Silicon photonics and an optical transceiver are not opposing alternatives: silicon photonics is a way to integrate optical functions, while a transceiver is the device that sends and receives signals over fiber. A silicon-photonics circuit can sit inside a pluggable transceiver. The practical comparison is between integration and packaging choices—and what they mean for deployment, power, density, and serviceability.
What each term means
Optical transceiver
An optical transceiver converts an electrical signal into light for transmission over fiber and converts incoming light back into an electrical signal. Its optical functions can involve laser diodes, photodetectors, and waveguides. In a network device, a pluggable transceiver is a replaceable module that connects to the host equipment and terminates a fiber link.

Silicon photonics
Silicon photonics integrates multiple optical functions into a photonic integrated circuit (PIC) built on a silicon substrate. A PIC can combine functions such as modulation, guiding light through waveguides, and photodetection. A complete optical system may also need a light source, electrical ICs, control electronics, and packaging; integration on silicon does not mean every component is on one chip.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →So the useful shorthand is: the transceiver describes the device’s role; silicon photonics describes one way its optical circuitry can be made. Cisco and Intel both describe silicon-photonics technology in pluggable modules, so “silicon photonics” does not mean “co-packaged optics.”

How the approaches differ
“Traditional optical transceiver” is not one precise design. Older or less-integrated approaches may use separate photonic components, but current modules vary. Cisco describes optical communications as having historically used substrates such as gallium arsenide or indium phosphide, with manufacturing that was often more bespoke than silicon electronics production. That history should not be read as a claim that every non-silicon-photonics module uses the same material or architecture.
| Comparison | Silicon-photonics approach | Discrete or less-integrated optics / pluggable-system comparison |
|---|---|---|
| Optical integration | Multiple photonic functions can be integrated on a silicon PIC. | A transceiver may combine separate optical and electronic components; implementations vary. |
| Manufacturing | Can use commercial semiconductor wafer-fabrication infrastructure. Wafer scale does not remove the need for packaging and system integration. | Optical manufacturing has historically been more bespoke and smaller-scale; this is not a universal description of current modules. |
| Packaging options | Can be used in a pluggable module, a near-packaged optical engine, or a co-packaged design. | Pluggable optics remain modular front-panel devices used in established network designs. |
| Electrical path | When the optical engine is placed closer to the processor, the electrical path can be shortened. | A front-panel pluggable is typically farther from the host ASIC, retaining a longer electrical path; the system impact depends on the design. |
| Serviceability | Depends on the package and fiber attachment. Some advanced packages can use detachable fiber connections. | Modules are designed to be inserted and replaced at the front panel. |
| Cost and performance | Potential cost, power, or density benefits depend on implementation and production scale; vendor claims are not a neutral comparison. | No universal price or performance advantage is established by the available sources. |
Packaging is a separate choice from silicon photonics
The location of the optical engine—not just the material used for the PIC—affects system design. The main terms are pluggable optics, near-packaged optics (NPO), and co-packaged optics (CPO).

Pluggable optics
A pluggable module sits at the equipment’s front panel and can be replaced independently of the host board. STMicroelectronics describes pluggables as the current approach for scale-out links between servers, racks, and data halls, where modularity, serviceability, and reach matter. A pluggable may contain silicon-photonics circuitry or another optical implementation.
Near-packaged and co-packaged optics
NPO places an optical engine closer to the processor on the host printed circuit board. CPO places it on the same substrate as the processor. Bringing optics closer can reduce the length of high-speed electrical connections, which vendor sources associate with potential power-efficiency and bandwidth-density benefits. It also increases integration between the optical engine and host system. Fiber attachment and replacement arrangements therefore matter alongside the theoretical density gain.

GlobalFoundries characterizes pluggables as offering modularity, established standards, and ease of deployment, while describing CPO as offering potential for higher bandwidth density and improved power efficiency by reducing electrical interconnect distance. That is the foundry’s description of the trade-off, not an independent head-to-head measurement. GlobalFoundries says its platform supports both approaches; its position illustrates that pluggables and CPO can coexist rather than one automatically replacing the other.
What current product figures do—and do not—show
Manufacturer specifications demonstrate that silicon photonics is already used in pluggable products, but they are not direct comparisons between competing architectures.

1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesHow to choose for a network design
Start with the host equipment and the link you need, then decide how much integration is appropriate. A silicon-photonics PIC can be used in a familiar pluggable module, so selecting silicon photonics does not by itself require a CPO deployment.
Best Value
- Data Rate: 25Gb/s
- Interface: Dual LC connectors
- Reach1: up to 70 meters OM3 MMF; Reach2: up to 100 meters OM4 MMF
- Fiber Type: Dual LC OM3/OM4 multi-mode fiber

- Check host compatibility. Confirm that the module or optical engine matches the host’s interface, form factor, electrical lane configuration, and supported standards.
- Specify speed and reach. Choose for the required link rate, fiber type, distance, and optical budget. A headline data rate alone does not establish that a product suits a particular link.
- Set power and cooling limits. Evaluate the complete host system, including the optical module or engine, rather than assuming that an integration approach guarantees a particular system-level power reduction.
- Decide how the equipment will be serviced. Consider whether front-panel module replacement is important, how the fibers attach, and what replacing a failed optical engine would entail.
- Weigh density against integration. NPO or CPO may be attractive when electrical distance, bandwidth density, or power is a constraint. Pluggables may fit better when modularity, established deployment patterns, and ease of replacement carry more weight.
- Compare like with like. Request product-specific power, cost, reach, reliability, and service data under comparable conditions. The cited sources do not establish a neutral, universal price or performance winner.
The practical distinction
Silicon photonics is an integration technology that can be used inside a pluggable transceiver or in more tightly integrated optical-engine packages. The decision is therefore not simply “silicon photonics or transceiver.” It is which photonic implementation and packaging arrangement best match the host platform, link requirements, power and density constraints, and service model.
