Russia’s October 1, 2026 change makes an active ERA-GLONASS account a condition for submitting a drone flight plan: the plan is rejected if the account is not confirmed as active. The separate requirement for covered civil drones to carry remote-identification equipment began on March 1, 2026. ERA-GLONASS is a state monitoring and data-transfer platform, not a rival satellite-navigation constellation to GPS.
What changed, and when?
The Russian Ministry of Transport announced the flight-plan condition on September 24, 2026. It follows a seven-month adaptation period and is distinct from the equipment requirement that took effect earlier. Government Resolution No. 83, dated February 2, 2026, sets staggered implementation dates; not every provision took effect in March.

What is ERA-GLONASS?
In this context, ERA-GLONASS is the state information and telematics platform that receives identification and tracking data from unmanned aircraft. It is not the GLONASS satellite-navigation system and should not be described as a GPS equivalent. The Ministry of Transport and Russia’s Federal Air Transport Agency (Rosaviatsia) describe its role as monitoring flights and exchanging information with authorities.
The ministry calls a drone’s unique identifier an “electronic license plate.” That is its explanatory analogy, not the name of a technical standard.

What information does the platform receive?
Rosaviatsia says the transmitted data can include a drone’s location, altitude, route, identification index and aircraft category. The ministry says the identifiers and associated information help supervisory authorities see whether flights are lawful and obtain owner and operator information in real time. Rosaviatsia also says the service is integrated with the flight-plan submission platform.
The Ministry of Transport says compatible data can come from cellular, satellite, hybrid and broadcast-type devices. Its description does not identify specific approved models or provide model-level performance figures.

Does ERA-GLONASS let authorities take control of a drone?
The published provisions describe data transfer and information exchange with authorities. TechRadar’s reading of the rules is that they specify a one-way data feed, not a command link that lets ERA-GLONASS remotely steer a drone or force it to land. The sources cited here therefore establish monitoring and data transfer, not remote control by the platform; claims about possible intervention should not be confused with what the published system rules establish.

In its September 24, 2026 notice, the Ministry of Transport reported 1,027 connected users and 1,205 registered civil drones. It listed 752 legal entities, including 50 professional drone operators, and 278 individuals. Those two user categories add up to 1,030, not the reported total of 1,027; the ministry’s notice does not resolve the discrepancy.

The “up to one million” figure refers to capacity, not current registrations. TechRadar reported that JSC GLONASS chief executive Alexey Raikevich said in January 2026 that the system was ready to monitor up to one million civilian unmanned vehicles across land, water and air. That attributed capacity claim and the ministry’s count of registered drones measure different things; they are not a like-for-like performance comparison.
The ministry also says connected drones are used in agriculture, infrastructure monitoring, forestry, aerial logistics and aerial photography, and that the platform was tested in 40 regions. Those are ministry statements, not independent assessments of coverage or results.

What should drone operators check before flying?
- Check whether the aircraft is covered. The equipment rule described by the Ministry of Transport applies to civil drones weighing more than 250 g.
- Confirm the flight-plan account condition. For submissions from October 1, 2026, the ministry says an active ERA-GLONASS account must be confirmed or the plan is rejected.
- Verify the tracker before buying or installing it. The ministry names device categories but does not publish model names, an approval list, brands or compatibility details in the cited notice. Confirm current Russian requirements and ERA-GLONASS compatibility with an authoritative supplier; do not assume a product listing or a device’s connectivity type proves compliance.
