What does “7-bit data code” mean?
In general, it means a coded character set in which each character or control function is represented by a combination of seven bits. Because each bit can be 0 or 1, the total number of combinations is 27, or 128.

Ecma International’s ECMA-6, sixth edition, describes a 7-bit coded character set with options and a set of 128 characters, including control and graphic characters. Its standard PDF lays out the 128 positions in eight columns and sixteen rows.
Does a 7-bit code always mean the same character set?
No. “7-bit” describes the size of the code combinations, not necessarily a single, universal assignment of meanings to them. ECMA-6 allows national and application-oriented options. A document may also use the phrase as the name of a specific code: a UK document refers to the “United Kingdom 7-bit Data Code” specified in BS 4730.

For that reason, do not assume that every mention means ASCII or that two seven-bit codes use identical character assignments. Check the named standard, jurisdiction, or application. The available NPSO Standard 27 document identifies the UK code and its BS 4730 basis, but does not reproduce the complete BS 4730 table; its exact national character assignments cannot be established from that document alone.
How can seven bits fit in an eight-bit byte?
A seven-bit code can be stored using an eight-bit byte when a defined convention specifies what happens to the extra bit. In the cited NPSO document’s UK recording context, bits 1–7 hold the coded character and bit 8 is zero. That is a convention for the context described in that document, not a rule for every file format or transmission method.

In particular, the code’s seven-bit character representation should not be confused with how a serial protocol frames or transmits data. Framing, parity, and bit order depend on the protocol.
