Oracle describes the subscription as including a commercial license for Oracle Java versions, access to Oracle support and performance, stability, and security updates, plus tools and services for managing, securing, optimizing, and modernizing Java deployments. These are Oracle’s descriptions of its offering.
Oracle separately says Java with subscription features and support is included at no additional charge for Java workloads running on Oracle Cloud Infrastructure (OCI). That statement concerns workloads on OCI; it does not establish that the subscription is free for Java deployments elsewhere. See Oracle’s announcement.
