Controlling secrets sprawl takes more than putting credentials in a vault: you need to know where each secret is used, who owns it, who can read it, how it is changed at the system that accepts it, and how you verify that change worked. This playbook lays out a practical way to inventory secrets, limit their distribution, choose an appropriate rotation method, and confirm completion without assuming every credential can be rotated the same way.
What secrets sprawl is—and why a vault alone does not fix it
Secrets sprawl is a lifecycle and ownership problem as much as a storage problem. Passwords, tokens, certificates, and keys can be copied into configuration files, deployment settings, CI/CD workflows, container or orchestration secrets, logs, developer tools, and cloud consoles. A centralized store can help control access and distribution, but it does not automatically remove copies already embedded elsewhere or establish who is responsible for them.

HashiCorp describes Vault as a way to centrally store, access, rotate, sync, and distribute dynamic secrets. That is a vendor description of product capability, not proof that central storage by itself eliminates sprawl. A useful control system also needs an inventory, scoped access, a rotation method for each credential, and evidence that old values have been retired.

- POWERFUL SECURITY KEY: The YubiKey 5 NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
- WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5 NFC secures 100+ of your favorite accounts, including email, password managers, and more
- FAST & CONVENIENT LOGIN: Plug in your YubiKey 5 NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
- MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
- PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
- Identity: secret name or identifier, type, environment, and privilege level.
- Ownership: accountable team or person, consuming application or workload, and recovery contact.
- Location: backing system, intended vault location, known copies, and systems or teams that can retrieve it.
- Lifecycle: rotation method, last successful rotation, expiration or revocation path, and any approved exception.
Search for credentials in the places teams actually deploy and operate software: source and configuration files, CI/CD workflows, deployment settings, container and orchestration configurations, logs, developer tooling, and cloud consoles. Discovery should recur as systems and teams change. HashiCorp’s guidance on centralized management and granular access supports the need to control where secrets live and who can reach them; it does not claim a vault can erase code history, logs, caches, or external deployment copies.
When a credential is found outside its intended store, identify its owner and consumers before changing it. Move consumers through a controlled update, revoke the exposed copy when safe, and check relevant logs and dependent services for use or failure. If ownership cannot be established, treat that as an inventory gap to resolve rather than silently assigning the secret to a generic platform account.
Reduce how many workloads can retrieve each secret
Use separate credentials for applications and environments where practical. Scope read access to the relevant application, workload, or team, and grant only the permissions that workload needs. HashiCorp recommends granular access using paths and keys and cautions against reusing one credential across many consumers. AWS likewise advises using an application database user with only the privileges required by the application instead of the database master user.

Microsoft identifies managed identity as the preferred way to authenticate to Azure services, while acknowledging that some scenarios still require a key, password, or other secret. Identity-based access does not eliminate every secret; it can reduce the number of long-lived credentials that must be distributed.

Choose rotation based on the secret and its backing system
Rotation is complete only when the accepted credential changes at the backing database or service and the corresponding value becomes available to the consumers that need it. AWS defines rotation as updating the value in both Secrets Manager and the database or service. A vault write, sync event, or successful job start alone does not establish that the credential accepted by the service has changed.
| Method | When it fits | What to verify |
|---|---|---|
| Provider-managed rotation | AWS documents managed rotation for many supported managed secrets. | Confirm that the specific service and secret type are supported, and verify the backing service and stored secret both changed. |
| Managed external rotation | AWS documents managed external rotation for supported partner-held secrets. | Confirm support for the particular external service and credential type; do not infer support for every partner secret. |
| Custom function or workflow | AWS documents Lambda-based rotation. Microsoft’s Azure example uses an Event Grid-triggered function to rotate a SQL Server password. | Check that the workflow coordinates the accepted credential change with the vault update, and that consumers can retrieve and use the new value. |
| Dynamic, short-lived credentials | Consider where the platform and application can issue workload credentials that expire instead of repeatedly distributing a long-lived shared value. HashiCorp describes dynamic secrets as a Vault capability. | Validate that the application can obtain and renew credentials as designed, and that expiration behavior is understood by the workload owner. |
| Synchronization | Use a supported sync mechanism to distribute a value that has already changed. | HashiCorp states that Vault secrets sync can distribute changes but cannot itself directly rotate secrets; verify the rotation action separately. |
Features and supported credential types can change. Check the live platform documentation for the exact service, region, and credential before designing around a managed path.
Make the change safely for consuming applications
For every credential, document the sequence that changes it, propagates the new value, and retires the old one. A practical workflow is:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Prepare: identify all consumers, confirm recovery access, and determine whether the service supports an alternate identity or overlapping credentials.
- Change the accepting system: create or update the credential in the database or service that authenticates it.
- Publish: store the corresponding value in the vault and sync it only to supported destinations that need it.
- Exercise consumers: confirm that each workload can retrieve the new value and complete a representative authenticated operation.
- Observe: watch authentication errors, dependent-service health, and rotation logs during the transition.
- Retire: revoke the old value after the planned overlap or rollback window, then verify that consumers no longer rely on it.
AWS discusses single-user and alternating-user database rotation strategies. Alternating-user designs can keep a valid credential available during a transition in supported scenarios, but depend on permissions and application behavior that fit the design. Neither strategy guarantees uninterrupted service in every configuration: AWS documents that some rotations can have a short interval when the stored and live credentials are out of sync and recommends retry handling for relevant failure modes. Validate the specific service’s semantics and test rollback in a non-production environment before promising zero downtime.

Set a cadence and measure successful rotation
Choose cadence by considering the credential’s lifetime, impact if compromised, provider capability, application tolerance, and recovery complexity. A scheduled policy is useful for credentials that remain long-lived; event-driven rotation may also be appropriate after suspected exposure or relevant personnel or service changes. Assign an owner to exceptions rather than letting a missed rotation become an invisible permanent state.
Track at least the last successful change, missed rotations, stale consumers, and approved exceptions. Define success in terms of the accepting system and its consumers—not merely that a schedule exists or a function ran. AWS Security Hub documents separate controls for whether rotation is enabled, whether configured rotation succeeds, and whether a secret’s age exceeds a maximum.
In the AWS Security Hub CSPM Secrets Manager periodic-rotation control documentation available on October 8, 2026, the maximum age is configurable from 1 to 180 days; 90 days is the control’s default when no custom maximum is supplied. That is a control configuration, not a universal rotation rule or a NIST requirement. AWS also notes that rotation-control availability may vary by region.

| Option | What the cited vendor material establishes | Questions to resolve for your environment |
|---|---|---|
| HashiCorp Vault | HashiCorp describes centralized management across environments, dynamic secrets, and secrets sync; sync is not itself direct rotation. | Which teams operate the service? Which backing systems, access policies, recovery arrangements, and sync destinations are supported for your deployment? |
| AWS Secrets Manager | AWS describes central storage, fine-grained IAM access, automatic rotation, replication, and auditing integrations. | Does the required rotation path support this secret and region? How will the workload authenticate, recover, and consume updates? |
| Azure Key Vault | Microsoft documents an Azure workflow using an Event Grid-triggered function to rotate a SQL Server password and recommends managed identity for Azure service authentication where supported. | Does the example’s automation fit the actual secret type and backing service? What identity and event-handling controls will the workload use? |
These are vendor descriptions, not independent benchmarks. A useful evaluation also covers deployment scope (single cloud, multi-cloud, hybrid, or on-premises), native integration with the system that owns the credential, supported rotation types, identity options, policy granularity, auditing and alerting, availability and recovery, operating burden, and cost model.
For cryptographic key-management governance, NIST SP 800-57 Part 1 Revision 5 (May 2020) provides general guidance, while Part 2 Revision 1 (May 2019) addresses organizational planning and documentation. They are relevant references where key management is in scope; they should not be read as prescribing one interval for all application passwords, API tokens, and certificates. NIST’s Part 2 publication page reported review activity as of July 1, 2025.
When an HSM belongs in the design
A hardware security module (HSM) is a specialized option for specific key-protection, compliance, or operational requirements, not a prerequisite for a secrets-management playbook. HashiCorp documents HSM support for Vault integrations, including auto-unseal and other key-protection features, and lists cloud KMS and hardware products as verified integrations. That integration table was last updated May 3, 2023, so verify current product status, supported versions, region, and service compatibility before choosing a particular integration.
Quick Recap
Operational checks before calling the playbook complete
- Every in-scope credential has a named owner, known consumers, privilege level, and revocation or recovery path.
- Access is scoped to the workloads that need the secret, with separate credentials used where practical.
- Each secret has a method appropriate to its type and backing system; synchronization is not mistaken for rotation.
- Rotation evidence records the change at the accepting system, the vault update, consumer validation, and old-value retirement.
- Missed rotations, stale consumers, and exceptions are visible to an accountable owner.
- Recovery and rollback behavior have been tested for the relevant service and application.
