You can translate a scanned PDF, but no single workflow guarantees that every word will be translated and the original layout preserved. A scan may contain only page images, so translation depends on OCR recognizing the text first. For the best chance of keeping the layout, use the original Word or PowerPoint file if available; otherwise, check the OCR and inspect every translated page.
The available product documentation describes several ways to handle scanned PDFs, but it does not establish a tested six-method ranking. Here is what each documented workflow can and cannot do.

Why scanned PDFs are harder to translate
A PDF created from a scan may be a set of page images rather than selectable text. A translation tool that cannot read words in those images may leave them unchanged. An OCR step—optical character recognition—attempts to identify the words so they can be translated. Errors at that stage, such as a misread number or name, can carry through to the translated document.

Even when the text is recognized correctly, translation can change its length. Longer translated text may not fit the original line breaks, columns, tables, or page boundaries. OCR and translation therefore do not guarantee an exact visual match.

Choose based on what you have and what matters most: whether the text is actually recognized and translated, whether you can access the original DOCX or PPTX, and how much manual correction the document can tolerate. The cited documentation does not independently compare the visual fidelity of these workflows.
How to translate a scanned PDF without losing formatting
- Keep an untouched copy. Save a backup of the original PDF before editing or running OCR. Adobe recommends backing up a scanned file before making changes. Adobe scanned-PDF editing help
- Check whether its text is selectable. Try selecting and copying a sentence. If you cannot, treat the document as image-based and choose a workflow that can extract text from scans.
- Improve the scan if it is hard to read. Blurry or low-resolution pages make OCR less reliable. Adobe points users to its Enhance scanned file or Enhance camera image tools for those issues. Adobe scanned-PDF editing help
- Run OCR and verify the recognized text. If using Acrobat, opening a scan for editing applies OCR and creates an editable copy. - Translate the best available source. If you have the DOCX or PPTX the PDF came from, try translating that file when PDF output is poor. If you only have the scan, use a scan-capable route and check its translated text rather than assuming every visible word was processed.
- Compare the output page by page. Check headings, columns, footnotes, tables, graphs, images, page breaks, and text that has expanded. Why Google Translate may leave scanned text untranslated
Google’s computer document workflow distinguishes between text in a PDF and words embedded in scanned page images. Its help page says scanned-page text appears in the output without being translated. So if you see the original-language words in the resulting document, their presence alone does not mean the translation succeeded. The published limits for this workflow are 10 MB and 300 PDF pages. What can affect the final layout?
- Scan clarity: Poor image quality can reduce recognition accuracy. DeepL specifically notes that scan quality can affect translation quality. DeepL PDF guidance
- Fonts and visual complexity: DeepL flags custom fonts and large images as factors that can affect quality. Adobe says its translation may be skipped for complex PDFs or documents using unsupported fonts or languages. DeepL PDF guidance Adobe PDF translation help
- Text expansion: Translated phrases may take more space than their source, changing line breaks or placing text differently. Inspect the rendered pages rather than judging only the extracted text.
- Tables, graphs, and images: These elements need particular attention because OCR and edits can affect their alignment or surrounding text. Adobe advises minimizing edits to tables, graphs, and images to preserve layout. Adobe scanned-PDF editing help
When to stop and correct the file manually
If OCR has confused characters, skipped a column, or merged words, correct the recognized text before trusting the translation. If the translation is readable but overflows its original boxes or disrupts a table, the issue is layout rather than language recognition; use an editable source file if possible, or make and review layout adjustments in an appropriate editor. For a document where exact wording or page design matters, have a qualified person review both the translation and the final pages.
