Choose technology only after you can state whose work needs to improve, what outcome matters, and how you will tell whether it improved. That framing keeps the decision open: the answer might be a process change, an existing tool, a configured product, a new build, or a combination—not necessarily the technology first proposed.
How do I know whether technology solves our problem?
Start with the people affected and the work they are trying to do. Digital.gov’s Navigating digital acquisitions and the UK’s Digital, Data and Technology Playbook both emphasize understanding user needs and the problem before settling on a solution. The playbook puts it plainly: “When specifying products and services, it is essential that we focus on the user and the problem we’re trying to solve, rather than a particular solution.”

Write a brief problem statement that identifies:
- Who encounters the problem and in what operating context.
- What task or outcome is affected, and what happens today.
- Why the current approach falls short, using observed evidence where available and labeling assumptions as assumptions.
- What constraints apply, such as security, accessibility, data, interoperability, policy, budget, or available staff capacity.
Keep the statement solution-neutral. “Staff spend too long reconciling duplicate records across systems” describes a problem; “we need a new AI platform” prescribes an answer before showing that it fits.
Define success before comparing features
Specify the desired outcome in observable terms before assessing products. Choose measures that make sense for the work—there is no universal metric prescribed by the cited guidance. Depending on the problem, you might track task completion, error rates, time to complete a workflow, service quality, or user experience. Include quality and service outcomes alongside cost.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
The UK playbook recommends setting clear, measurable outcomes at the outset and monitoring progress through milestones and iterations. This is especially useful when the solution is uncertain: a team can learn whether it is on course without treating an early feature list as proof of success.
Should we build or buy technology?
There is no universally best choice. The UK government’s purchasing strategy guidance advises considering the market, organizational capability, lifecycle, and likely costs. Australian Government digital leadership guidance also says to assess whether a solution fits business needs and the operating context, rather than adopting technology for its own sake.

Compare plausible approaches, not only vendors:
- Change the process or guidance without adding technology.
- Use an existing tool or service already available to the organization.
- Configure a commercial product to fit the need.
- Build a new solution where the requirements justify it.
- Combine existing systems, configuration, and new development.
Assess each against the outcome, real user tasks, accessibility, architecture and interoperability, internal skills, security and data requirements, maintenance, supplier dependence, and exit needs. Include implementation, operation, management, maintenance, and eventual exit costs—not just purchase or development price. New Zealand Government Procurement’s Plan your procurement guidance emphasizes outcome-focused requirements and whole-of-life value; the UK playbook likewise calls for evaluating cost alongside effectiveness and quality.

Test whether an option fits real work
A polished demonstration shows what a supplier chooses to show. Better evidence of usability comes from representative users attempting representative tasks. Digital.gov recommends hands-on evaluation, including sandbox access and usability testing where appropriate.

- Fast and Reliable 85W Charging: Offers high-capacity, speedy charging for laptops up to 85W, so you spend less time tethered to an outlet and more time being productive.
- What You Get: Anker USB-C Hub (7-in-1), welcome guide, 18-month warranty, and our friendly customer service.
- Choose tasks that reflect actual work, including common cases and meaningful edge cases.
- Have intended users try the option in a trial or sandbox when available.
- Observe whether they can complete the tasks, where they encounter friction, and what assistance they need.
- Assess accessibility and operational fit alongside task performance.
- Record what the test establishes and what remains uncertain before comparing options.
Score options against the outcome and requirements, but weight criteria according to the specific problem. Evidence from observed task performance should carry more weight than feature claims alone.
Use pilots to answer a question, not to guarantee rollout
Scale testing to the project’s size, complexity, and uncertainty. A pilot or iterative release is useful when it can answer a material question—for example, whether users can complete a workflow or whether a system can operate within a key constraint. Set a decision point in advance: proceed, adjust and test again, or stop. The UK playbook describes proportionate iterative testing and pilots as ways to inform that decision, not as automatic commitments to full deployment.

Keep handover, ongoing maintenance, documentation, and exit requirements visible as the decision develops. A tool that works in a limited trial may still require capabilities or lifecycle support the organization does not have.
Apply additional checks when AI is proposed
AI should have a clear connection to the problem statement; its presence is not itself a justification. The UK government’s Guidelines for AI procurement advises buyers to consider alternatives and assess the data, limitations, governance, risks, oversight, explainability, and potential supplier lock-in involved. Match the depth of those checks to the use case and its risk profile, and consider lifecycle oversight and information assurance.

Australian Government digital leadership guidance offers a useful practitioner perspective: “What is fit-for-purpose? Just because you can do it, doesn’t mean you should do it.” The page does not name the practitioner; the point is to choose a solution because it serves the need, not because the technology is available.
Apply the guidance to your organization
These sources come from US, UK, Australian, and New Zealand public-sector contexts. They offer decision principles, not proof that a particular product will deliver value in every organization or a substitute for applicable local laws, procurement rules, and internal policies. Their shared practical test is whether an approach demonstrably improves the defined user or operating outcome, at acceptable whole-life cost and with the capability to sustain it.
