A broader common protocol for identifying and authorizing agents was still a reported proposal in 2026, and Business Standard reported that its planned launch was on hold pending safeguards and regulatory clearance. The claim that OpenAI agents’ “web probes” prompted NPCI’s plans is not established by the available reporting.
What are the three initiatives, and how do they differ?
The names can sound related because each involves AI and digital payments. Their purposes and status are different:

| Initiative | Function | Authorization described | Status established by the cited source |
|---|---|---|---|
| OpenAI–NPCI–Razorpay commerce pilot | Shopping through ChatGPT, with BigBasket named as an early merchant. | In Razorpay’s example, ChatGPT checks the catalog, presents options and places the order after the user confirms once. The announcement also describes real-time tracking and instant revocation. | Razorpay announced the pilot on October 30, 2025; its announcement dates the Mumbai announcement to October 9, 2025. Axis Bank and Airtel Payments Bank were named as banking partners. The announcement describes a pilot, not a general UPI service available to all users. |
| UPI HELP | Customer support for digital-payment questions, transaction status and complaint tracking, as well as mandate management. | It helps users find support and manage payment-related matters; the cited NPCI materials do not describe it as an agent authorized to shop or spend independently. | NPCI described UPI HELP in an October 2025 circular and related release. |
| Proposed Unified Agent Protocol (UAP) | A proposed common layer for identifying and authorizing AI agents across the payment ecosystem. | Possible delegated authority, agent identity and limits were discussed in reporting, but no final public specification establishes how authorization would work. | Business Standard reported the proposal in July 2026 and said on September 12, 2026 that a planned launch was on hold while safeguards were developed and RBI clearance was awaited. The hold account relied on unnamed sources. |

The available announcements and reporting do not establish that India has launched a general system in which AI agents can autonomously make UPI payments. The 2025 announcement describes a pilot with a user confirmation in its example. The separate UAP was described in 2026 reporting as under development, not as a published, operational standard. The sources also do not establish multiple live consumer agent-payment services that can be compared as available alternatives.

UPI HELP should not be mistaken for checkout automation. NPCI’s October 2025 materials describe it as a support and account-management facility, covering payment questions, transaction status, complaints and mandates—not as permission for an AI assistant to buy goods on a customer’s behalf.
Why does a common agent protocol matter?
UPI operates at a scale where unclear authority could affect users, merchants, banks and payment providers. NPCI figures reproduced in a Government of India PIB release on April 30, 2026 report 24,161.69 crore transactions—241.6169 billion—in FY 2025–26, with a transaction value of ₹314 lakh crore. The same figures report 30.0% year-on-year transaction-volume growth in that fiscal year and 703 banks live on UPI as of March 2026. NPCI also reported that UPI accounted for 49% of global real-time payment volume in 2025. These figures describe different periods and measures; they are not a count of AI-agent payments.

NPCI non-executive chairman and independent director Ajay Kumar Choudhary said, as reported by The Economic Times on September 10, 2026: “NPCI is also examining the protocols that may be required to identify and authorise digital agents within the UPI ecosystem while preserving interoperability, auditability and settlement finality.” That statement establishes that NPCI was examining the issue; it does not announce a finished protocol or rollout.

The final rules are not established in the cited sources. If an agent is eventually allowed to initiate payments, the practical questions are what a user grants it, how that permission is bounded, what records are kept and how errors are handled. These are design questions raised by the reported proposal, not confirmed features of UAP.

- Identity: How would a payment provider, merchant and user tell an authorized agent from an impersonator, and identify which user and account it is acting for?
- Scope and limits: Would permission cover one purchase or a defined category of purchases? Could a user set a maximum amount, merchant restriction or time limit? The sources do not specify a final model.
- Confirmation and revocation: Would each transaction require confirmation, as in the pilot example, or could a user delegate a narrower set of purchases? How quickly would revoking permission take effect across services?
- Audit trail and disputes: What record would show the user’s instruction, the agent’s action and the payment authorization? If an agent misreads an instruction, makes a duplicate purchase or acts outside its permission, who would investigate and who would be responsible?
- Privacy: Which parties would see the user’s prompt, shopping choices, order details and payment data? A common protocol would need to work across providers without making unnecessary purchase information visible to every participant.
- Interoperability and settlement: How could different agents and payment providers follow common rules while preserving reliable records and final settlement? Choudhary’s public statement identifies interoperability, auditability and settlement finality as considerations, but does not specify the technical or legal rules.
Did OpenAI’s “web probes” change NPCI’s plans?
The reviewed sources do not establish “web probes” as a technical description of an OpenAI action affecting UPI, or show that such activity caused NPCI to develop an agent protocol. The supported connection is narrower: a user-confirmed commerce pilot was announced in 2025, and reporting in 2026 described NPCI’s broader work on agent identification and authorization. Business Standard attributed the reported delay to unnamed sources; no official UAP specification or public RBI approval notice was identified in the cited material.
For now, the distinction is between a bounded pilot announcement, a separate customer-support service and a proposed wider authorization framework. The last of these remained unsettled in the reporting available through September 2026.
