For most heavily modded Skyrim Special Edition setups, evaluate AI Overhaul first. Its current documentation clearly separates Main, Scripted and Lite variants, and it maintains an official compatibility-patch hub. Choose Immersive Citizens instead when its documented reactions to danger, weather, professions and relationships are the behaviors you specifically want and its current Anniversary Edition file fits your load order.
Neither mod is established as universally better, faster or less buggy. They pursue overlapping goals through different designs, and the correct choice depends on your Skyrim runtime, the NPC and city mods you already use, and the patches available for that exact combination.

What is the difference between the two mods?
AI Overhaul SSE and Immersive Citizens are separate projects that both try to make vanilla NPCs feel less static. They are not two names for one mod, and their edits should not be assumed to combine safely.

AI Overhaul’s published description says it changes many vanilla NPCs so they act more realistically and immersively. Its documentation emphasizes varied schedules, additional idle locations and broader behavior changes, then offers multiple installation variants for different compatibility needs.

Immersive Citizens describes its goal as improving friendly-NPC artificial intelligence so citizens react to their environment and to aggressors. The published feature description specifically mentions schedules, occasional travel, responses to danger and weather, and behavior shaped by profession and relationships. Its “Survival Instinct” behavior is intended to make friendly NPCs respond when threatened.
Those descriptions explain design priorities, not a controlled comparison. The available official material does not establish that one mod produces objectively superior immersion, a higher frame rate or a lower bug rate in every game.
Quick decision guide
| If your priority is… | Start by evaluating… | Why |
|---|---|---|
| A choice of compatibility-oriented variants | AI Overhaul | Its documentation lists Main, Scripted and Lite versions, including a Lite design that avoids direct NPC edits and extra markers. |
| Documented reactions to threats, weather and social context | Immersive Citizens | Its description explicitly highlights Survival Instinct, environmental reactions, profession, relationships, schedules and travel. |
| A complex list with many city or NPC edits | AI Overhaul first | An official patch hub and stated permission for community patches make compatibility work easier to investigate, although coverage still has to be checked for every mod combination. |
| A setup running the older Skyrim SE executable | Whichever current file explicitly supports it | AI Overhaul lists separate runtime-specific files; the current Immersive Citizens main file is labeled for Anniversary Edition. |
AI Overhaul: what its variants mean
Main version
The Main version is documented as the full-feature option without scripts. If you want the project’s standard package and your other plugins have a compatible patch, this is the baseline to investigate.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scripted version
The Scripted version is described as a beta with additional scenes or behaviors. “Beta” matters: it signals a different testing and compatibility profile from the Main package. Use it only when those extra scenes are worth checking your load order for, and read the current file notes before replacing another variant.
Lite version
Lite is the compatibility-focused option. Its documentation says it makes no direct NPC edits and adds no extra markers. That can reduce the kinds of records that collide with large NPC or location overhauls, but it is not a promise that every conflict disappears. A mod that changes the same AI packages, scenes or navmesh-related behavior can still require a patch.

Version and requirement information
The AI Overhaul SSE page lists version 1.9.5, with a latest-update date of June 19, 2026. The 1.9.5 file is described as a non-USSEP-dependency update. USSEP is listed as “not a hard requirement anymore but still recommended,” so old guides that call it mandatory are no longer accurate for that release. Confirm the requirement text for the exact file you download, because variant and runtime labels can change.
Immersive Citizens: what its published feature set emphasizes
Threat and environmental reactions
Immersive Citizens’ defining examples are reactions rather than merely longer schedules. The Survival Instinct behavior is intended to make friendly NPCs respond to danger, while the broader description covers weather and the surrounding environment.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesSchedules, travel and social context
The mod also describes schedules, occasional travel, and reactions influenced by profession and relationships. These features appeal to players who want a town’s inhabitants to appear responsive to what is happening around them instead of following a fixed daily loop.
File and edition caveat
The current files listing identifies a main file that requires Anniversary Edition. Treat that label as a hard selection criterion: do not download it for an older executable simply because the mod name appears in an old Skyrim SE guide. Read the live file page and requirements for the edition you actually run.
Runtime, requirements and compatibility at a glance
| Decision point | AI Overhaul SSE | Immersive Citizens |
|---|---|---|
| Current published version information | Version 1.9.5; page updated June 19, 2026. | The cited material does not provide a comparable version number in this brief. |
| Runtime information | File listing distinguishes Anniversary Edition 1.6.1130+ from older Skyrim SE 1.5.97 files. | Current main file is labeled as requiring Anniversary Edition; verify the exact file before installing. |
| USSEP | Recommended, but no longer a hard requirement on the cited 1.9.5 page. | Check the selected file’s current requirements directly. |
| Behavior emphasis | Many vanilla NPCs, varied routines, idle locations and behavior changes. | Friendly-NPC schedules, travel, danger response, weather, profession and relationship context. |
| Variant choice | Main, Scripted and Lite are documented. | The current files page shows a main file and compatibility patches; no equivalent three-variant scheme is established here. |
| Patch information | Official patch hub; community patches are permitted under the project’s stated conditions. | Compatibility patches are listed, but no blanket compatibility guarantee is established. |
“Not stated” in a comparison cell means the cited official material did not provide a directly comparable figure; it is not evidence that the feature or version does not exist.

How to choose for a real load order
Choose AI Overhaul when variant control is the deciding factor
AI Overhaul is the more straightforward first investigation if you want to choose between a standard package, a scripted beta and a Lite package. Lite is particularly relevant when your list already contains extensive NPC or location edits and you want to avoid direct NPC edits and extra markers where possible.
Recommended Free Tools
That recommendation is about documented options, not a guarantee of fewer conflicts. Open the current patch hub and look for patches covering each major city overhaul, NPC overhaul, follower framework or other AI mod in your list.
Choose Immersive Citizens when its behavior model matches your play style
Immersive Citizens is the more targeted choice if the features that attract you are citizens fleeing or reacting to threats, responding to weather, and behaving differently according to profession or relationships. Confirm that its current Anniversary Edition file supports your executable and that patches exist for the locations and NPC records you use.
Do not use popularity as a technical test
Download counts, endorsements and author work-hour claims do not establish which mod is more compatible or immersive. The official pages reviewed here contain no controlled benchmark, comparative bug-rate study or performance test.
Installation workflow that avoids the common mistakes
- Record your runtime. Check the Skyrim executable version shown by your installation and by your script-extender setup, if used. Treat Anniversary Edition 1.6.1130+ and the older 1.5.97-era Skyrim SE files as different targets.
- List the records most likely to overlap. Write down every city overhaul, village expansion, NPC overhaul, follower framework and other AI package that affects the same settlements or actors. Include mods added through a collection or profile; hidden dependencies are still part of the load order.
- Read the live file page. Select the AI Overhaul Main, Scripted or Lite file that matches your runtime, or select the Immersive Citizens file labeled for your edition. Check requirements, optional files and compatibility notes immediately before downloading.
- Install one AI overhaul only for the first test. Do not install both projects together and assume their edits will layer. The reviewed official material does not endorse a combined installation.
- Add exact patches. Use the AI Overhaul official patch hub when that is your choice. For Immersive Citizens, inspect the compatibility files listed on its current page. A patch for one city or NPC mod says nothing about another combination.
- Place patches after their masters. Follow the patch author’s load-order instructions in your mod manager. The AI Overhaul project permits community patches that use its plugins as a master under stated conditions; permission to create a patch does not mean that a patch exists for your list.
- Deploy and inspect conflicts. Use your mod manager’s conflict view or plugin information to identify overwritten AI packages, scenes, actor records and location records. Resolve only conflicts covered by a documented patch; do not arbitrarily hide records to make warnings disappear.
- Test on a disposable save. Enter an affected settlement at different times of day and observe schedules, sandboxing, reactions to danger and travel. Test a new game or a throwaway character before committing a long-running save.
- Keep a rollback path. Preserve the original profile and save backup. If you later change variants or switch projects, follow the current author guidance rather than removing an AI overhaul mid-save without preparation.
Compatibility: what to check before adding a patch
Location overhauls
Town and city mods often move doors, add buildings or alter navmesh and idle markers. Check the exact settlement name in the patch list, not merely whether a patch exists for “city overhauls” in general. A patch for one location cannot be assumed to cover another.
Rank #4
NPC and follower overhauls
Actor records, AI packages and appearance changes can overlap. Verify whether the patch is made for the specific NPC overhaul and version you use. If an NPC is missing schedules, stands in place or repeatedly enters and leaves a building, treat that as a conflict symptom rather than proof that the base mod is defective.
Other AI mods
Two systems that both rewrite schedules or reactions may compete even when the plugins load without an obvious error. Read both authors’ compatibility notes and test behavior in-game. The absence of a warning in a plugin editor is not a compatibility certification.
Patch maintenance
When a base mod updates, its patch can become stale. Recheck patch notes after updating Skyrim, the AI overhaul, a city overhaul or a major NPC mod. Keep the old working profile until the replacement has passed your test route.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Symptoms, likely causes and fixes
| Symptom | Likely cause | What to do |
|---|---|---|
| Game refuses to load or reports a missing master | A patch or plugin requires a file you did not install, or the wrong runtime file was selected. | Read the exact missing-master message, install the required dependency only if it matches your edition, or remove the patch that targets a different setup. |
| NPCs stand idle, loop a scene or fail to follow a schedule | Overlapping AI packages, an outdated patch or a location edit without the corresponding compatibility file. | Disable recent changes in a test profile, check the exact patch combination, then retest the affected NPC in a new session. |
| NPCs use an old building entrance or appear inside geometry | Location records or navmesh changes are not being reconciled. | Find a patch for that exact location and versions, or choose the variant recommended for the conflict. Do not assume changing load order alone repairs navmesh edits. |
| Fewer behaviors than expected | You installed Lite instead of Main, selected a different variant, or another plugin overwrote the relevant records. | Confirm the installed file name and variant, inspect conflicts and compare the result with the variant’s documentation. |
| Problems begin after changing mods on an established character | AI packages and running scenes can persist in a save. | Restore the backup or follow current author instructions for a safe transition. Avoid repeatedly uninstalling and reinstalling AI overhauls on the same save. |
Performance expectations
The official descriptions reviewed do not publish a controlled comparison of frame rate, script load, save size or CPU time between these mods. AI Overhaul’s Scripted beta is described as adding scenes or behaviors, but that wording is not a measured performance result. Immersive Citizens’ environmental and threat responses are also feature descriptions, not a benchmark.

Use your own test route instead: visit a busy settlement, wait through a full in-game day, trigger a controlled combat encounter outside the settlement and observe frame pacing, stuck scenes and save stability. Keep the same graphics settings, weather, population and load order when comparing profiles. This produces useful evidence for your system without turning one player’s result into a universal claim.

Are “Immersive Citizens – AI Overhaul SE” and “AI Overhaul SSE” the same mod?
No. The similar wording in community questions reflects a naming problem, not shared authorship or a single project. “AI Overhaul” appears in both the Immersive Citizens description and the separate AI Overhaul SSE title, but they are distinct mods with different files, documentation and compatibility strategies.
Should you install both?
Not as a default combination. Both modify NPC behavior, and the material reviewed here does not provide an endorsement or a compatibility recipe for running them together. Installing both can make it unclear which schedules, scenes or reactions are active and which patch is supposed to win.
If you have a specific, current compatibility guide that names both projects and every other relevant mod in your list, follow that guide in an isolated profile first. Without such coverage, select one project, patch it for your load order and test it before considering any second AI system.
A practical decision checklist
- My Skyrim executable version matches the file’s edition and runtime label.
- I know whether I want AI Overhaul Main, Scripted or Lite, rather than installing the first result.
- I have read the current requirements, including the changed USSEP status for AI Overhaul 1.9.5.
- I have checked patches for every major city, NPC, follower and AI mod in my actual load order.
- I am not treating a patch for one location as a universal compatibility guarantee.
- I have a backup and a disposable test save.
- I am not expecting a proven frame-rate or bug-rate winner where no controlled comparison is published.
Bottom line
Start with AI Overhaul when documented variant choice, a Lite option and a visible patching ecosystem matter most. Start with Immersive Citizens when its stated danger, weather, profession and relationship responses are the reason you want an AI overhaul and its current Anniversary Edition file fits your setup. In either case, the winning installation is the one whose exact runtime, variant and patches match the rest of your load order—not the one with the broader claim on its description page.
