For many sites, the practical answer is to use both: publish clear crawler directives and add carefully ordered edge rules when request enforcement matters.
Does robots.txt block AI crawlers?
No. robots.txt is a crawler-facing protocol, not an access-control mechanism. RFC 9309 says its rules are not a form of access authorization. A crawler that honors the protocol is asked to follow the applicable directives; a crawler that ignores them is not stopped from requesting a URL. Do not use a disallow rule to protect confidential files or private pages. [RFC 9309]

The protocol lets crawlers match user-agent groups to their product token. Matching is case-insensitive, matching groups are combined, and the most specific matching allow or disallow rule for a URI path applies. These rules help compliant crawlers understand your preferences, but they do not authenticate visitors or prevent a request from reaching your site.
How does a WAF rule differ?
A web application firewall (WAF) evaluates incoming web or API requests and can take an action such as blocking or challenging a request that matches a configured rule. That makes a WAF an enforcement option: the action can be applied before a matching request reaches the origin. Whether it works as intended depends on what the provider can identify, the rule conditions and action, and any other rules or exceptions that apply. [Cloudflare WAF documentation]

Which is better for controlling AI crawlers?
Choose based on what “control” means for your site. Use robots.txt to state which paths you want compliant crawlers to avoid. Use a WAF when you need an edge action against requests identified by the provider and matched by your rules. Neither choice is a universal substitute for the other: one communicates a preference, while the other can enforce a configured request-handling decision.
AI-related traffic is not one category with one purpose. Cloudflare, for example, distinguishes Search, Agent, and Training behaviors. Its bot reference labels GPTBot as an AI crawler, OAI-SearchBot as AI Search, and ChatGPT-User as an AI assistant; it also lists ClaudeBot, Claude-SearchBot, PerplexityBot, and Googlebot under different vendor-specific labels. Those labels and identifiers can change, so check Cloudflare Radar for an up-to-date verified bot list rather than treating a provider’s list as universal. - Training crawlers: You may prefer to restrict access to content used for model training.
- Agent or assistant traffic: This may support user-requested retrieval or other actions, so it may call for a different policy from training or search.
These are policy distinctions, not guarantees about how a particular bot uses every request. Decide which categories you want to allow, discourage, or block, then configure the controls your provider exposes. Do not assume that blocking every AI-labelled user agent is equivalent to blocking only training activity.

- Decide which traffic purposes you want to allow. Separate search, training, and agent or assistant traffic where your provider supports those categories. Avoid applying one policy to every AI-related crawler by default.
- Publish crawler preferences. Add the appropriate user-agent and path directives to
robots.txtfor crawlers that should honor them. Review the file for overlapping groups and more-specific allow or disallow paths. - Enforce the intended block at the edge. Create a WAF or managed bot rule for the traffic you intend to block, using the provider’s available bot identification and actions. Keep search crawlers out of that rule if you intend to allow them.
- Check precedence and exceptions. Review the order of WAF, bot-management, skip, redirect, and transform rules so another rule does not override or interfere with the intended result.
- Verify the active configuration. Check the provider dashboard and request-handling logs where available. Do not assume a documented default is active on your domain.
Cloudflare’s controls illustrate why both layers may be useful. Its built-in bot settings and custom WAF rules are complementary; its managed settings may update as Cloudflare identifies new signatures, while custom rules require manual updates. Cloudflare also offers managed robots.txt directives that can be prepended to an existing file, along with vendor-specific Content Signals for search, AI input, and AI training preferences. What can go wrong with WAF rules?
A rule intended to block one crawler can have a different outcome if another rule runs first, an exception matches, or a bot is misidentified. Cloudflare documents that upstream WAF rules can block crawlers selected as allowed by AI Crawl Control; it also warns that skip, redirect, and transform rules may affect intended blocks. On Cloudflare, inspect the order of custom rules and the AI Crawl Control rule, and confirm that exceptions preserve the traffic you mean to allow. [Cloudflare AI Crawl Control]
Cloudflare recommends custom rules rather than its dedicated User Agent Blocking feature for blocking specific user agents. That is provider-specific guidance, not a general rule for every WAF. [Cloudflare User Agent Blocking guidance]

Check provider defaults rather than assuming them
Cloudflare’s Block AI Bots documentation and changelog describe defaults scheduled for new domains from September 15, 2026: Training and Agent bots would be blocked on pages displaying ads while Search would remain allowed, with mixed-purpose Search-and-Training bots included in training-block configurations. The documentation describes the change prospectively; it does not establish that any particular site has those settings active. Verify the configuration in your own dashboard before relying on it.
