A hedge or barrier may screen a view of solar panels, but it is not a guaranteed fix for reflected sunlight. Reflections depend on the sun’s position, the panels’ orientation and tilt, and where the observer is standing. Start by identifying when and where the reflection occurs; then assess whether a layout change, suitable screen, vegetation, or a project-specific glare assessment can address that sightline.
Glint, glare, and visual screening are not the same problem
UK draft planning guidance distinguishes glint, a momentary flash from direct reflection, from glare, continuous excessive brightness experienced by a stationary observer in the reflection’s path. Solar panels are designed to absorb sunlight, but they can still reflect it at certain angles. UK Department for Energy Security and Net Zero draft guidance

A screen can hide an array from view without blocking every ray reflected toward a neighbor, road, or workplace. To block a direct reflection, a barrier or vegetation must intersect the relevant panel-to-observer sightline at the times the reflection occurs. The sun’s position changes through the day and across seasons, so a screen’s usefulness depends on the specific geometry—not just on whether it hides the panels from one viewpoint. Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallCrashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteStart with the observer and the timing
Pin down the location where the reflection is noticed and the times it occurs. The relevant observer might be at a neighboring window, on a road, at a workplace, or somewhere else; a view from one place does not establish what happens from another. Note whether the issue is a brief flash, sustained brightness, or the appearance of the array itself. This distinction helps separate a possible direct-reflection problem from a visual-screening concern.

Sun position and panel geometry determine the direction of reflection. The FAA describes qualitative consultation, a field test using a panel at the proposed location, and geometric analysis as possible assessment approaches for airport projects. The appropriate method depends on the project and receptor; airport guidance is not a universal requirement for a homeowner. FAA technical guidance for evaluating solar technologies on airports
Compare the available options
| Option | What it may address | What to check | Evidence and limits |
|---|---|---|---|
| Change array layout, orientation, or tilt | Direction or timing of a reflection | Panel-to-sun-to-observer geometry, energy-production goals, and structural or site constraints | FAA airport guidance notes that project direction can be modified if a field evaluation finds significant glare; it does not prescribe a universal residential adjustment. FAA guidance |
| Install a physical screen or barrier | A direct sightline, if the barrier intercepts the reflected rays | Height, continuity, location, structural and wind design, upkeep, and any new impacts created by the barrier | UK draft planning guidance supports effective screening in the landscape context, but does not specify a consumer glare-screen product or guarantee performance. UK draft guidance |
| Use a hedge, shrubs, or retained vegetation | Visual screening and, if it grows across the relevant sightline, possible ray obstruction | Mature height and width, seasonal coverage, local growing conditions, setbacks, establishment time, maintenance, panel access, and shading | UK draft guidance advises considering boundary vegetation, hedges, and established trees. U.S. DOE guidance discusses vegetation management at PV sites and recommends native and low-growing plants; neither source establishes a glare-reduction percentage or a universal plant choice. UK draft guidance; U.S. DOE guidance |
| Commission a site-specific assessment | Whether and when reflected rays can reach a particular observer | Observer locations, sun path, panel geometry, reflection duration, and the method appropriate to the project | FAA guidance describes consultation, field testing, and geometric analysis for airport projects. Use qualified project advice where safety or permitting requires it. FAA guidance |
Compare options by whether they intercept the direct rays, provide only visual screening, and fit the site’s geometry. Also account for how long vegetation takes to provide coverage, ongoing maintenance, panel access and shading, and any applicable local requirements. No option can be ranked as best without those site details.

What to consider before planting or building a screen
For a hedge or shrubs
- Choose plants for the local climate and site conditions; the reviewed guidance does not prescribe a species for glare control.
- Check mature height and width, whether foliage remains through the seasons, and how long the planting may take to fill the relevant sightline.
- Allow for setbacks and future maintenance, and avoid creating shade on panels or blocking access to them.
- Retain established boundary vegetation where practical. UK draft guidance recommends considering existing hedges and trees as part of screening, while U.S. DOE PV guidance addresses vegetation management rather than reflected-sunlight performance.
For a fence or other barrier
- Place and size it based on the relevant observer and reflection path, rather than assuming that a barrier that hides the array will block every reflected ray.
- Account for continuity, structural and wind requirements, maintenance, and effects on neighboring views or access.
- Seek local planning or professional advice where a proposed structure is subject to rules or where the receptor raises safety concerns.
The reviewed official sources do not establish a standard consumer solar-glare screen or a measured percentage of glare reduction for screens or landscaping. Dark panels or anti-reflective treatments should not be treated as a complete fix: panels can still reflect sunlight at certain angles.
Airport projects follow a separate process
FAA policy is specific to proposed solar systems at federally obligated airports with control towers. The airport submits a form that includes a statement about visual impact, and the FAA says impacts found after construction must be mitigated. This airport process should not be generalized to an ordinary residential installation. FAA, “FAA Issues Policy on Solar Projects on Airports,” May 26, 2021

The FAA also published a 2015 flight-simulator study on glare as a hazard for general aviation pilots on final approach. It examined simulated glare—not landscaping or screen effectiveness at real solar installations—so it does not predict the impact at a particular property. FAA Office of Aerospace Medicine report DOT/FAA/AM-15/12
Planning and local rules
The UK source cited here is draft national planning guidance, not a guarantee of the final wording for a live application. Local planning requirements also vary by jurisdiction. For a proposed project, check the current rules that apply to the site and obtain project-specific advice if a safety-sensitive receptor, permitting question, or persistent reflection is involved.
