Starlink Community Internet vs. Fixed Wireless and Local ISP Resale

Starlink Community Gateway, fixed wireless and local ISP resale are different layers of a broadband project. A Starlink terminal is a satellite access service for an individual site. A Community Gateway is high-capacity satellite backhaul that a local provider distributes to homes, businesses or public institutions. Fixed wireless describes the terrestrial radio link to a fixed address, while resale describes who is permitted to sell and support service. One community network can use all three: a satellite gateway upstream, fixed wireless for the last mile and a local company as the retail provider.

The practical choice depends on address-level availability, contracted capacity, congestion, site access, power, local construction, support ownership and authorization to resell. Starlink’s published figures and terms are company- and territory-specific; confirm the current offer, licenses and local telecommunications requirements before advertising service or collecting payment.

What each term actually means

Starlink service for one customer

In the ordinary consumer or business model, Starlink supplies a user terminal, an outdoor dish, networking equipment and a subscription. The terminal communicates directly with Starlink satellites and is intended to serve the subscribing location. The customer normally manages the local Wi-Fi or Ethernet network behind that terminal. This is a complete access service for that site, not automatically a wholesale feed for a neighborhood.

Starlink Community Gateway

A Community Gateway is an upstream connection engineered for a local provider or community network. Starlink’s Progress Report 2024 says local providers distribute gateway connectivity to homes, businesses and governments over fiber or wireless networks. The gateway therefore supplies backhaul; it does not by itself install a radio at every house, string fiber to each premise or create a retail support operation.

Starlink reported Community Gateway capacity of up to 10 Gbps in that 2024 report. This is a provider-stated gateway capacity, not an independently measured or guaranteed speed for every household. A provider must still design access links, contention ratios, routing, power, redundancy and customer-premises equipment.

Fixed wireless

Fixed wireless is a terrestrial access method. A provider radio serves a defined area and a customer-premises radio, antenna or outdoor access point connects a fixed home, business or institution. The upstream feeding that radio network may be fiber, microwave, satellite or another connection. Thus, “satellite versus fixed wireless” compares transport technologies, while “gateway versus last mile” compares network layers.

Local ISP resale

Resale is a commercial relationship, not a radio technology. A reseller buys or markets another provider’s service and may add billing, installation, Wi-Fi management, customer support or other value-added work. A reseller can use a satellite product, a terrestrial fixed-wireless product or a wired service. If the local company also operates radios, fiber or other facilities, it is partly facilities-based rather than a pure reseller.

Side-by-side comparison

Model What it describes Typical architecture Questions to verify
Starlink Community Gateway High-capacity satellite upstream for a provider or community Satellite gateway/backhaul into a provider network, followed by local fiber or wireless distribution Is the site eligible? What capacity, contention and service levels are contracted? Who owns, powers, installs and repairs last-mile equipment?
Fixed wireless ISP Terrestrial wireless access to fixed addresses Provider radios connect to customer-premises equipment; upstream can be fiber, microwave, satellite or another source Is the address in the actual coverage area? Is line of sight required? What are busy-hour speeds, installation charges, congestion rules and support terms?
Local ISP resale Retail or wholesale relationship A reseller markets another network’s service, sometimes adding billing, local support, Wi-Fi or its own facilities Does the upstream provider authorize resale? Who bills and supports customers? Which party reports availability and meets local requirements?
Starlink Community Host A hosted access offer with paid passes One kit serves nearby users for limited periods while Starlink manages payments, access and connectivity Is the feature available in the country? What host duties, coverage limits, payment rules and permissible uses apply?

How the architectures can be combined

Consider a remote settlement with no economical fiber. A provider could contract a Community Gateway, connect it to a local router and core network, then install towers or building-mounted radios. Each participating home receives a customer radio aimed at the provider site. The provider may operate a separate Wi-Fi network at a clinic or school, while a local company handles installation, billing and first-line support.

In that design, the gateway is the upstream input, fixed wireless is the access link and resale is the business arrangement if the local company is selling an authorized Starlink service rather than operating an independently contracted gateway. Replacing the satellite gateway with fiber changes the backhaul, not the definition of the fixed-wireless last mile. Conversely, using a satellite terminal at each home is not the same as building a shared gateway network.

What Starlink has disclosed about Community Gateways

Capacity is a network input, not a household promise

The 2024 progress report’s “up to 10 Gbps” figure refers to Community Gateway capacity stated by Starlink. Actual customer performance depends on how many subscribers share the upstream, the capacity of local radios or fiber, routing and peering, weather, obstructions, equipment and traffic at busy hours. A contract should state committed capacity, burst rules, usage policies, latency expectations, maintenance windows and remedies rather than relying on a headline maximum.

Deployment snapshots are historical

Starlink’s 2024 report listed seven operational Gateway sites, including Nauru and Iqaluit, and continued to identify Unalaska as the first gateway community. Those are historical deployment snapshots, not a promise that a gateway can be ordered at any other address or that every listed site has the same capacity today. Eligibility, licensing and engineering approval must be checked for the proposed location.

What the local provider must build

A gateway project still needs a site with suitable power, physical security, backhaul into the provider’s network, routing and monitoring, and a last-mile design. The provider may need towers, poles, roof rights, fiber runs, outdoor enclosures, grounding, batteries or generators and trained field technicians. A satellite gateway does not remove local construction or maintenance costs.

How fixed wireless differs in practice

Radio path and coverage

Terrestrial fixed wireless normally requires a usable path between the provider access point and the customer radio. Hills, trees, buildings and tower height can determine whether a premise is serviceable. Some systems use non-line-of-sight frequencies or reflections, but coverage maps should not be treated as an address-level installation approval. A survey may be required before a quote is final.

Shared capacity and busy hours

Every radio sector has finite airtime and backhaul. A plan advertised at a particular maximum may slow when many customers transmit simultaneously or when the upstream is congested. Ask for typical evening performance, data caps, traffic management, latency targets and how the provider expands a saturated sector. Compare those terms with the gateway contract instead of comparing only nominal download rates.

FCC technology categories

For United States reporting, the FCC’s Fixed Technology Codes, updated February 28, 2025, separate non-geostationary satellite (code 61) from terrestrial fixed wireless (codes 70, 71 and 72). Code 70 includes fixed Wi-Fi delivered as a terrestrial fixed solution. These codes classify the access technology; they do not decide who may resell a service or establish that a particular address is covered.

Can you resell Starlink internet to a community?

Start with the applicable terms

Starlink’s surfaced Terms of Service state that access may not be resold as a stand-alone, integrated or value-added service unless Starlink authorizes it. The same terms describe an exception for customers with a Priority Plan, allowing resale as community Wi-Fi or a hotspot to third parties. The product name, country, plan and current agreement control; an ordinary consumer subscription should not be assumed to include resale rights.

Read the agreement presented for the exact account and territory, including acceptable-use, location, equipment, payment and support clauses. Keep written authorization and a description of the approved use. Do not advertise paid access while relying on an informal interpretation of a plan name.

Authorized reseller arrangements

Starlink’s help page Who is a Starlink authorized reseller? says approved resellers may bundle Starlink products with value-added services in locations where Starlink is licensed and certified. It describes the program as invite-only and selective, not an open application available to every local ISP. In the arrangement described there, customers manage account, service, billing and support through the authorized reseller.

That channel is different from buying a retail kit and adding your own monthly fee. Ask Starlink or the named authorized channel to identify the legal entity, territory, plan, support obligations, hardware ownership and customer-contract terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Indirect reselling can change

Starlink’s indirect-reselling material has stated that Local Priority indirect arrangements were paused while under review and has supplied registration rules for existing relationships. It also assigns support, onboarding, training, billing and compliance duties to the authorized reseller in described indirect arrangements. Because status and scope can change by market, verify the current program directly before signing customers or appointing a sub-reseller.

Do not confuse Community Host with an ISP

Starlink’s Canada Community Host page describes one kit serving nearby users through hour-, day-, week- or month-long passes, with Starlink managing payment, access and connectivity. It warns that speeds may be lower during congestion. The page is Canada-specific and does not establish a globally available product, a Community Gateway, or permission to operate a local ISP in another country.

Dedicated Service terminology

Starlink’s enterprise help material says Dedicated Service was previously called High Throughput service and Community Gateway service, and that qualification and approval requirements apply. Older descriptions, hardware assumptions or prices should not be reused. Request current enterprise documentation or an authorized channel quotation for the proposed location.

United States FCC and compliance considerations

Broadband Data Collection reporting

The FCC’s Broadband Data Collection FAQs distinguish a pure reseller from a provider that operates facilities. A company that only resells broadband and is not facilities-based does not file availability data in the BDC; the network owner generally files when service is marketed exclusively through that network. If the marketer uses its own facilities together with another provider’s network, it may have a filing obligation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These statements concern BDC availability reporting, not the complete legal analysis. They do not resolve state registrations, franchise or pole rules, taxes, privacy, emergency communications, accessibility, consumer-protection duties or spectrum authorizations.

Point-of-sale disclosures

47 CFR § 8.1 addresses disclosure of network-management, performance and commercial terms and broadband consumer labels at the point of sale for covered offerings. The current e-CFR text cited in the source material includes amendments through August 2026. Determine whether the specific provider and transaction are covered, what label format is required and which disclosures must be updated. Treat the rule as a compliance item to review with qualified counsel, not as a substitute for a contract or license check.

Country and state boundaries

FCC classifications and rules apply to the United States. Starlink terms, reseller programs and licensing are territory-specific. A community network outside the United States must identify its national regulator, local telecom registration, spectrum rules, tax treatment and consumer requirements. Even inside the United States, state and local obligations can differ by municipality and network design.

A decision process for a community network

  1. Map the service area. List every target address, anchor institution and terrain constraint. Obtain an address-level availability result for the proposed Starlink service and survey candidate radio sites.
  2. Define the business role. Decide whether you need a direct household subscription, an upstream gateway, an authorized reseller arrangement or a hosted pass model. Put the intended customer relationship in writing before choosing equipment.
  3. Specify demand. Estimate concurrent users, peak-hour traffic, business requirements, public-safety needs, upload demand and growth for at least the contract term. Ask for committed and burst capacity, not only a maximum headline.
  4. Design the last mile. Choose fiber, terrestrial fixed wireless, Wi-Fi zones or a combination. Document tower or roof rights, line of sight, radio spectrum, customer equipment, power, grounding, weather protection and maintenance access.
  5. Assign ownership. Identify who owns the gateway, radios, poles, batteries, routers, customer equipment, IP addresses and monitoring systems. Specify response times, replacement parts, outage communications and escalation paths.
  6. Verify authorization. Obtain the current Starlink plan terms and written resale approval where required. Confirm the legal entity that will contract, bill, support and handle complaints.
  7. Review reporting and consumer duties. Determine whether the operation is facilities-based for BDC purposes and whether broadband labels or other disclosures apply. Check state, local and national obligations before launch.
  8. Pilot before a broad commitment. Test representative homes at busy hours and in poor weather, measure latency and packet loss, verify power autonomy and exercise the support process. A pilot can reveal a blocked path, overloaded sector or billing responsibility that a coverage map cannot.

Questions to put in every proposal

  • What exact product and territory are being offered, and is the quotation current?
  • Is the stated capacity committed, burstable or merely a maximum? How is it shared among customers?
  • What latency, availability, maintenance and congestion language appears in the service-level terms?
  • Who installs and owns gateway, tower, radio, router and customer-premises equipment?
  • What site preparation, power, permits, backhaul and security work is excluded from the recurring charge?
  • Who provides first-line support, and can the local operator open technical tickets directly?
  • May the buyer resell, provide community Wi-Fi, charge passes or add managed services under the selected plan?
  • Which party bills users, holds customer data, issues refunds and handles emergency or law-enforcement requests?
  • Which provider files availability data, and what records support the reported footprint?
  • What happens if Starlink changes a plan, pauses a reseller channel, loses authorization or cannot serve the proposed site?

Common mistakes and how to avoid them

Treating 10 Gbps as a neighborhood speed

A gateway maximum is not a per-household guarantee. Correct the mistake by modeling simultaneous demand and obtaining written capacity and congestion terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Calling every wireless network “fixed wireless”

A satellite terminal, a terrestrial tower link and a public hotspot have different technical and regulatory characteristics. Describe the upstream, access link and customer equipment separately.

Assuming a retail subscription can be marked up

Starlink’s terms restrict resale unless authorized, with a stated Priority-plan community Wi-Fi or hotspot exception. Confirm the exact plan and authorization before taking payment.

Confusing a host site with a local ISP

The Canada Community Host description covers paid passes managed by Starlink. It does not prove that a local company can build a multi-premise ISP or that the feature exists in another country.

Using a coverage map as a construction plan

Coverage does not show roof rights, line of sight, power, pole loading, customer density or an available gateway site. Perform a survey and obtain written installation acceptance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Promising savings or uptime without evidence

No universal price, profitability, latency or uptime advantage is established among these models. Compare current location-specific proposals with the same assumptions for capacity, installation, support and regulatory work.

Which model fits common situations?

One remote home or farm

A direct satellite service may be simpler than building local distribution. The customer still needs a clear view of the sky, suitable power and a plan that permits the intended use. There is no reason to create a Community Gateway merely to serve one premise unless a provider contract calls for it.

A village with a capable local operator

A Community Gateway can make sense when the operator can finance and maintain towers, radios, power and customer support. Fixed wireless can then reach scattered premises without a fiber drop to every building. The operator should negotiate capacity and service levels before announcing retail speeds.

A town with existing fiber or radio assets

An existing ISP may use satellite as a temporary or supplementary upstream while retaining its own last mile. In that case, the technical arrangement is facilities-based even if Starlink supplies transport. The provider must still document ownership, failover and reporting responsibilities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A campground, market or public gathering site

A host-style pass model may fit a limited public area where the applicable country and plan support it. Confirm payment handling, user limits, congestion language and host obligations. Do not present the arrangement as residential broadband availability.

Bottom-line decision rule

Choose by separating three questions. How does traffic reach the community? That is the backhaul question, where a Community Gateway may be one answer. How does each fixed address connect? That is the last-mile question, where terrestrial fixed wireless, fiber or another method may be used. Who is legally selling and supporting the service? That is the resale and provider-authorization question. A sound proposal answers all three, uses current territory-specific terms, and states what is measured, what is contracted and what remains the customer’s responsibility.
