Telecom Fraud Detection: How AI Gives Carriers a Network-Level Edge

Telecom operators can apply AI to call, message and network signals, then share selected indicators with banks. Their advantage is useful visibility, not a guarantee that every scam can be stopped.

Telecom operators can help detect scams because calls, texts and mobile-network activity pass through systems they operate. AI can analyze those signals for unusual patterns, while network APIs can share selected risk indicators with banks. That gives carriers a useful role in fraud prevention—not the power to identify or stop every scam.

Why a mobile network can spot signals others may not see

A bank may see a suspicious payment attempt; a telecom operator may also see the activity surrounding the phone number involved. That can include unusual call or message frequency, changes in SIM activity, sender behavior, traffic patterns and network signalling. Taken together, these signals can help identify behavior that merits a closer look.

AI and machine-learning systems can sift through those streams to flag anomalies or patterns associated with a particular type of fraud. They are part of a detection system, not a stand-alone solution: operators also use behavioral analysis and real-time monitoring, and the method depends on the threat. Some approaches aim to catch spam before it reaches a subscriber; others warn during a call or share a risk signal with a financial institution.

How carriers and banks can use shared signals

A carrier’s network data is most useful to a bank when it can inform a decision at the right moment without handing over every detail of a subscriber’s activity. GSMA’s Scam Signal is an example: its API uses real-time mobile-network intelligence to identify scam indicators and support participating banks’ fraud controls.

GSMA describes Scam Signal as a collaboration involving UK Finance, GSMA, Vodafone, EE, Virgin Media O2 and banks. GSMA says the service is live across major UK networks, covering 85% of UK mobile users, and reports detection-rate improvements of up to 40%. These are GSMA-reported figures; the material available does not establish independent evaluation or show that the figures represent losses prevented.

Related API work involving FICO, Jersey Telecom and GSMA Fusion includes Scam Signal, SIM Swap and Number Verification. These services connect selected mobile-network signals with financial institutions’ fraud controls. For example, a bank may be able to consider a relevant network signal when assessing a transaction, alongside its own account and payment data.

Examples of AI and network protection in practice

These examples address different threats and operate at different points in a scam. They should not be read as one standard system used by all operators.

Airtel GSMA Intelligence reports that its network spam detection analyzes 250 parameters, including usage patterns, call and SMS frequency, and duration. Reported by GSMA Intelligence in 2025; the cited material does not provide an independent performance evaluation.
Axiata Helios monitors network activity. Described by GSMA Intelligence as an operator application; a specific outcome figure is not stated.
NTT Docomo Machine-learning analysis identifies unusual usage. Described by GSMA Intelligence as an operator application; a specific outcome figure is not stated.
SK Telecom AI monitoring and voice biometrics are among its described approaches. Described by GSMA Intelligence as an operator application; the source does not establish a result that generalizes to other markets.
True Corporation CyberSafe provides protection against suspicious links. True Corporation reported that CyberSafe had blocked more than 370 million suspicious link clicks by the end of January 2025, as reported by GSMA Intelligence in 2025. A blocked click is not proof of a confirmed fraud attempt or a prevented financial loss.
Microsoft Azure Operator Call Protection Real-time AI-driven analysis of consumer calls, with alerts to subscribers about potential scams. Described in an FCC order as a service offered to providers; that description is not an endorsement or evidence of universal availability.
Virginia Tech and GSMA Foundry SIM-farm project Signalling data and AI-driven anomaly detection to identify SIM-farm activity. GSMA describes a North American operator trial as planned for 2026, not as an established commercial rollout.

What a network-level advantage does—and does not—mean

Carriers have access to signals generated on their networks, but that does not make their view complete or exclusive. A suspicious call may originate outside a carrier’s network; an unusual pattern may have a legitimate explanation; and a scam can combine messages, social engineering and payments in ways no single organization sees end to end. Detection systems therefore need calibrated thresholds and routes for handling alerts, rather than treating every anomaly as confirmed fraud.

GL.iNet GL-MT5000 Brume 3 Wired VPN Security Gateway NO Wi-Fi
  • 【Up to 1100 Mbps VPN Speed 】 Hardware-accelerated WireGuard and OpenVPN-DCO deliver up to 1100 Mbps VPN throughput, over 3× faster than Brume 2 for smooth remote access and file transfers.
  • 【Three 2.5G Ports & Multi-WAN】Tri-port 2.5GbE design with flexible WAN LAN configuration supports multi-gigabit wired setups, dual-ISP Multi-WAN and failover to keep home and SOHO networks online.
  • 【Stealth VPN Obfuscation】VPN obfuscation disguises VPN traffic as regular HTTPS, helping you evade blocking, bypass restrictive networks and maintain stable, private connections.
  • 【DPI protection】Deep Packet Inspection with visual dashboards blocks adult/gambling/malicious sites, while SQM and QoS prioritize gaming, calls, and video when bandwidth is tight
  • 【OpenWrt & USB 3.0 Expansion】OpenWrt with 1GB DDR4 and 8GB eMMC lets you install plugins and build VPN, ad-blocking or NAS, while USB 3.0 Type‑C connects high-speed storage or 4G/5G dongles

Coverage also depends on deployment. An API’s usefulness to a bank can vary with participating networks, the customer’s carrier and the point at which the bank can act. A project described as a planned trial is not equivalent to an operating service, and an operator example in one market does not establish performance elsewhere. Privacy, data handling and coordination across carriers and financial institutions are practical constraints alongside model accuracy.

Why other organizations still matter

Telecom analytics fit into a wider response involving banks, technology providers, regulators and customers. Banks control their own payment decisions; carriers can contribute network signals; technology providers may supply detection or call-protection services; and regulators set jurisdiction-specific rules or encourage cooperation.

In the United Kingdom, the Home Office published a voluntary Telecommunications Fraud Sector Charter on 5 November 2025. It describes shared commitments to reduce fraud, improve detection and promote transparency; it is a voluntary framework, not a universal legal requirement. In the United States, the FTC said in March 2024 that its final rule extended telemarketing fraud protections to businesses and updated recordkeeping requirements. The FCC’s 2024 order discusses network-level AI call protection. These are distinct policy examples, not a complete account of telecom or fraud law.
