An October 7, 2026 aggregator item attributed to The Register reports that South Korea’s president called for tools capable of preventing all cyberattacks. The exact presidential statement has not been independently verified in an original article, transcript, or recording, so the headline should be treated as a reported claim—not a confirmed quotation or a technical promise. Separately, South Korea has announced work on a cybersecurity-focused AI model, but no source establishes that it can stop every attack.
What was reported—and what remains unverified
InfoSecRadar’s October 7, 2026 item, labeled AI-analyzed, says the South Korean president called for tools capable of preventing all cyberattacks and attributes the underlying item to The Register (Security). The original Register article and an official transcript or recording confirming the call were not located. The report therefore establishes that this wording circulated, not that it is a verbatim statement by the president or a confirmed technical requirement. InfoSecRadar’s item

For context, President Lee Jae Myung made a separately documented statement at the 59th Central Integrated Defense Meeting on March 23, 2026. The official transcript says: “Today, we face a situation in which we must urgently respond not only to military threats but also to non-military threats such as cyberattacks, terrorism, climate crisis, and disasters.” That speech called for coordinated readiness against non-military threats; it does not verify the later headline’s wording. What South Korea has officially announced about cybersecurity AI
A ministerial plan in July
On July 16, 2026, Science Minister Bae Kyung-hoon said the government was working to train its existing sovereign AI model using security-related data, with the aim of creating a cybersecurity-specialized model by year-end. Yonhap reported that Bae considered South Korea’s then-current sovereign AI capability insufficient for cyber threats evolving with generative AI. This was a development plan and an assessment by the minister, not a claim that a finished model was already available. Yonhap report

- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
A project kickoff in September
The Ministry of Science and ICT reported a kickoff meeting for a cybersecurity-specialized AI-model project on September 22, 2026, and said the Naver Cloud consortium had presented a development plan. The announcement confirms government-backed development activity. It does not establish that a tool has been deployed, show measured results, or promise prevention of all attacks. Why “stop all cyberattacks” is not an established capability
The available announcements describe work to develop an AI model, not a product with demonstrated outcomes. They provide no performance measurements or evidence that one tool can prevent every attack. South Korea’s 2019 National Cybersecurity Strategy instead describes a broader set of aims: detecting and blocking threats swiftly, protecting critical infrastructure, improving response capabilities, coordinating across public, private, and military organizations, developing the cybersecurity workforce, and grounding protections in law and public participation. These are policy goals, not proof of universal prevention. South Korea’s National Cybersecurity Strategy

- POWERFUL SECURITY KEY: The YubiKey 5 NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
- WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5 NFC secures 100+ of your favorite accounts, including email, password managers, and more
- FAST & CONVENIENT LOGIN: Plug in your YubiKey 5 NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
- MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
- PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
The practical distinction is important: an AI system may be part of detection or response, but the documented project does not establish its availability, effectiveness, or ability to prevent every intrusion. The sources also do not provide a specific product for individuals or businesses to evaluate.
What the official publications establish
The National Intelligence Service publication catalog lists a 2026 National Cybersecurity White Paper, with English and Korean versions registered on September 1 and June 8, 2026, respectively, and a 2025 National Cyber Security Center annual report, with an English version registered May 1, 2026. The catalog confirms the publications’ existence; it does not by itself substantiate detailed findings from their contents. NIS publication catalog
