For sensitive research files, use an organization-approved sharing or transfer method with protections matched to the data and recipient. Check encryption both in transit and at rest, who can access the files, and whether your institution permits the workflow. A secure protocol or service can reduce risk, but no tool by itself guarantees compliance.
Choose a method for the actual exchange
Start with the file’s sensitivity, who needs it, how often you will share it, and whether recipients must collaborate on it. Also consider file size, recipient usability, where copies will be stored, and who administers the system. NIST recommends selecting an approach that accounts for both security and usability, training users, using cryptography to protect confidentiality and integrity, and monitoring exchanges (NIST Special Publication 800-177 Revision 1; NIST announcement).

- Occasional person-to-person sharing: an approved file-sharing service may be easiest if it supports controlled recipient access.
- Recurring or automated transfers: consider an approved SFTP or managed-transfer workflow, with the organization responsible for accounts, servers, and monitoring.
- Online transfer is unsuitable: encrypted removable media may be an option if policy permits it and custody is controlled.
- A file must travel through a less-secure channel: file-level encryption can add protection, but send the decryption secret separately through a suitable channel.
These options are not interchangeable. Confirm what the specific service or deployment actually protects and records rather than relying on a product label.

| Method | Useful when | What to verify |
|---|---|---|
| Organization-approved sharing or collaboration service | People need to access files or collaborate online. | Recipient permissions, authentication, encryption in transit and at rest, access logs, retention and deletion, and account administration. Protections vary by service and configuration. |
| SFTP or another approved secure transfer protocol | Files move between people or systems, especially in a repeated workflow. | Account controls, server configuration, storage protection, audit records, and operational ownership. The U.S. Department of Education describes SFTP as encrypting authentication information and files in transit; that does not establish how a particular server stores files or controls accounts (U.S. Department of Education SFTP explainer). |
| Encrypted file sent through a separate channel | A file needs added protection when sent through a channel that is not itself secure. | Use appropriate file encryption and communicate the decryption secret separately. Consider how the recipient will protect the file after decrypting it. The ICO discusses encrypted files as one possible approach (ICO encryption and data-transfer guidance). |
| Encrypted removable media | Online transfer is unsuitable or unavailable and policy allows offline delivery. | Encryption, approved use, physical custody, and controls for loss or return. CDC guidance supports encryption and controlled transfer of identifiable information, but does not evaluate or recommend a particular device (CDC data-access guidance). |
Check protection at every stage
In transit and at rest
Encryption in transit protects data while it moves between systems; it does not automatically protect stored copies. The ICO warns: “Without additional encryption methods in place, such as encrypted data storage, the data will only be encrypted while in transit” (ICO encryption and data-transfer guidance). For a service or server, establish whether stored files are encrypted, how keys are controlled, and what happens to downloaded or synchronized copies.
#1 Best Overall
- Certified to FIPS 197 - High-level information security standard approved by the U.S. Government
- Brute-Force Password Attack Protection - Data is automatically erased after 6 failed access attempts. The data and encryption key are securely destroyed and the crypto drive is reset
- Rugged Double-Layer Waterproof* Design - Protects the crypto drive against knocks, drops, break-in and submerging in water. The electronics are shielded by a hardended inner case. The rubberised silicone outer casing provides a final layer of protection
- Auto-lock - The crypto drive will automatically encrypt all data and lock when removed from a PC/Mac or when the screen saver or "computer lock" function is activated on the host PC/Mac
- Secure Entry - Data cannot be accessed without the correct high-strength alphanumeric 8-16 character password. A password hint option is available. The password hint cannot match the password
Access and accountability
Limit access to the intended recipients and the minimum permissions they need. Where available and appropriate, use named accounts and strong authentication; check whether access can be revoked or set to expire and whether activity is logged. Confirm who approves access, handles account problems, and responds if credentials or media are lost. Encryption does not replace these controls.
Recipient handling
Check that recipients can use the chosen method securely and understand how to handle downloaded, decrypted, or locally copied files. Establish how long files should remain available and how they should be deleted or returned. A workflow is only as controlled as its copies and accounts beyond the original transfer.

Follow the rules that apply to your data
U.S. health information
The HIPAA Security Rule requires administrative, physical, and technical safeguards for electronic protected health information held by covered entities and business associates. The right safeguards depend on the organization and circumstances; follow your security officer’s and risk-analysis process rather than treating a tool purchase as proof of compliance (HHS HIPAA Security Rule overview).

HHS also describes a specific individual-access scenario: an individual may request a copy of their protected health information by email, including unencrypted email, after receiving a brief warning and confirming that choice. That access-right guidance is not a blanket endorsement of ordinary email for routine research sharing (HHS guidance on individuals’ right of access).

- Certified to FIPS 197 - U.S. Government Approved High Level Information Security Standard.
- Protection against brute force password attacks - Data is automatically erased after 6 unsuccessful access attempts. The data of the USB flash drive type c encryption with dual connectors is destroyed and the cryptographic drive is reset.
- Durable dual-layer waterproof design* — Protects the crypto reader from bumps, drops, run-in and immersion in water. The electronics are protected by a hardened internal case. Rubberized silicone outer case provides a final layer of protection.
- Auto-Lock —The cryptographic key automatically encrypts all data and locks when removed from a PC/Mac or when screen protection or "computer lock" is enabled.
- Secure Entry —Data on these flash drives cannot be accessed without the correct alphanumeric password of 8 to 16 characters. A password indication option is available for this flash drive. The hint cannot match the password.
UK personal information
The ICO identifies TLS or a VPN as possible secure communication methods and file-level encryption as another option. Its guidance cautions that data may be encrypted only in transit without additional protection for stored data. The page says the guidance is under review following the Data (Use and Access) Act, so check its current status before relying on it (ICO encryption and data-transfer guidance).
Identifiable research data
CDC guidance calls for approved, access-controlled electronic transfers and encryption of identifiable information before transfer; it also refers to AES criteria for personally identifiable information. Treat this as agency guidance, not a substitute for your institution’s data-use agreements, ethics requirements, or jurisdiction-specific legal advice (CDC data-access guidance).

A pre-send checklist
- Confirm the data classification, recipient, and applicable institutional or contractual approval.
- Choose an approved method that fits the delivery or collaboration workflow.
- Verify encryption in transit and, where files are stored, encryption at rest and key management.
- Restrict access, confirm recipient authentication, and check expiry, revocation, and logging options.
- Agree on retention, deletion, and handling of downloaded or decrypted copies.
- For removable media, confirm approval and physical custody; for encrypted files, send the secret through a separate suitable channel.
- Use the organization’s incident process if a file, device, or credential is lost or exposed.
NIST’s August 3, 2020 bulletin announcement, updated March 25, 2025, describes “several possible solutions for secure file exchanges”; the appropriate choice depends on needs and safeguards, not on one universally best tool (NIST announcement).
