A browser can transcode media with ffmpeg, recognize text with OCR, and edit many PDF files without sending the file to a processing server. The page loads JavaScript and WebAssembly, reads the file you select into browser memory, performs the work in that tab, and gives you a result to download.
That is different from “the website makes no network requests.” The page, scripts, WebAssembly binaries, language models, analytics, Cloudflare services, and ordinary hosting traffic may still use the network. The important privacy question is whether your document or media bytes leave the browser during processing. You can test that directly in developer tools.

What “zero upload” means in practice
In a local-first file tool, selecting a file is not the same as uploading it. The browser obtains a local file handle, reads bytes into memory, and passes them to code running in the page. WebAssembly is commonly used for computationally heavy components, while JavaScript coordinates the interface, memory and downloads.
Filetools.co describes its model this way: “All conversion, editing and viewing happens locally in your browser using WebAssembly and JavaScript.” Its statement covers the PDF editor, redaction, OCR and form filling. The same service describes a browser-based PDF reader and writer, an OCR engine, and a video and audio transcoder.

Open-source projects show how this stack is assembled. The omne repository identifies @ffmpeg/ffmpeg for video and audio, pdfjs-dist for PDF handling and tesseract.js for OCR. BrowserSnip also describes local video trimming, PDF operations and OCR through WebAssembly. These implementations differ, so “browser-local” describes where processing happens, not a guarantee that every product has the same features or output quality.
What happens when you choose a file
- Assets load. The page downloads its JavaScript, WebAssembly module and any required models or supporting files.
- You select a local file. The browser exposes the selected bytes to the page; a conventional server upload is not required for a local processor.
- The engine runs in the tab. ffmpeg, a PDF library or an OCR engine transforms the data using your device’s CPU and memory.
- A result is created locally. The page offers a new file, usually through a download action or a browser-generated file URL.
- You decide what to retain. Closing the tab or clearing downloaded files is separate from any server retention policy because the processing result was created on your device.
Large videos, image-heavy PDFs and high-resolution scans can require substantial memory. Practical limits depend on the browser, device memory, processor and the particular build. There is no universal speed or maximum-file-size figure established for this category.
How private is a local browser converter?
“No upload” narrows one major risk: the source file is not sent to a remote processing backend. It does not make the entire webpage network-free. Filetools.co discloses Google Analytics, Cloudflare and ordinary hosting traffic while stating that file names, file contents and files themselves are not included in analytics events.

Treat privacy as a claim you can verify rather than a badge you accept blindly. A page can be local for the main operation while still downloading a language model, checking an update, loading an advertisement or sending ordinary telemetry. Those requests do not necessarily contain your file, but they are part of the page’s data-handling boundary.
Verify that the file is not sent
- Open the browser’s developer tools. In Chromium-based browsers, use the menu at More tools then Developer tools; Firefox has Web Developer tools.
- Select the Network tab before choosing your document or media.
- Run the operation and watch requests while it is processing. Inspect request URLs, payloads and response sizes for anything that contains the document, image or video.
- Use the Network filter to search for terms associated with your file name, and inspect unusually large POST or upload requests.
- Repeat the check after a reload if the tool claims to work offline. Confirm which assets are cached and whether the operation still completes after disconnecting.
This is the verification approach recommended by filetools.co and echoed by the omne project. It can show whether a particular run sent a request containing your data; it cannot prove that every future version will behave identically.
Run ffmpeg in a browser for video and audio
Browser ffmpeg builds compile the familiar media engine to WebAssembly. In a local tool, the browser reads your source file, invokes ffmpeg.wasm or a related build, and writes the converted result back to browser storage or a download stream. Filetools.co calls its media component a video and audio transcoder; omne names @ffmpeg/ffmpeg; yourbrowsercandoit lists ffmpeg.wasm for local media operations.

Typical local media workflow
- Open the browser media tool and wait for its interface and ffmpeg assets to finish loading.
- Choose the source video or audio from your device. A local-first page should not need an account or a server-side upload for this step.
- Select the operation, such as trimming a segment or transcoding to another format. The available codecs, containers, filters and audio controls depend on the build.
- Set the start and end points or output options, then run the job. Keep the tab open while the WebAssembly process uses local CPU and memory.
- Play the output and check duration, synchronization, resolution and audio before deleting the original.
A browser interface may expose only a small subset of ffmpeg’s command-line capabilities. If you need a particular codec, hardware acceleration, subtitle filter or batch workflow, inspect the tool’s stated operation coverage rather than assuming that every ffmpeg feature is present.

OCR scanned pages without sending the document away
OCR converts pixels into a text layer. A local OCR engine such as Tesseract.js can recognize text in an image or scanned PDF while the source remains in browser memory. Filetools.co includes OCR in its no-upload promise, and the omne documentation identifies Tesseract.js with English and French models.
Step-by-step OCR process
- Load the OCR page and wait for the engine and language model to finish downloading. The first run may need a network connection even though recognition itself is local.
- Choose the image or scanned PDF. If the PDF has many pages, confirm whether the tool processes all pages or only a selected range.
- Select the language model that matches the document. English and French are documented by omne; other languages must be confirmed in the specific tool.
- Start recognition and leave the tab active. The browser renders pages, analyzes them and constructs text output on your device.
- Review the result against the scan. Correct names, numbers, tables, accents and line breaks before using the text for legal, financial or archival work.
- Export the text or a searchable PDF, then retain the original scan as the authoritative visual record.
OCR quality is governed by the source image as much as by the engine. Filetools.co states the limitation plainly: “OCR misreads a bad scan.” Skew, blur, low contrast, handwriting, unusual typefaces and complex tables can all produce errors. A searchable text layer is useful for finding and copying content, but it is not proof that every character was recognized correctly.

Edit, merge, split and redact PDFs locally
Browser PDF stacks can do more than display pages. Depending on the implementation, they can write PDFs, merge or split files, reorder pages, annotate, fill forms, sign, OCR and redact. Filetools.co describes a complete PDF reader and writer. Yourbrowsercandoit lists merge, split, OCR, redaction, signing and related operations, while LocalKit lists common PDF tools.
Editing and page organization
- Open the PDF tool and select one or more source files.
- Choose the operation: merge files, split by page or range, rotate or reorder pages, add annotations, or fill a form.
- Preview every page after the change. Check page order, orientation, hyperlinks, form values and signatures.
- Export a new PDF and open it in a second viewer to confirm that it renders correctly.
Editing can change compatibility and structure. A visual preview that looks correct in one browser does not guarantee that embedded fonts, forms, attachments or accessibility tags survived the export. Keep the untouched source so you can recover if a downstream application rejects the edited file.
Redaction is not the same as drawing a black box
A reliable redaction must remove the underlying text or image data, not merely place a colored rectangle over it. The available data does not establish that every browser tool performs destructive redaction. After exporting, test a redacted area by trying to select and copy its text, search for a distinctive word that should be gone, and inspect the PDF in another viewer. If the text can still be copied or found, the result is a visual cover rather than a secure redaction.

Rasterization and selectable text
Some compression or export workflows turn a page into a bitmap. Filetools.co warns that rasterizing a page to compress it “destroys its selectable text.” If you need search, copy and accessibility features, compare the output with the original and avoid rasterizing unless the loss of text is acceptable. For a scanned document, run OCR after rasterization if you need a new text layer, then proofread it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can these tools work with no internet connection?
Offline operation is conditional. The page must first download its JavaScript, WebAssembly binaries, PDF libraries, ffmpeg build and, for OCR, the required language model. Several vendors say their tools continue working after you disconnect once the page has loaded; that is a product claim, not an independent benchmark.
To test it, load the page while connected, wait until the tool reports that assets are ready, disconnect the device, and run a small non-sensitive file. Try a second operation after a reload only if the product claims its assets are cached. A failed offline run may mean that a model, codec or worker script was not cached, not that the main processing engine is server-side.

Choosing a tool for sensitive work
Use five checks before selecting a browser utility:
- Processing location: look for an explicit local or server-side statement, then verify the Network tab.
- Operation coverage: confirm the codecs, OCR languages, page controls and PDF features you actually need.
- Output integrity: test searchable text, page structure, forms and whether redaction removes content.
- Offline behavior: determine whether all required assets are cached and usable after disconnection.
- Data disclosures: read what the service says about analytics, hosting, model downloads, retention and account requirements.
For a one-off sensitive conversion, a local browser tool can avoid the upload step entirely. For repeatable production work, large batches or strict audit requirements, a native application or a self-hosted workflow may offer more predictable versions, logs and resource limits. The browser approach is most attractive when convenience and keeping source bytes on your device matter more than guaranteed throughput or feature completeness.
Quick Recap
A safe operating checklist
- Keep the original file unchanged.
- Load the page and its models before disconnecting if offline use matters.
- Watch Network requests during a test run.
- Use a copy of sensitive material until the workflow is proven.
- Proofread OCR, especially names, numbers and tables.
- Verify that a redaction removes searchable and selectable content.
- Open exported files in another viewer before sharing them.
- Delete temporary downloads and browser data according to your organization’s policy.
