incentives cause greater adoption. OECD/BCG/INSEAD survey findings
The finding is useful as a signal that employers see skill-building beyond software procurement as relevant. It should not be turned into a guarantee: organizations still need to choose support that fits their employees, tasks, and readiness.
