A trespass incident can delay trains long after the person has been found or the immediate danger has passed. That is because the railway must first establish that it is safe to reopen, then recover a timetable already disrupted by stopped, held or diverted trains. The time to clear an incident and the time for services to return to normal are different things.
Why can’t trains restart as soon as the person leaves?
A report of someone on the railway is treated as a live safety risk, not simply as an obstruction to remove. The risk can involve the person, train crews, railway workers and passengers on delayed trains. British Transport Police (BTP) responds to policing and safeguarding issues on the rail network, while railway staff are responsible for operating services and infrastructure.

Police and railway personnel have distinct roles. A 2019 inspection by HM Inspectorate of Constabulary and Fire & Rescue Services says BTP officers’ decisions about reopening the network should remain operationally independent. The inspection describes officers using threat, harm and risk principles. The need to reach a safe decision—not pressure to restore services quickly—governs when a line can be handed back. HMICFRS’s inspection of the British Transport Police also notes the risks to officers, railway workers and passengers during disruption.

The response depends on the circumstances; the evidence does not establish one standard set of checks or a fixed timeline for every event.

Why do delays continue after the incident is cleared?
Clearing an incident and restoring the service pattern are separate milestones. Trains may have been stopped, held, diverted or otherwise displaced while the railway responded. Even after a line is handed back, those trains and later services can remain out of position or out of sequence, so the effects spread beyond the original location.
Network Rail describes trespass as causing both primary and reactionary lost minutes: delay at the incident itself and further delay caused by its knock-on effects. That is why the disruption attributed to an event can exceed the period when the line was initially blocked. The sources do not establish a universal order or duration for any particular train-repositioning, signalling, inspection or timetable-recovery steps, so those should not be assumed for a specific incident. What does a real incident timeline show?
A National Rail notice for a trespass incident between West Croydon and Sutton on 20 June 2026 said it was reported at 20:24 and cleared at 21:43—an elapsed 79 minutes. The notice then said all lines had reopened and trains could run as scheduled. This is one documented report-to-clearance interval, not a typical duration or proof that every affected train was immediately on time. The notice does not say what checks were carried out. How large is the disruption?
Different figures describe different things: delay-causing incidents, lost minutes, estimated costs and safety outcomes are not interchangeable. For Great Britain, a Department for Transport answer published by UK Parliament on 21 July 2026 reported Network Rail data for 2025/26:

- 13,921 delay-causing trespass incidents. The series uses XA and VA incident codes. An incident may appear in more than one rail period if its delay continues across periods.
- £85.5 million in estimated delay costs, at 2025/26 prices. This is Network Rail’s internal estimate based on the economics behind the Schedule 8 performance regime, estimating long-term revenue loss associated with delay. It is not a direct measure of passenger waiting time, compensation or total societal cost.
These figures come from Network Rail data supplied in the UK Parliament answer on trespass-related delay incidents and costs.
Older figures need their dates attached. A 2019 HMICFRS inspection said average trespass-attributed delay had risen from 78 to 100 minutes over the preceding three years. That is a historical average for the period assessed, not a current average. RSSB’s July 2026 article says National Disruption Fusion Unit data show more than one million attributed trespass delay minutes, but the visible article does not specify a year for that total; it also warns that trespass is under-reported. Why is reopening sometimes partial?
A railway need not always reopen everywhere at once. The 2019 BTP inspection describes partial handbacks—one or two lines reopening while others remain closed—in its discussion of fatality incidents. That is relevant background to how a reopening can be staged, but it does not establish that partial reopening is standard practice for every trespass report. The available account also does not give a current, representative breakdown of how long different stages take or how often lines reopen quickly versus after a prolonged response.
What does the safety data say?
The Office of Rail and Road’s Rail Trends 2025 reports 22 trespass deaths across the whole Great Britain rail network in 2024/25, including 17 on the mainline, as well as 85 severe trespass injuries. These are people and safety outcomes, not delay figures. They help explain why railway responses prioritize risk assessment, but they do not show what happened in any particular service disruption. Are all trespass incidents caused by the same thing?
No. Network Rail’s 2019 strategy lists varied observed contexts, including taking shortcuts, retrieving belongings, avoiding revenue blocks, seasonal youth trespass, alcohol, travel fraud, mental health contexts and suicidal trespass incidents. It also warns that reliable information about causes and locations can be difficult to obtain. These categories are not exhaustive and do not establish a current national ranking; it would be misleading to assume a single motive for an individual report.
Prevention work is distinct from incident response. RSSB’s July 2026 article describes initiatives including a Trespass and Suicide Prevention One-Stop Shop, updated suicide-prevention guidance, evidence-based signage, and school railway-safety education in England from September 2026. The article does not establish that these measures have already reduced incident duration.

What passengers should take from a delay notice
- “Incident cleared” is not the same as “normal service restored.” The former concerns the immediate event; the latter depends on service recovery too.
- A long delay does not by itself show that the response was unnecessarily slow. Reopening depends on a safe assessment, and case-specific information may not be published.
- A single example cannot predict another route’s delay. The West Croydon–Sutton notice records one event, not a network-wide standard.
