Use probabilistic or fuzzy matching when genuine matches may contain spelling, formatting, or completeness differences. Use semantic similarity to find or assess records with meaningfully similar text—not as proof that they represent the same entity. The right choice depends on the cost of false links versus missed links, and should be validated on the data you intend to link.
What record linkage is—and what “matching” means
Record linkage asks whether two records refer to the same real-world entity, such as a person, company, place, or product. Agreement on selected fields is evidence for that decision; it is not the definition of identity itself.

“Exact” is also relative. A rule may require literal equality, or equality after a specified normalization step such as standardizing capitalization or formatting. The fields chosen, the preprocessing applied, and the rule for declaring a link all affect what counts as an exact match.

|---|---|---|---|
| Exact or deterministic | Whether chosen field values satisfy preset equality rules | Linking on reliable, sufficiently discriminative identifiers | Legitimate variation or missing values can leave true matches unlinked; shared or unreliable identifiers can create false links |
| Fuzzy or probabilistic | Approximate field similarity or the combined strength of evidence across fields | Handling expected spelling, formatting, or identifier variation | Scores and thresholds trade off false links against missed links |
| Semantic similarity | Similarity in the meaning or context of text | Finding candidates or adding a text-based signal when descriptions differ in wording | Similar meaning does not establish that records refer to the same entity |
Fuzzy matching is a broad label for approximate comparisons; it is not synonymous with semantic matching. For example, edit-distance and phonetic comparisons assess forms of textual resemblance, while semantic methods assess meaning or context. AWS documents configurable exact, cosine, Levenshtein, and Soundex matching components, including rules that combine exact and fuzzy conditions; those are capabilities of its service, not a universal recipe.

When exact matching is the right choice
Prefer exact rules when the identifiers you rely on are accurate, consistently represented, and specific enough for the entities and population in your task. A verified unique identifier may be sufficient. Alternatively, a combination of stable fields may work if its exact agreement has been validated for the intended population.
- Choose a defensible rule: State which fields must agree and whether values are normalized before comparison.
- Check identifier quality: Look for missing, invalid, stale, or reused values before treating agreement as conclusive.
- Check coverage: Identify which records the rule leaves unmatched and whether exclusions are concentrated in particular groups.
Deterministic rules are generally straightforward to explain and audit, and the Office for National Statistics describes simple deterministic comparison as computationally fast. But exact-only linkage can miss true matches when identifiers are incomplete or recorded differently. Unmatched records should not automatically be described as different entities: exact-match information can produce a non-randomly selected subset of the population.
When fuzzy or probabilistic matching is more appropriate
Use approximate methods when true matches may differ because of spelling errors, transposed characters, alternate forms, or imperfect identifiers. A probabilistic method can weigh agreements and disagreements across multiple fields, allowing one field to vary when other evidence supports a link. Fuzzy methods may instead or additionally compare individual fields approximately.

Neither a similarity score nor a more complex model removes uncertainty. Pick a threshold based on what happens after linkage:
- False links are especially costly: Favor precision, and route borderline pairs or consequential decisions to review. This is important when a wrong link could expose someone to a sensitive intervention.
- Missing candidates is especially costly: Favor recall where the purpose is broad case finding and false candidates can be reviewed later.
- Both errors matter: Measure both and establish a review policy for uncertain pairs rather than presenting a threshold as certainty.
UK Government guidance on data linkage describes an inescapable precision–recall tradeoff among uncertain links: a threshold that reduces false links can also miss true ones, and vice versa. The appropriate balance depends on the data and the downstream use. Identifier quality and completeness also affect errors, regardless of the method.
Where semantic matching helps—and where it stops
Semantic similarity can help when records contain descriptions, aliases, abbreviations, or paraphrases whose wording differs. It can retrieve plausible candidate pairs or contribute a feature to a larger resolver. But two descriptions can be semantically close while referring to different entities; conversely, descriptions of the same entity can be semantically different.
For identity decisions, combine semantic evidence with identity-relevant fields such as authoritative identifiers or field-specific comparisons. Validate the combined rule against reviewed examples, and send ambiguous or high-impact cases for human review. Do not treat semantic resemblance by itself as proof of a link.

If embeddings are part of the workflow, record the model version and similarity procedure so results can be reproduced. Google states that vectors from its gemini-embedding-001 and gemini-embedding-2 models cannot be directly compared because their embedding spaces are incompatible. That warning applies to those named model versions; it should not be generalized to every embedding system.
How to evaluate a linkage method
Where feasible, create a representative reference sample whose candidate pairs have been reviewed by people. Use it to compare methods and thresholds on the actual data and task rather than assuming one approach performs best in every setting.

- Precision: Of the links the process assigned, what share are true matches?
- Recall: Of the true matches in the reference sample, what share did the process recover?
- Cluster integrity: If linked pairs are grouped into entities, inspect whether false links merge distinct groups and missed links split one entity across groups. Pair-level accuracy alone can hide these effects.
- Coverage and field quality: Track missing, invalid, or low-quality identifier values, and check linkage quality across relevant groups.
- Operational fit: Account for interpretability, computational demands, reviewer workload, privacy constraints, and whether match evidence can be retained for audit.
Keep uncertain candidates and their scores or agreement patterns where possible. Linkage outputs are more useful when they include process details, field-quality information, link-quality information, and aggregate error measures; these support sensitivity checks and downstream decisions.

Blocking, also called indexing, narrows the pairs that receive detailed comparison. It can make linkage more efficient, but it can also exclude true pairs before scoring begins. A later model cannot recover a match that candidate generation never produced.
- Generate candidates: Choose blocking variables and measure whether known matches are retained. Check performance by blocking condition, not only in aggregate.
- Apply high-confidence rules: Link pairs that satisfy validated exact rules when appropriate.
- Score remaining candidates: Apply probabilistic or fuzzy comparisons to pairs that did not meet the high-confidence rules.
- Review uncertain or consequential cases: Use thresholds and review criteria aligned with the costs of false links and missed links.
- Validate the full pipeline: Evaluate candidate generation, scoring, and any clustering together against a representative reference set.
This is one possible design, not a guaranteed winner. The Office for National Statistics describes deterministic linkage as a possible first pass before probabilistic matching; the quality of the overall result still depends on validation and blocking coverage.
Check how pairwise links become groups
When a system builds clusters from pairwise links, inspect how transitive connections behave. In AWS Entity Resolution, transitive matching can connect match groups across rule levels, and AWS warns that poor rule ordering can incorrectly group records that differ in unique-field values. These are AWS service-specific behaviors and constraints, not universal requirements for linkage systems.
A practical decision rule
| Your situation | Starting approach | What to validate |
|---|---|---|
| Reliable, stable, discriminative identifiers with consistent values | Exact or deterministic rules | Whether exact agreement is sufficiently trustworthy and who is excluded when values are missing or inconsistent |
| Expected typos, alternate forms, or incomplete identifiers | Fuzzy or probabilistic comparison across available fields | Precision, recall, threshold effects, and error rates across relevant groups |
| Descriptive text with weak lexical overlap | Semantic similarity for candidate generation or as one resolver feature | Whether identity-relevant evidence supports the link; model version and reproducibility |
| High consequences or meaningful uncertainty | Any method paired with a review path | Whether uncertain links are visible, reviewable, and retained with their evidence |
No single method is categorically better across all record-linkage tasks. The sound choice is the simplest approach that meets the task’s coverage and error requirements, measured against reviewed evidence and the consequences of getting a link wrong.
