If users still see last week’s CSS, the browser may be reusing a response that is still considered fresh—or the page may still be pointing to the old stylesheet URL. Cache-Control: max-age controls how long a response can be reused without contacting the origin; an ETag helps a cache check whether a stored response has changed once validation is needed. An ETag is not a freshness timer.
Why can users see old CSS after a deployment?
A cache identifies a resource by its URL and applies the response’s caching rules. If a stylesheet keeps the same URL and its cached response is still fresh, a browser or shared cache can reuse that response without asking the server whether the file has changed. Updating the file on the server does not, by itself, make every cached copy stale.

When the response becomes stale, a cache can contact the origin to validate it. If the page still requests the old URL, however, the server may correctly return the old asset associated with that URL—or a cached copy may continue to be used under its freshness rules. The page’s HTML or application manifest must point to the new stylesheet URL for a versioned deployment to take effect.

Cache-Control: max-age sets freshness
Cache-Control: max-age=3600 gives a response a freshness lifetime of 3,600 seconds, subject to the cache’s age calculation. That period is not necessarily 3,600 seconds from the moment a particular user first sees the response: time may already have elapsed in an upstream cache. The Age response header reports time spent since generation or successful validation. RFC 9111 explains that a fresh response can satisfy later requests without contacting the origin (RFC 9111, HTTP Caching; MDN: Cache-Control).

- DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
- AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
- CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
- EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
- OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.
ETag supports validation
An ETag is an opaque identifier for a particular representation, chosen by the server. When a cached response needs validation, the client can send its stored value in an If-None-Match request header. If the representation is unchanged, the server can confirm that without sending the full stylesheet body again. This does not make a response fresh on its own; freshness and validation are separate parts of caching (MDN: ETag).
Last-Modified and If-Modified-Since provide a time-based validation route. A server may supply both an ETag and a last-modified time; ETag is another validator, not a replacement freshness policy (MDN: HTTP caching).

no-cache is not no-store
no-cachepermits a cache to store the response, but requires validation before reuse.no-storeinstructs caches not to store the response.
Use the directive that matches the intended behavior; “no-cache” does not mean “do not save” (MDN: Cache-Control).

Which CSS caching strategy should you use?
| Strategy | Freshness and validation | Deployment behavior | Trade-off |
|---|---|---|---|
| Stable stylesheet URL | Use a short freshness lifetime or no-cache, with validators such as ETag. |
A later request can validate the stored response against the origin. | URLs stay simple, but clients may need a request to learn that the file changed. |
| Content-versioned stylesheet URL | Give each changed file a new URL; long freshness and immutable can suit assets that never change at that URL. |
Update the HTML or manifest to reference the new file. Prior URLs can remain cached. | Unchanged assets can be reused efficiently, but the publishing process must update references correctly. |
A common versioned filename might look like site.8f3a.css; the name is illustrative, not a required hash format. MDN gives max-age=31536000, immutable as an example for a versioned resource, not a universal setting. Keep the document that references the asset reasonably fresh or revalidated, or users may continue receiving HTML that names the previous file (MDN: HTTP caching).

- NIGHTHAWK WIFI 6 ROUTER FOR YOUR WHOLE HOME: Delivers fast, reliable WiFi across every room of your apartment or small home for streaming, gaming, video calls, and smart home devices, all running at the same time without slowing each other down.
- WORKS WITH YOUR EXISTING INTERNET SERVICE: Pairs with your existing modem or gateway via ethernet. Compatible with most cable, fiber, DSL, and satellite providers. Some gateways and modem router combos may require bridge mode. No coax needed.
- SET UP AND MANAGE YOUR NETWORK WITH THE NIGHTHAWK APP: Download the free Nighthawk app on iOS or Android for guided setup. Manage WiFi, run speed tests, pause devices, and set up guest networks from anywhere. Active internet required.
- READY FOR THE DEVICES YOU ALREADY OWN: Your phones, laptops, and TVs work right out of the box. WiFi 6 delivers speeds up to 1.8 Gbps across 2.4 GHz and 5 GHz bands. Backward compatible with WiFi 5 and earlier.
- COVERAGE IN EVERY ROOM: Covers up to 1,500 sq. ft. for up to 20 connected devices. Walls, floors, and interference can reduce range. Larger or multi-story homes may benefit from a NETGEAR Orbi mesh WiFi system.
How to find where the stale stylesheet is coming from
- Inspect the CSS request. In Chrome DevTools, open Network, reload the page, and filter for the stylesheet. Check its request URL, status, response body, and response headers—especially
Cache-Control,Age,ETag, andLast-Modified. Chrome documents searching headers and responses in the Network panel (Chrome DevTools: Network panel). - Check the requested version. Compare the URL in the request with the expected deployed asset. If it names the old file, inspect the HTML or application manifest that supplies the stylesheet reference.
- Separate browser-cache effects from server behavior. For diagnosis, select DevTools’ Disable cache option while DevTools is open, or use its documented clear-cache and hard-reload workflows. This does not purge a CDN or change production response headers (Chrome DevTools: Network panel).
- Inspect app-level caching if needed. In DevTools’ Application panel, review service workers and Cache Storage. A service worker can affect which response the page receives, so HTTP response headers alone may not explain the result (Chrome DevTools: Application panel).
- Check shared caches when users differ. If behavior varies by region or client, examine the CDN or other shared-cache policy and compare it with the origin’s intended rules. Also check
Vary: it distinguishes representations by nominated request fields, and RFC 9111 requires a cache to revalidate a stored response containingVaryunless those fields match the request that populated it (RFC 9111, HTTP Caching).
Why reloads do not always give the same result
Browser behavior can differ across reloads and history navigation. MDN notes that history restoration may use a snapshot without revalidation, so a reload gesture should not be treated as a universal way to prove what a user’s cache will do. Inspect the actual stylesheet request and response instead (MDN: HTTP caching).
