Should Your Company Build an AI Agent or Buy One?

Buy when an existing agent meets your requirements. Build when specific control or differentiation needs justify the ongoing work—or use a hybrid path with clear internal accountability.

Start with the workflow, not the technology. Buy an existing agent if it meets your functional, integration, security, and governance requirements at an acceptable total cost. Build when a specific requirement or strategic advantage justifies the added engineering and ongoing operational responsibility. A partner-supported or hybrid approach can bridge the two—but outsourcing does not remove your company’s accountability.

First, decide whether the workflow needs an agent

Define the task before choosing a product or architecture: what should the system do, what information and tools will it need, and which actions require human approval? Set measurable success criteria and identify acceptable errors, recovery steps, and a human escalation path for uncertain or high-impact actions.

Then check whether a ready-made SaaS agent meets those functional requirements. Microsoft’s technology planning guidance places this fit check before the decision to build. If a conventional workflow or existing software can do the job adequately, adding an agent may bring complexity without solving a real need.

When buying an existing agent makes sense

Buying is a strong candidate when the workflow is fairly standard and an available product meets the requirements without extensive customization. It can also suit organizations that value faster deployment and vendor support more than control over the underlying implementation.

  • Verify that the product’s connectors cover the systems and data the workflow needs, including any legacy integrations.
  • Check whether configuration, data scoping, identity, permissions, safety controls, auditability, and escalation meet your governance requirements.
  • Review the vendor’s orchestration and operating model: what can your team configure, observe, evaluate, and change?
  • Assess vendor dependence and the full cost under your actual contract, including integration, usage, support, operations, changes, and exit costs.

These are diligence questions, not guarantees about what any particular SaaS product provides. Buying is appropriate only when the product’s actual capabilities and terms fit the company’s needs.

When to build—and how much of the stack to own

Building becomes more compelling when a SaaS option fails a concrete functional requirement, the workflow is strategically differentiating, or the company needs customization, orchestration, data handling, or control that available products cannot provide. The decision is not simply “build or buy”: a company can build on a managed platform or take responsibility for more of the underlying stack.

Build on a managed platform

A managed platform may provide a middle path when off-the-shelf agents do not fit but the company does not need to manage all the infrastructure itself. It can offer more control over instructions, tools, permissions, orchestration, or memory while relying on platform services. Microsoft describes a progression from SaaS to platform services and then infrastructure; that is an example from Microsoft’s ecosystem, not a vendor-neutral product ranking.

Own more of the stack

Taking on more infrastructure and implementation control may suit deep customization or data and control requirements that other options cannot meet. It also means the company must be ready to design, secure, evaluate, monitor, and maintain more of the system. Microsoft’s shared-responsibility guidance describes how responsibility for agent logic, tools, permissions, orchestration, memory, identity, and security shifts as organizations move from SaaS toward platform or infrastructure builds. Its central reminder is that “Autonomy never reduces accountability.” More control is not automatically more secure or less expensive; the organization must put its controls into practice.

Start with the simplest architecture that meets the need

Microsoft recommends testing a single-agent design for most use cases, with multiple agents considered when the work crosses security or compliance boundaries, involves multiple teams, or is expected to grow. Treat that as a starting point rather than a universal rule: assess the actual workflow, permissions, handoffs, evaluation needs, and operating cost before adding agents.

When a partner or hybrid approach fits

A partner-supported or hybrid route can make sense when the use case is valuable and context-specific but internal AI engineering, integration, or operations capacity is limited. A company might own the differentiated workflow while using third-party modules or a specialist to help implement it.

Keep ownership of the requirements, data permissions, acceptance tests, and ongoing accountability clear. The company also needs enough internal capability to integrate and monitor the resulting system; outsourcing technical work does not transfer all risk. KPMG describes partner co-development as an option for organizations with constrained resources, while noting the continuing need for internal integration to fit the company’s context and performance expectations.

Compare the options against the same requirements

Use these questions to compare a vendor agent, a managed-platform build, a deeper in-house build, and a partner-supported approach. Apply company-specific estimates and thresholds: the available guidance does not establish a universal break-even price.

Decision area Questions to answer
Workflow fit and differentiation Does the option accomplish the defined task? Is the workflow strategically distinctive?
Data and intellectual property What information can the agent access, where is it processed, and what control or sovereignty does the company require?
Customization and orchestration Are configuration and vendor orchestration sufficient, or are custom tools, memory, or control necessary?
Security and governance Who owns identity, permissions, action-level audit trails, human escalation, evaluation, and monitoring?
Integration Are existing connectors enough? What custom or legacy integrations must be built and maintained?
Lifecycle cost and lock-in Have you included licenses or development, integration, operations, model or service consumption, changes, support, and exit costs?
Team readiness Can the organization staff engineering, security, evaluation, and AgentOps over the system’s life?
Reliability and recovery Are success criteria measurable? How will errors be handled, changes rolled back, and uncertain or consequential actions escalated to a person?

This comparison brings together criteria identified in KPMG’s build, buy, or borrow framework and Capgemini’s discussion of build, buy, and hybrid approaches. Their criteria are prompts for a decision, not a substitute for the company’s own risk review or financial model.

Make the decision in sequence

  1. Specify the workflow. Document the task, users, data, tools, intended actions, human checkpoints, success measures, and recovery path.
  2. Check whether an agent is warranted. Confirm that the workflow needs agent capabilities rather than a simpler existing process or product.
  3. Test SaaS fit. Evaluate actual product functionality, integrations, permissions, governance, operating model, contract cost, and exit implications.
  4. Identify the unmet requirement. If SaaS does not fit, state precisely what is missing—such as a tool, orchestration behavior, data control, or permission model.
  5. Choose the least complex viable route. Compare a managed-platform build, owning more of the stack, and partner-supported or hybrid implementation against that requirement.
  6. Prove operational readiness. Decide who will monitor behavior, test changes, handle incidents, manage access, and maintain integrations after launch.
  7. Run a bounded evaluation. Define acceptance criteria, test normal and failure cases, and require human review where the impact or uncertainty warrants it before expanding use.

What the survey evidence says—and does not say

KPMG reports that 57 percent of organizations favored a blend of building and buying AI agents in its Q3 2025 Quarterly Pulse Survey, up from 51 percent in Q2 2025. This is a survey finding, not evidence that a blended strategy is best for every company; the right choice still depends on the workflow, requirements, capability, and costs.
