Remote employee visibility software is a broad label for tools that collect information about work activity. Depending on the product and its settings, it may record time, application use, screenshots, keystrokes, internet activity, location, or camera and microphone data. Those methods are not interchangeable: the right tool depends on the problem an employer is trying to solve, and on whether the collection is necessary, proportionate, transparent, and fairly used.
What remote employee visibility software means
“Remote employee visibility software” is a vendor-led category label, not a single technical standard. Some tools help teams record hours or coordinate work; others monitor computer activity, support security investigations, or generate performance measures. A product may serve several of these purposes, but collecting more data does not automatically make work more visible in a useful or accurate way.

Separate the intended outcome before comparing products:
- Timekeeping: recording hours, attendance, or time spent on assigned work.
- Security: identifying or investigating risks to systems and information.
- Work visibility: helping managers understand progress, workload, or availability.
- Performance measurement: assessing results or activity against defined expectations.
These goals call for different evidence. For example, a time record may help verify hours but cannot by itself establish the quality or value of the work. Activity logs can show that an application was open, but they do not necessarily show what an employee accomplished.

What these tools can track
Worker monitoring can involve computer-monitoring software, geolocation, tracking applications, cameras, microphones, and wearable devices. The U.S. Government Accountability Office (GAO) summarized these methods in its 2024 report on digital surveillance of workers. The report drew on 217 public comments from 211 stakeholders responding to a White House Office of Science and Technology Policy request; those counts describe comments and stakeholders, not the share of employers that monitor staff or the effect of monitoring on productivity. GAO, Digital Surveillance of Workers.
| Method | Information it may reveal | Question to ask |
|---|---|---|
| Time and activity records | Hours, application or website use, or activity summaries | Does the data answer a defined work question, or merely count activity? |
| Screenshots or screen recording | What appeared on a work screen at a particular moment or over a period | Are captures continuous, sampled, or triggered by an event, and can personal information appear? |
| Keystroke or internet logging | Input activity or visited sites, depending on configuration | Is this level of detail necessary, and who can inspect it? |
| Location tracking | Device or worker location, subject to the technology and settings | Is location relevant to the job, and does collection stop outside work time? |
| Camera, microphone, or wearable monitoring | Visual, audio, or device-generated information | What specific need justifies this particularly intrusive collection? |
The table describes possible categories, not a claim that every product collects every type of data. The UK Information Commissioner’s Office (ICO) discusses distinct data-protection considerations for different monitoring methods in its guidance on specific methods of worker monitoring.
What monitoring can—and cannot—tell an employer
Employers may consider monitoring to understand workload, verify time records, protect systems, or investigate a specific concern. Whether a tool helps depends on the data it collects, how it is configured, and how managers interpret the results. A measure of keyboard activity or time in an application is not a direct measure of output, judgment, collaboration, or work quality.

The evidence does not establish one universal productivity effect. In its 2024 report, GAO summarized stakeholders’ differing views: some described productivity benefits, while others said monitoring could reduce productivity or measure it inaccurately. These are stakeholder perspectives, not a causal estimate of what monitoring software does on average. GAO’s 2024 report.
GAO’s 2025 report reviewed 122 studies published from 2020 through 2024, assessed for methodological rigor, and included interviews with 11 organizations. It describes possible positive and negative effects on workers’ physical health and safety, mental health, and employment opportunities. It also warns that flawed benchmarks and measures that omit parts of a job can lead to poor assessments. GAO published the report on September 2, 2025, and reissued it with revisions on December 10, 2025. GAO, Digital Surveillance: Potential Effects on Workers and Roles of Federal Agencies.
How to evaluate a monitoring tool
Use the proposed purpose—not the number of features—as the starting point. The checks below translate ICO and Acas guidance into questions to put to a vendor and the people who will operate the system; they are an evaluation framework, not a tested vendor ranking.

- Define the problem. State what decision or operational need the tool is meant to support. Specify what evidence would answer that question and who needs to see it.
- Identify every data type. Ask exactly what the product collects, including screenshots, logs, location, audio, or video; what is excluded; and whether settings can limit collection to particular devices, applications, or work periods.
- Map when collection happens. Establish whether it is continuous, sampled, or event-based; what triggers it; which hours it operates; and how collection stops outside work time.
- Test less intrusive alternatives. Consider whether agreed goals, project milestones, deliverables, time records, access controls, or targeted security logs could meet the same need with less personal data.
- Explain purpose and limits. Document why each data type is needed, how it may be used, and whether it can be repurposed for performance or disciplinary decisions. The UK ICO’s worker-monitoring guidance covers data protection considerations for organizations.
- Check access, retention, and deletion. Find out which roles can view raw data or reports, how access is controlled and audited, how long information is retained, and how deletion works—including for exports and backups.
- Check scoring and consequential decisions. Ask whether the system produces automated scores or flags, what inputs and benchmarks they use, how accuracy is checked, and how a worker can challenge or correct an assessment. The ICO has specific guidance for monitoring tools that rely solely on automated processes: automated monitoring tools.
- Plan worker communication and consultation. Decide how affected staff will be told what is collected, when, why, who can access it, and how concerns can be raised. Acas advises employers to assess purposes, benefits, negative effects, alternatives, and legal considerations, and to consult employees in ordinary circumstances. Its UK guidance on monitoring performance for home workers says: “You must tell employees about any monitoring arrangement and the reason for it, except in extremely limited circumstances – for example, if you suspect criminal activity.”
- Validate measures before relying on them. Check whether benchmarks represent the actual work, whether important tasks are missing, and whether results can be reviewed in context rather than treated as definitive proof of performance.
Privacy, trust, and legal context
Monitoring someone at home can capture information from a setting where the worker has a reasonable expectation of privacy. The UK ICO cautions that excessive monitoring may intrude on private life and wellbeing, and that workers’ privacy expectations are likely to be higher at home. Acas also warns that monitoring that is excessive or does not respect privacy can damage trust, cause stress, reduce productivity, and in some circumstances breach legal and human rights. See the ICO’s worker-monitoring guidance and Acas guidance for home working.

Legal requirements depend on where the employer and workers are located and on the circumstances and type of monitoring. The Office of the Privacy Commissioner of Canada’s joint statement supports transparency and privacy protections in the modern workplace, but it is not a jurisdiction-wide legal analysis. Employers outside the UK should check applicable local rules and obtain legal review before deploying monitoring. Guidance can also change: consult the live regulator pages for current requirements.
Quick Recap
Questions to settle before deployment
- What specific work or security problem needs solving, and what would count as a useful result?
- Is each proposed data type necessary and proportionate to that purpose?
- Can a less intrusive measure answer the same question?
- Have workers been consulted and given a clear explanation of collection, access, retention, and use?
- Are performance measures valid for the work being assessed, and can workers challenge misleading data or automated judgments?
