School Cybersecurity: Protect Student Data and Respond to Ransomware

Ransomware can disrupt school services and may involve data theft. A written response plan, clear roles, coordinated containment, and tested clean backups help schools prepare and respond.

School systems have been targeted by ransomware and other disruptive activity, but that does not mean every school is currently under attack. A cyber incident can interrupt access to essential systems, expose confidential student or staff information, or do both. Schools can reduce confusion and limit harm by preparing a written response plan, isolating affected systems when an incident occurs, coordinating notifications, and restoring services from clean backups.

What can a cyber incident do to a school?

Ransomware can make school computers or other systems unavailable, disrupting basic functions and remote learning. A disruption does not, by itself, prove that data was stolen. CISA also describes cases in which ransomware actors stole confidential student information and threatened to disclose it. Those are separate risks: loss of access to systems and loss of confidentiality of data. CISA’s K-12 resources and its K-12 remote-learning threat page describe these documented patterns, not a current incident count or a confirmed attack on any particular school.

Disruption can also affect remote-learning videoconferences. In a dated example, a February 29, 2024 joint notice from CISA, the FBI, and MS-ISAC said Phobos ransomware actors had targeted education, as well as municipal and county governments, emergency services, public healthcare, and critical infrastructure. The notice did not quantify school incidents. Read the Phobos advisory notice.

The available sources establish that these threats have affected the K-12 sector; they do not establish a current, comparable total for school ransomware incidents or data breaches. Avoid treating anecdotes or a dated threat notice as a measure of how common attacks are.

How can schools protect student data before an incident?

Preparation is not just a technical checklist. Staff need to know who makes decisions, who handles systems, who communicates with families, and how to report something suspicious. CISA’s K-12 cybersecurity report recommends a written plan with defined responsibilities, senior-leader approval, and regular rehearsal through tabletop exercises. Read the CISA K-12 cybersecurity report.

Write and exercise the plan

  • Document how the school will respond to ransomware, data extortion, and suspected or confirmed breaches, including notification and communications procedures.
  • Assign decision-making and operational roles. Identify who leads the response, who coordinates technical work, and who is authorized to communicate with staff, families, and the public.
  • Rehearse the plan regularly. Tabletop exercises help leaders and responders work through decisions before a real disruption makes those decisions urgent.
  • Train staff and students to recognize and report suspicious activity, and make the reporting route clear.

Set up contacts and support in advance

Keep current contact details for school IT and leadership, any managed security service provider the school uses, the cyber insurer if applicable, local law enforcement, and relevant public agencies. CISA’s #StopRansomware Guide recommends coordinating with CISA and the local FBI field office as appropriate. It also describes information-sharing and assistance resources; MS-ISAC membership is open to public K-12 education entities and other listed public bodies in the United States. That eligibility should not be assumed for private schools or schools outside the United States.

Make backups recoverable

CISA recommends offline, encrypted backups and advises scanning backups where possible before using them for restoration. A backup is useful only if the school can access it safely and restore the services and data it needs. IT staff should determine appropriate encryption, access controls, redundancy, retention, and recovery arrangements; a single consumer external drive is not automatically suitable for a district or a complete backup strategy.

What should a school do after a suspected ransomware attack?

Follow the school’s incident plan and coordinate technical decisions with qualified responders. CISA’s guide emphasizes isolating impacted systems and coordinating the response. The order below is a practical framework, not a substitute for the school’s approved plan or specialist advice.

  1. Identify affected systems and contain the incident. Determine which devices, services, or network segments appear affected. Isolate impacted systems promptly, following the incident plan. If many systems or network segments are involved, taking the network offline at the switch level may be necessary; this is a consequential technical decision for the response team, not a step for untrained staff to improvise.
  2. Preserve evidence while responders work. Coordinate containment and investigation. If mitigation cannot happen immediately, CISA advises responders to capture system images and memory from representative affected devices and collect relevant logs and indicators. Memory and other volatile evidence may be lost, so forensic collection should be handled by qualified personnel rather than attempted by untrained staff.
  3. Notify the right people and report the incident. Follow the school’s notification and communications plan. Keep leaders and relevant stakeholders informed, and have designated communications personnel coordinate public statements. CISA lists CISA, local FBI field offices, the FBI Internet Crime Complaint Center, and local U.S. Secret Service field offices as possible reporting or assistance routes.
  4. Assess whether data was exposed. A locked or unavailable system is not proof that student or staff data was stolen. Responders should establish what is known about access to data and any threats to disclose it, and the school should communicate only what it can substantiate.
  5. Restore prioritized services from clean backups. Recover critical services and data from offline, encrypted backups. Scan backups where possible and ensure recovery systems are clean to reduce the risk of reinfection. Restoration may take time and may not be complete immediately.
  6. Record lessons and improve the plan. After the response, document lessons and update policies, plans, procedures, and exercises. Recovery should include learning from the incident, not only restoring files.

What should families know if a school reports a data breach?

Read the school’s notice carefully and distinguish confirmed facts from what is still being investigated. An outage or ransomware incident does not alone establish that personal information was taken; a credible notice should explain what the school knows about the affected information and what steps families should take. Use the contact channel provided by the school for questions, and be alert to messages that claim to offer incident help but ask for sensitive information through an unfamiliar link or sender.

Schools should follow their incident and notification plans and applicable requirements. The CISA guide does not set legal notification deadlines for each state or school. Schools need local legal and privacy expertise to determine the requirements that apply to a particular incident and jurisdiction.

How should school leaders judge whether their response is working?

Use the response plan and exercises to test whether the school can make sound decisions under pressure. Useful questions include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Can responders identify affected systems and contain them without unnecessarily disabling unaffected critical services?
  • Are technical roles and decision ownership clear, including who can authorize disruptive containment actions?
  • Can the team preserve evidence while reducing ongoing harm?
  • Are backups offline and encrypted, and can responders verify that recovery systems are clean?
  • Can the school communicate confirmed information promptly while meeting applicable notification requirements?

These are preparation and review criteria, not measured ratings of a product or a guarantee that an attack can be prevented. Their purpose is to expose unclear responsibilities and recovery gaps before an incident makes them harder to address.
