Software Supply Chain Risk: How to Reduce Exposure and Recover

Software supply-chain attacks can target dependencies, developer tools, CI/CD workflows, suppliers, or updates. Learn what SBOMs reveal, what they cannot prove, and how to reduce exposure and prepare to respond.

No. Software supply-chain risk is a persistent feature of building and buying software, but it does not make a damaging compromise inevitable. Organizations can lower exposure, improve their chances of detecting an attack, and limit harm through layered controls and a practiced response plan. No single inventory, standard, supplier review, or security tool removes the risk.

What counts as software supply-chain risk?

A software supply chain is the set of components and processes involved in creating, delivering, updating, and maintaining software. That can include source code, open-source and commercial dependencies, developer tools, suppliers, build and release workflows, package repositories, and automatic update channels.

Risk can enter through a vulnerable component, but it can also come from a compromised developer account, altered build workflow, exposed credential, or malicious update. A product may therefore be affected even when its own code has no newly discovered flaw: an attacker may target the systems or trusted relationships used to produce or distribute it.

How attackers can exploit the chain

A May 28, 2026 CISA advisory described two distinct developer-ecosystem campaigns. In one, attackers compromised developer systems and distributed malicious Nx Console version 18.95.0 through an automatic update mechanism. In another, malicious GitHub Actions workflows were injected to harvest CI/CD secrets, cloud credentials, and tokens.

These cases illustrate why dependency scanning alone cannot cover the whole problem. An organization also needs to consider who can change code and workflows, what credentials those systems can access, how updates are accepted, and what evidence remains available if a compromise is suspected. The advisory is an incident account, not a measure of how often such attacks happen across all organizations.

What an SBOM can—and cannot—tell you

A software bill of materials (SBOM) is a structured record of software components. CISA describes it as a formal record that serves as an “ingredients list” for software. A useful, current SBOM can help an organization identify components in a product and investigate whether a newly reported issue may affect it.

On July 29, 2026, CISA and government and international partners announced updated minimum elements for an SBOM. The announcement highlights machine-processable formats and refined baseline fields including component hash, license, the SBOM tool name, and generation context. It addresses software broadly, with potential additional elements for areas such as AI and cloud SaaS.

  • RELIABLE CUSTOMER SUPPORT: FortiCare Premium ensures high-quality support and service continuity.
  • EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.

An SBOM is visibility, not a safety certificate. It does not by itself establish that listed components are secure, that the build process was trustworthy, or that a team has investigated and acted on a vulnerability. Its value depends on whether it is sufficiently complete and current, can be processed, and is connected to vulnerability management and response.

What organizations can do to reduce risk

NIST’s software supply-chain guidance recommends capabilities including SBOMs, enhanced vendor risk assessment, open-source software controls, and vulnerability management. The guidance is principally aimed at federal acquirers, so its recommendations are not universal requirements for every organization. NIST also advises tailoring and prioritizing capabilities to organizational context and maturity.

For software developers and operators

  • Control code and workflow changes. Review who can modify source, build definitions, and CI/CD workflows. Limit access to what each person or process needs, and retain logs that can help reconstruct changes.
  • Protect credentials. Restrict where secrets are stored and which workflows can use them. Prepare to revoke or rotate credentials, tokens, and secrets that may have been exposed.
  • Manage dependencies deliberately. Track the components in use, source packages from known trusted repositories, and pin software to trusted versions where appropriate. In its May 2026 advisory, CISA recommended pinning software to specific trusted versions and waiting at least three hours before pulling a new package. These are recommendations in that advisory, not guarantees against compromise.
  • Connect inventories to vulnerability handling. Assign responsibility for reviewing relevant alerts, deciding which findings matter to your environment, prioritizing remediation, and communicating impact.
  • Prepare an investigation path. Know which CI/CD logs, cloud audit trails, and developer machines may need review, and who is authorized to preserve and examine them.

For organizations that buy or maintain software

  • Ask suppliers for usable evidence. Find out whether they can provide current, machine-processable SBOM information and explain how it is generated and maintained.
  • Discuss development and release controls. Ask how suppliers protect source changes, build workflows, credentials, package versions, and update channels.
  • Understand vulnerability and incident practices. Establish how issues are monitored, prioritized, remediated, and communicated to customers, and what evidence can be shared during an investigation.
  • Assess open-source and supplier dependencies. Ask how relevant components and suppliers are evaluated and maintained; do not assume that a component inventory alone answers those questions.
  • Scale assurance to the use case. Prioritize deeper evidence and stronger response expectations for software whose compromise would have the greatest operational or security impact.

These are practical comparison questions synthesized from CISA and NIST guidance, not an official scoring system. The UK’s Software Security Code of Practice, updated January 15, 2026, offers a voluntary baseline for software vendors and their business customers. It is not a binding global law. The code says end users and proprietary developers using open-source code should manage associated risks; it does not assign formal downstream maintenance commitments to open-source maintainers.

What to do if a compromise is suspected

When a developer tool, workflow, dependency, or supplier may have been compromised, prioritize containment and evidence over assuming that a clean dependency scan settles the question. CISA’s May 2026 advisory recommends reviewing CI/CD logs, cloud audit trails, and affected developer machines, as well as rotating or revoking credentials, tokens, and secrets that may have been accessible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Limit ongoing access. Revoke or rotate credentials and tokens that could be exposed, and restrict compromised accounts or workflows as appropriate to the incident.
  2. Preserve and examine evidence. Review relevant CI/CD and cloud audit records, developer machines, workflow files, and contributor activity to understand what changed and what systems were accessible.
  3. Determine affected software and customers. Trace impacted versions, components, builds, and distribution paths; communicate confirmed impact through established incident channels.
  4. Recover with trusted inputs. Rebuild or restore affected systems and releases using verified code, dependencies, and credentials, then monitor for continued access or suspicious changes.
  5. Update controls from findings. Address the access, workflow, logging, or supplier weaknesses that allowed or prolonged the incident.

The exact containment and recovery steps depend on the system and evidence. Organizations should define roles and escalation paths before an incident so that investigation, credential revocation, and customer communication can proceed without avoidable delay.

Why the risk is manageable, not erasable

Software depends on other software, services, people, and release systems, so exposure changes as components and suppliers change. An SBOM, vendor review, or security control can address part of that picture, but none proves that every link is safe. The practical goal is to make compromise harder, limit what an attacker can reach, notice suspicious activity sooner, and recover with less disruption.

There is no defensible general attack-probability figure in the cited guidance. The useful decision is not whether risk can be made zero, but whether controls are proportionate to the software’s importance and whether the organization can detect, contain, and respond when trust in a component or delivery path is broken.
