A horizontal flip is easy; deciding whether that flip preserves the icon’s intended meaning is not. When an icon’s source provides no reliable direction guidance, the API should report that behavior as unknown so downstream developers can choose a documented alternative or request review.
Why “can be flipped” is not the same as “should be flipped”
Mirroring an SVG changes its geometry. It does not establish whether the icon’s meaning or intended use changes in a right-to-left (RTL) interface. That decision depends on what the icon represents and how the originating design intended it to behave.

Wikimedia Codex advises considering whether direction affects a non-symmetrical icon’s meaning. Its examples show the distinction: a play button does not need separate directional versions, while a bullet-list icon should place its bullets on the contextually appropriate side in LTR and RTL layouts. Wikimedia Codex’s icon guidance describes these cases.
So the useful question is not just “Can this SVG be flipped?” It is: “Was this icon intended to change in an RTL interface?” If the answer is not documented and cannot be established reliably, the API should preserve that uncertainty rather than make a silent choice.

Direction behavior varies by icon
An icon library or aggregator may contain designs with different RTL requirements. A practical model needs to distinguish at least these cases:
- Neutral: The icon is intended for use in both directions without a directional change.
- Mirror: The source documents that horizontal mirroring is appropriate.
- Variant: Dedicated LTR and RTL assets exist, and the consumer should select the one for its context.
- Unknown: Available information is insufficient to choose safely.
These labels are a proposed model for API design, not a universal standard or a convention shared by all icon libraries. An implementation may use different field names, but it should preserve the distinction between a documented behavior and an unresolved one.

Existing systems show why metadata matters
Wikimedia Codex: judge by contextual meaning
Codex’s play-button and bullet-list examples make clear that directionality is not a blanket property of every icon. Some icons need no directional change; others need their layout adjusted for the reading context. The icon’s shape alone is not enough to settle the question.

Fluent UI System Icons: record directional cases
Microsoft’s Fluent UI System Icons README documents a directionType field. It uses unique for icons with specific RTL and LTR versions, and mirror when an icon can be mirrored for RTL or LTR languages. The README also describes singleton as the default direction to use. These are conventions in that library’s own metadata, not a shared rule for every icon collection.

What an icon API should expose
An aggregator should make both the direction state and its origin inspectable. If an icon project supplies direction metadata, the response should identify it as upstream-defined. If the aggregator adds a conclusion, it should label it as an inference or human-reviewed decision. Consumers should not be led to believe that a guess came from the original library.
For a dedicated LTR/RTL pair, the API should connect the metadata to the relevant asset identifiers. For an icon with no dependable guidance, it should return an explicit unknown state rather than quietly treating missing data as permission to mirror. The exact response shape is an implementation choice; the important properties are that consumers can see the state, its provenance, and any associated variants.

Names can help a person investigate, but they are not authoritative metadata. A label such as “right,” “reply,” or “back” may describe the drawing or a source-specific metaphor. It does not by itself establish the correct RTL behavior.
A consumer workflow that does not hide uncertainty
- Retrieve the icon and its direction metadata. Check whether the response provides a documented behavior, dedicated variants, and the provenance of the information.
- Follow a known behavior. Use a neutral icon as supplied, apply mirroring only when it is documented, or select the appropriate asset when the API provides a directional pair.
- Handle unknown deliberately. Choose another icon with documented RTL behavior or route the choice for human review. Do not automatically mirror solely because the interface is RTL.
Command-line tools, component libraries, design-system pipelines, and automated agents can use the same metadata. A filter for “known RTL behavior” is meaningful only when the API actually records that status and distinguishes it from inference.

How to evaluate an icon API’s RTL support
- Does the source explicitly define the icon’s direction behavior, or is the information absent?
- Is mirroring documented as appropriate for this icon?
- Are dedicated directional variants available and linked to the icon?
- Can the API represent unknown without coercing it into a default?
- Does the response distinguish upstream metadata from aggregator inference or human review?
- Can downstream tools select a supported asset or flag unresolved cases for review?
These checks separate a useful directionality API from one that merely offers a flip operation. As the author of the proposal “An Icon API Should Be Able to Say ‘RTL Behavior Unknown’” puts it, “uncertainty should be represented instead of hidden.”
