A TCP-versus-UDP speed test can mislead if it counts the time needed to establish a connection as though it were transfer speed. Connection setup latency and sustained throughput are different measurements, and many real-world comparisons also involve encryption and application protocols—not just TCP and UDP.
What a TCP-versus-UDP speed comparison actually measures
First identify the measurement. A test that starts its stopwatch before a connection is ready and stops it after a response arrives includes setup delay. A throughput test instead measures how much data moves over a period, usually after transfer is underway. A short request can be dominated by setup; a long transfer gives sustained throughput more influence.

Neither result alone establishes that one transport protocol is universally faster. A test can reflect connection establishment, security, application protocols, software implementation, hardware, network conditions, and whether a connection is reused or resumed.

UDP provides a comparatively limited transport substrate. QUIC, by contrast, runs over UDP and supplies its own reliable transport and security mechanisms. Consequently, a common modern comparison is TCP with TLS and HTTP/2 versus UDP carrying QUIC and HTTP/3—not bare TCP against bare UDP.

That distinction matters because the complete stacks do different work. RFC 9000 says, “QUIC relies on a combined cryptographic and transport handshake to minimize connection establishment latency.” The standard permits packet coalescing and 0-RTT data in appropriate situations; it notes that the 1-RTT handshake could consist of as few as four UDP datagrams. That is neither a guarantee of four packets in every connection nor proof of a blanket speed advantage. RFC 9000, section 7
What measured performance says—and does not say
Results vary with bandwidth and device class
A 2024 peer-reviewed study compared UDP+QUIC+HTTP/3 with TCP+TLS+HTTP/2. In its lightweight-client tests, the stacks had similar performance below roughly 600 Mbps; at higher bandwidths, QUIC fell behind. In the study’s browser results, QUIC’s data rate was reported as up to 45.2% lower at 1 Gbps. The authors attributed the observed gap primarily to receiver-side processing overhead. These are findings for the tested implementations and conditions, not a general rule about UDP and TCP. 2024 study by Zhang et al.

Benchmarks depend on implementation and hardware
Fastly’s 2019 benchmark reported 708 Mbps for raw, unencrypted TCP, 466 Mbps for TLS 1.3 over TCP, and 196 Mbps for QUIC in its test setup. Fastly noted that it used low-end sender hardware and omitted TCP segmentation offload. The figures illustrate how stack choices and test conditions affect results; they do not establish a general protocol ranking. Fastly’s 2019 benchmark
The 2024 study also reported up to a 9.8% video-bitrate reduction in its tested high-speed Ethernet and 5G video-delivery scenarios when comparing QUIC and HTTP/2 stacks. That finding is scoped to those tests, rather than all video delivery or all networks. 2024 study by Zhang et al.

How to design a fair speed test
A useful comparison reports setup and transfer performance separately, then keeps the rest of the experiment as comparable as possible.
- Name the full stacks. Specify whether the comparison is TCP, TCP+TLS+HTTP/2, UDP, or UDP+QUIC+HTTP/3. Do not label a stack result simply “TCP” or “UDP.”
- Measure setup latency separately. Record connection establishment and time to first byte for a new connection. If connections are reused or resumed, report that case separately rather than mixing it with cold starts.
- Measure sustained throughput separately. Use a transfer long enough to observe steady-state behavior, and report the transfer size and measurement interval. Do not infer throughput from a short request dominated by setup.
- Match the workload and security. Use the same application task and comparable encryption, and state the protocol and implementation versions. A test with TLS on one side and no encryption on the other is not an apples-to-apples comparison.
- Record network and device conditions. Report bandwidth, round-trip time, packet loss, operating system, hardware, CPU load, congestion-control behavior, and whether the connection is new, reused, resumed, or migrated.
- Repeat across relevant conditions. A result from one bandwidth, device class, or access network may not predict another. Show the conditions where results change rather than collapsing them into one winner.
Does UDP have less overhead?
That question needs a defined stack and workload. Comparing bare UDP with bare TCP is not equivalent to comparing QUIC with TCP+TLS, because QUIC adds transport and cryptographic functions over UDP. Conversely, the performance of a complete stack depends on its implementation and the work performed by each endpoint. The cited 2024 results show why receiver processing and available bandwidth can affect outcomes even when a protocol is designed to reduce setup delay.

- Cable state testing (2-wire): Line DC detecting, anode and cathode determination,Ringing signal detecting open, short and cross circuit testing
- Cable Type: RJ11 Telephone cable and RJ45 LAN cable

Network treatment is another variable. A 2016 measurement study found UDP worked on most of the networks it measured, while impairments were concentrated in some access networks, including restrictive enterprise networks. That is historical measured evidence, not a guarantee about present-day networks. Measuring UDP Delivery on the Internet (2016)
