Bridgeport and Connecticut are negotiating with an unnamed preferred respondent to operate the city-owned Total Mortgage Arena. As of October 9, 2026, officials said due diligence and talks were underway, but no operator had been awarded the agreement, and the six proposal teams had not been told they were out of consideration.
What is happening at Total Mortgage Arena?
The 10,000-seat downtown venue is seeking a new operator after the Bridgeport Islanders departed following their 25th season, leaving the arena inactive. The city and state opened a solicitation in mid-April 2026; six entities submitted proposals in June. The Connecticut Post reported on October 9 that officials had identified a preferred respondent and were negotiating with it, but had not named it or announced a final agreement. Matt Pugliese, deputy commissioner of the state Department of Economic and Community Development, said the preferred respondent’s proposal included a request for capital upgrades from the state and city. The request does not establish that funding has been approved. Bridgeport Chief Administrative Officer Thomas Gaudett said officials had not informed any respondent that it was out of the running.

Who is the preferred bidder?
Officials have not publicly identified the preferred respondent. Howard Saffan, a former Islanders president and developer of the adjacent city-owned concert amphitheater, was described as having been considered a front-runner, but his identity as the current preferred party was not confirmed. State officials cautioned that a request for public funding cannot identify the preferred bidder because all respondents sought access to the grant.

The concepts described in the October 9 report differ, but the available information does not establish full or comparable proposal terms. They should not be treated as selected plans:
- Saffan’s previously described concept would divide the arena’s interior into smaller entertainment spaces for concerts and other non-sports programming. He had earlier outlined an $80 million plan that included $50 million in public funds; this is a previously stated proposal, not a confirmed budget, funding award or current agreement.
- One proposal would make the building a hub for sports simulations and online gaming.
- Doug Marshall, a Canadian-based hockey consultant and analyst, and partners proposed retaining the ice and pursuing a new minor-league expansion team.
What could happen next—and will hockey return?
Hockey’s return is unresolved. Marshall’s was the only proposal described as preserving the ice rink, but the report does not say that his proposal was chosen. Nor does it establish that the arena will permanently stop hosting hockey. The venue’s future programming, event calendar and eventual operator remain unsettled.

The city-state solicitation sought an operator able to sustain regional entertainment and sports use while generating economic activity, jobs, tourism and community benefits. It asked bidders for a business plan, employment and visitor projections, event-day estimates, a ten-year operating pro forma, funding sources and uses, development drawings, community-benefit plans and commercial references. These requirements show what officials sought to evaluate; they do not demonstrate that any proposal has met those goals. The 2026 request for proposals says any selection requires City Council approval and would not, by itself, grant development rights.

The October 9 report said $8 million remained unspent from a previously announced $30 million arena-upgrade grant. That remainder is available through the existing state grant; the report said no additional dollars were guaranteed. In 2021, the city and state had agreed to split $30 million in upgrades to keep the Islanders at the arena for another decade. Those earlier commitments do not determine the amount, if any, of new public support for an operator.

Governor Ned Lamont said the private sector should take the lead but that the state could help if needed. He did not specify an amount. The current negotiating party’s funding request, any city contribution and the terms of a possible agreement had not been disclosed in the report.

The RFP makes City Council approval a prerequisite to a selection, and an operator selection alone would not confer development rights. The city’s Council meeting index lists an October 5, 2026 agenda and package, but the index does not establish that the council voted on the arena. The index should not be read as evidence of approval; the Council’s meeting records are the place to check agendas and minutes for action.
