Telehealth practices can use general cloud services for electronic protected health information (ePHI), but the cloud label, a hosting package, or a signed business associate agreement (BAA) does not make a practice HIPAA compliant by itself. The key questions are which services handle ePHI, whether the relevant parties have appropriate BAAs, and who is responsible for configuring, monitoring, and managing the risks.
Is general cloud HIPAA-compliant?
It can be used for ePHI if the cloud service provider (CSP) enters into an appropriate BAA with the covered entity or business associate and the parties otherwise comply with the HIPAA Rules. HHS does not require a particular public, private, or hybrid cloud configuration. The configuration can, however, affect the practice’s risk analysis, risk management, and the BAA provisions that make sense for the arrangement. See HHS guidance on HIPAA and cloud computing.

“HIPAA-compliant hosting” is therefore not a status a provider can establish with a label alone. A covered entity or business associate must understand the cloud environment it uses, conduct its own risk analysis, and manage the risks it identifies. A vendor contract can define important duties, but it does not transfer away the practice’s own HIPAA responsibilities.
What managed hosting and general cloud actually change
These terms describe service models, not HIPAA compliance levels. Managed hosting may bundle some operational work; general cloud may leave more design and day-to-day operating work to the customer. The precise division varies by service and contract, so confirm it rather than inferring it from the product name.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
| What to compare | Managed HIPAA hosting | General cloud |
|---|---|---|
| Operational work | May include hosting or management tasks. Verify which tasks are included and which remain with the practice. | May leave more configuration and operating work to the customer. Verify the selected service and support arrangement. |
| BAA coverage | Confirm that the entity handling ePHI will sign a BAA and that the agreement covers the specific services in use. | Confirm that the CSP will sign a BAA and that the selected services are within its scope. |
| Service eligibility | Check which products and components are covered; a package name alone does not establish coverage. | Check each service’s eligibility and terms. For example, AWS says customers should use only services identified as HIPAA-eligible under its Business Associate Addendum when processing, storing, or transmitting PHI; this is that provider’s guidance, not a universal cloud-industry rule. See AWS HIPAA Compliance. |
| Practice’s duties | The practice still needs to understand the arrangement, assess risk, and manage its remaining duties. | The practice still needs to understand the arrangement, assess risk, and manage its remaining duties. |
HHS does not establish that either model is universally safer, cheaper, or more compliant. Make the choice based on the actual service scope, configuration, contract, and work your practice can reliably perform.
When a cloud provider needs a BAA
A CSP can be a business associate when it creates, receives, maintains, or transmits ePHI for a covered entity or another business associate. That can be true even if the CSP cannot decrypt encrypted information it maintains. A lack of access to the decryption key does not, by itself, remove the BAA question. HHS explains the relevant business-associate roles in its Business Associates guidance and Business Associates FAQ.

Do not assume that one BAA covers every product sold under a cloud provider’s name. Match the agreement to the services that will create, receive, maintain, or transmit ePHI, and check the provider’s current terms for the services you plan to use.
How to evaluate a hosting arrangement
- Map the ePHI flows. Identify where ePHI is created, received, stored, transmitted, and accessed, including the systems and services used for telehealth.
- Confirm the parties and BAA scope. Identify each organization handling ePHI on the practice’s behalf. Ask whether it will sign an appropriate BAA and whether the agreement covers each relevant service.
- Read the service and contract boundaries. Check permitted uses and disclosures, safeguards, and how the agreement addresses incident reporting. Confirm which products, configurations, and support activities are included.
- Assign operational ownership. Document who configures and monitors safeguards, manages access, and handles each ongoing task. Ask the provider to distinguish work it performs from work the practice must perform.
- Conduct and document the practice’s risk analysis. Assess the chosen environment and its risks; then document how the practice will manage them. HHS says the covered entity or business associate must understand its cloud solution to conduct its own analysis and establish risk-management policies.
- Check whether the arrangement fits the practice. Make sure staff, systems, and processes can support the responsibilities that remain with the practice, rather than treating a vendor’s contract or product description as the whole compliance plan.
Telehealth security extends beyond hosting
A hosting decision is only one part of a telehealth privacy and security strategy. HHS recommends that providers develop a strategy and conduct a risk analysis. It also warns that unsecured devices and public Wi-Fi can increase interception or unauthorized-access risks. Review the practice’s technology and patient-access choices alongside its hosting setup, using HHS’s guidance on developing a privacy and security telehealth strategy and its telehealth privacy and security getting-started guidance.

Communication vendors are another part of the arrangement. HHS says covered providers and health plans must use telehealth communication vendors that comply with HIPAA and will enter into BAAs for relevant communication products. Ask about the particular communication product and its contract rather than assuming the hosting BAA also covers it. HHS describes a limited conduit circumstance for certain telecommunications providers with only transient access to PHI in audio-only telehealth; that narrow example should not be treated as an exception for a provider that maintains ePHI. See HHS rules for telehealth technology and its audio-only telehealth guidance.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which model should a telehealth practice choose?
- Consider a managed service if the specific provider will take on operational work your practice cannot support, clearly define that work in the contract, and cover the relevant services under an appropriate BAA.
- Consider general cloud if your practice can understand and operate the selected services, verify their BAA coverage, and carry out the risk-management and operational duties that remain with it.
- Pause before signing if the provider cannot clearly explain which services are in scope, who handles safeguards and incidents, or what the practice must do itself.
The right comparison is not “managed equals compliant” versus “general cloud equals noncompliant.” It is whether the actual arrangement—including its services, configuration, BAA, and allocation of responsibilities—supports the practice’s HIPAA obligations.
