Buying a game on Steam usually gives you a personal licence to use it through your Steam account, not ownership of a transferable copy. Valve’s Steam Subscriber Agreement states: “The Content and Services are licensed, not sold. Your license confers no title or ownership in the Content and Services.” You can normally play an eligible purchase under that agreement, but you generally cannot sell the licence, move it to another account, or treat your Steam library like a collection of physical discs. Consumer-protection law may provide additional remedies, and the exact answer depends on your country, the product and how it was supplied.
What a Steam purchase legally gives you
A normal Steam transaction creates a contractual relationship between you and Valve (and, depending on the title, publishers or other service providers). The central term is a licence: permission to access and use specified digital content under stated conditions. It is not a transfer of title to a copy that you can dispose of like personal property.

Valve describes the arrangement in its Steam Subscriber Agreement as a “non-exclusive, non-transferable license” for personal, non-commercial use. “Non-exclusive” means Valve can grant comparable permissions to other customers. “Non-transferable” means the permission is ordinarily tied to the contracting user and cannot be assigned to somebody else. “Personal, non-commercial” limits the purpose for which the service is supplied; it is not a general commercial right to exploit or redistribute the game.

An owner of a physical object will often be able to give that object away or resell it, subject to local law. A Steam customer instead has access rights defined by the contract, the account system, the product’s terms and mandatory law. Those rights can be valuable and enforceable without being ownership of the game’s copyright, software or digital copy.

The contract’s key terms
| Issue | What the Steam agreement says or implies | Practical effect |
|---|---|---|
| Legal character | Content and services are “licensed, not sold”; the licence confers no title or ownership. | Your purchase is access permission rather than title to a resalable copy. |
| Who may use it | The licence is non-exclusive, non-transferable and intended for personal, non-commercial use. | Use is normally associated with the purchasing account and the account holder’s personal use. |
| Transfers | Users may not sell, rent, lease, licence or otherwise transfer Steam content and services unless the agreement, subscription rules, Valve or applicable law expressly permits it. | A private sale or account-to-account move is not something you can assume is allowed. |
| Account | Use requires a Steam Account; the agreement also says an account may not be sold or transferred. | Giving someone your login is not a lawful substitute for transferring a game. |
| Technology | Valve says you may be required to run the Steam client and maintain an internet connection. | Access is operationally linked to Valve’s account and platform systems. |
| Changes | Valve may update or change content and services and does not promise future updates, new versions or enhancements unless applicable law requires them. | A purchase is not a contractual guarantee of perpetual feature development. |
| End of licence | The licence ends when the agreement or the subscription that includes it ends, subject to the agreement’s termination provisions and applicable law. | Continued access depends on the contract remaining in force and on any statutory rights that apply. |
Can you resell or transfer a Steam game?
Usually not under Valve’s contract. The agreement prohibits selling, renting, leasing, licensing or otherwise transferring Steam content and services except where an applicable rule, Valve’s permission or applicable law creates an exception. It separately says that a Steam account may not be sold or transferred.
That means a marketplace listing for an individual game licence, a promise to hand over your entire library, or a sale of the account itself is not equivalent to selling a used disc. The buyer would not receive a new title to the game; they would be relying on a transfer that the contract generally disallows. An account sale also exposes both parties to the risk that the account terms do not recognise the transaction.
What about gifting?
Do not confuse a Valve-approved transaction method with a resale right. The agreement leaves room for transfers that its own rules expressly permit. If Steam presents a specific gifting or purchase-to-another-user process, that process is governed by its own conditions and does not establish a general right to transfer games already attached to your library. A customer cannot infer from the existence of one permitted transaction that every library transfer is allowed.

Can a family member inherit your library?
The contract’s non-transferable wording means there is no automatic entitlement to pass a Steam account or library to an heir. Estate law, the account agreement, and Valve’s procedures could all matter in an individual case, but the ordinary account terms do not promise that a beneficiary can take over the account. Sharing credentials while you are alive also does not change the contracting party.
What Steam Family Sharing actually does
Steam’s Family Sharing information describes a permission system. An authorised family member can access, download and play eligible games while using their own account, earning their own achievements and using their own cloud saves. The underlying licence remains associated with the purchasing account; the borrower receives permission to use eligible content through the feature, not ownership of it.

Eligibility is not universal. A title can be excluded because of publisher conditions, technical limitations or the way its online services operate. Steam’s support documentation also contains operational account and feature limits that can change. Check the current rules for the particular game instead of treating Family Sharing as a guaranteed library-wide entitlement.
Family Sharing therefore answers an access question, not an ownership question:
- It can provide: a separately authenticated family member, their own achievements and their own cloud-save context for an eligible title.
- It does not provide: a transferable licence, a second ownership record, permission to sell the game, or a right to take the game to another platform.
- It remains conditional: on the feature’s current rules, the game’s eligibility and the technical availability of the relevant accounts and services.
Why your Steam account matters
Steam requires an account, and Valve says use may require the Steam client and an internet connection. That makes the account more than a receipt folder: it is the operational key through which the licence is authenticated and delivered.
Account dependence creates several practical consequences:
- A purchase normally appears in the account’s licence records rather than as an unrestricted file you can register to any account.
- Changing email addresses, computers or storage devices is different from transferring the licence. Those changes can leave the contracting account intact; handing the account to somebody else does not.
- If an account is terminated or the agreement ends, the contract’s statement that the licence ends becomes relevant. The outcome of a particular termination can also depend on the agreement’s separate termination clauses and mandatory consumer law.
- Because the client or a connection may be required, the ability to launch or authenticate a title can depend on platform operation, even where some part of the game is installed locally.
Keep transaction confirmations, invoices and account-security details in a safe place. They do not turn a licence into property, but they can help establish what was bought, when it was supplied and which account made the purchase if you need to use a support or statutory remedy.

What if Steam removes a game or stops operating?
There are three different events that are often collapsed into the phrase “Steam removed my game”: a title is no longer sold to new customers, the publisher stops supporting its online services, or an existing customer loses access through an account or service decision. The contract and the law may treat those events differently.
A game is delisted from the store
Valve’s agreement allows it to update or change content and services and does not promise future updates, new versions or enhancements unless applicable law requires them. That language does not, by itself, answer every question about an existing customer’s access after a delisting. A delisting can stop new sales while an existing licence remains technically available, or it can coincide with changes to servers, authentication or distribution. The product’s terms and the reason for the change matter.
Online services are discontinued
A game may depend on publisher servers or other services that are separate from the store listing. Losing an online mode does not automatically establish that the entire licence has vanished, but it can make part of the licensed service unusable. Whether that is a breach, a permitted change or a situation requiring a remedy depends on what was promised and on local consumer law.
Steam itself becomes unavailable
The Steam agreement does not promise that the platform will operate forever or that every future version of every title will remain available. If the platform were shut down, the practical ability to authenticate, download or update games would be a central issue. The legal result would not be the same in every country: contract wording, the product description, the timing of the failure and mandatory digital-content rules could all affect the answer. A licence is therefore not a universal guarantee of perpetual, platform-independent access.
An account is suspended or terminated
The agreement contains separate termination provisions, and it states that the licence ends when the agreement or relevant subscription ends. Whether a particular suspension or termination was justified, what notice was required and what refund or other remedy is available are fact-specific questions. Do not assume either that Valve may always remove access without consequence or that every loss of access automatically creates a right to a replacement copy.

Consumer law can add rights beyond the contract
Contract language is not the whole legal answer. Mandatory consumer rules can restrict what a digital-content provider may do or provide remedies when content is not supplied as agreed or does not conform to the contract.
In the European Union, Directive (EU) 2019/770 establishes rules for contracts supplying digital content and digital services. The regime applied from 1 January 2022 after implementation through national laws. Depending on the country and transaction, those rules can address failures to supply, conformity problems, updates and remedies. They do not automatically convert a Steam licence into unrestricted ownership, and they do not create a universal right to resell a digital library.
The European Commission’s material concerning Valve records the contractual position that Steam subscriptions are rights to access or use content and that no ownership or intellectual-property rights are transferred. That describes Valve’s model; it is not a complete statement of every national court’s interpretation or every consumer remedy.
Questions a country-specific analysis must answer
- Where is the buyer habitually resident? Consumer protections can be mandatory in the buyer’s jurisdiction even when the platform operates internationally.
- When was the transaction made? The law in force on the purchase date and later changes can affect available remedies.
- What was supplied? A standalone game, a subscription, downloadable content, an in-game item, a bundle and a third-party activation key may have different terms.
- What was promised? Store descriptions, advertising, technical requirements and service commitments can be relevant alongside the Steam agreement.
- What actually happened? Non-delivery, a conformity defect, a temporary outage, a delisting and an account termination are not interchangeable events.
- Which authority or court has ruled? A regulator’s statement or a decision in one country may not settle the law elsewhere.
For a real dispute, preserve the order record, the product description, relevant notices and correspondence, then consult a consumer-protection body or qualified lawyer in the applicable jurisdiction. This article cannot determine the result of an individual claim.

Steam licence versus a physical copy
A physical disc is not automatically free from restrictions: modern releases can require activation, patches, an account or online servers. Nevertheless, the legal and practical starting point is different because the buyer possesses a tangible object and local exhaustion rules may govern resale of that object. A Steam purchase starts with a platform licence whose transfer is generally restricted by contract.
Best Value
| Question | Steam digital purchase | Physical copy |
|---|---|---|
| What is acquired? | Contractual permission to access content and services through the account and platform. | A tangible copy, with any separate software licence, activation and service terms that accompany it. |
| Can it be resold? | Generally prohibited by the Steam agreement unless an express contractual or legal exception applies. | Often governed by local resale and exhaustion rules, subject to activation, regional and service restrictions. |
| Can it be moved to another user? | The account and licence are generally non-transferable; Family Sharing is permission-based access. | The object can often be handed over, but the recipient may not receive access to online services or an account-bound activation. |
| Platform dependence | Account authentication, the Steam client and sometimes an internet connection are part of the access model. | Some games run from the disc, while others still require a launcher, activation, patches or live servers. |
| Updates and enhancements | Valve does not promise future updates, new versions or enhancements unless law requires them. | The disc preserves the shipped version, but later fixes and online functions may still depend on the publisher. |
| Remedies | Digital-content and refund rights may arise under contract and mandatory local law. | Sale-of-goods, consumer and software terms can all be relevant, depending on the transaction and jurisdiction. |
“Physical” therefore does not mean “guaranteed to work forever,” and “digital” does not mean “no legal rights.” The important difference is the combination of possession, transfer rules, platform dependence and statutory remedies.
Common situations and the legally safer interpretation
| Situation | What you can reasonably say | What you should not assume |
|---|---|---|
| You bought a game on your own account. | You hold a personal licence to use it under the Steam agreement and any mandatory consumer rights. | You own a transferable copy of the game’s software or copyright. |
| You want to sell one game from your library. | Check whether a specific Valve rule or applicable law expressly permits the transaction; the default contract position is against transfer. | That a private buyer can simply receive your licence or that a key marketplace can override Steam’s terms. |
| You want to sell the whole account. | The agreement separately prohibits selling or transferring the account. | That an account sale is valid because the buyer receives the login credentials. |
| You want a relative to play. | Use an authorised sharing feature for an eligible title and have the relative use their own account. | That sharing creates ownership or a permanent right to keep the game. |
| A game disappears from the store. | Determine whether only new sales stopped or whether existing access, authentication or services changed. | That delisting alone proves either permanent loss of access or a guaranteed perpetual entitlement. |
| Steam or a publisher ends a service. | Compare the promised service with what was delivered and check local digital-content remedies. | That every service shutdown is automatically lawful or automatically compensable. |
| Your account is restricted. | Read the notice and the agreement’s termination and appeal provisions; preserve records and seek the remedy available in your jurisdiction. | That Valve can always remove access without legal limits, or that a refund is automatic in every case. |
How to evaluate a Steam purchase before you buy
- Identify the product. Check whether you are buying a standalone licence, a subscription, downloadable content, a bundle or a third-party key. The supplied terms can differ.
- Read the access requirements. Look for a Steam account requirement, client installation, internet connection, publisher account, regional restrictions and online-service dependencies.
- Decide whether resale matters. If you need a future resale or lending option, a platform licence whose default rule is non-transferability may not meet that need. Compare the legal and technical position of a physical release where one exists.
- Check the service promise. Note whether the description promises ongoing online features, updates or other functionality. A general expectation is weaker than an express commitment, and Valve’s agreement disclaims a promise of future updates or enhancements unless law requires them.
- Check local rights. Confirm the consumer rules that apply where you live, including conformity remedies, supply obligations and refund conditions. EU residents should look at the national implementation of Directive (EU) 2019/770 rather than relying on a generic statement about “EU law.”
- Keep evidence. Save the receipt, product description, subscription terms and important support messages. Digital access disputes often turn on what was promised and when.
What “owning a game” can mean in everyday speech
People use “own” in at least three different ways:
- Copyright ownership: ownership of the game’s code, art, music and other intellectual property. A customer does not receive this from an ordinary Steam purchase.
- Ownership of a physical object: possession of a disc or cartridge that can potentially be handed to another person under local law. This is not the model described by Valve for Steam content.
- Reliable personal access: the practical expectation that a purchased title will remain playable. Steam’s account and service model can provide that access, but it is conditional on the agreement, platform operation, the game’s technical dependencies and mandatory law.
When someone asks, “Do I own my Steam game?”, the precise answer is therefore: you ordinarily hold a personal contractual licence to access and use it, not title to a transferable copy. That answer does not erase consumer rights; it explains the starting point from which those rights are assessed.

Bottom-line guidance for buyers
Treat a Steam purchase as a personal, account-bound licence. Use it for your own non-commercial purposes, use Valve’s authorised sharing mechanisms when appropriate, and do not sell the game or account unless a specific rule and applicable law clearly permit the transaction. If continuity, resale or a family member’s permanent access is important, evaluate those requirements before buying and keep records of the promises made at the time of sale. When access is lost or a service changes, analyse the exact event under the agreement and the consumer law of the purchaser’s jurisdiction rather than assuming either absolute platform power or automatic ownership.
