No—not as a current, supported browser. Apple no longer offers Safari updates for Windows, and its last Windows release, Safari 5.1.7, is outdated. If you need a supported browser on a Windows PC, use one that is currently supported for Windows. If you specifically need current Safari, use an Apple device.
What happened to Safari for Windows?
Apple says it no longer offers Safari updates for Windows or other non-Apple operating systems. Safari 5.1.7 was the last version made for Windows; Apple says it was released in 2010 and is now outdated. Apple Support explains Safari’s update availability.

Can you download or update Safari 5.1.7?
Finding or installing a historical copy would not make it a current, Apple-supported browser. Apple identifies 5.1.7 as the final Windows version and says it is outdated; it does not offer Windows updates for Safari. Avoid treating an old installer as a way to get a supported version.
What should you use instead?
If you need a browser on a Windows PC
Choose a browser that is currently supported on Windows and keep it updated. This is the practical option if your goal is browsing on your existing PC rather than using Safari specifically.

If you specifically need Safari
Use an Apple device. Apple presents Safari as a browser for Apple devices and says it is included with the operating system; Safari updates arrive through operating-system updates or upgrades. See Apple’s Safari product page.

For ordinary current browsing, no: the Windows release is outdated and is not updated by Apple. Apple’s cited guidance does not enumerate specific vulnerabilities or establish which modern websites will or will not work with it, so those claims should not be assumed. The key point is that installing it cannot provide a current, supported Safari release.
