The rupee opened at ₹95.16 per US dollar on October 13, 2026, up 62 paise from its reported previous close of ₹95.77, according to Moneycontrol. The supplied headline rounds the gain to 60 paise. The move followed a package of Reserve Bank of India measures aimed at easing routine dollar demand and curbing speculative or duplicate positions in the foreign-exchange market. It is an early market response, not proof of a lasting recovery.
How much did the rupee gain?
Moneycontrol reported that the rupee opened 62 paise stronger at ₹95.16 per dollar on October 13, compared with the previous session’s close of ₹95.77. The 60-paise figure in the headline is a rounded description of that reported opening move.

The preceding sessions had their own, distinct milestones. Business Standard reported that the rupee opened at ₹95.73 on October 12, compared with the preceding Friday’s close of ₹96.76. The Indian Express reported that it appreciated 95 paise on October 12 and closed at ₹95.78, describing that as its largest single-day gain in more than six months. These figures refer to different moments; the October 12 opening should not be confused with the October 13 opening or the October 12 close. The ₹95.77 previous close cited for October 13 by Moneycontrol and the ₹95.78 October 12 close reported by The Indian Express differ by one paisa.
What RBI measures preceded the move?
The reported package addresses both a recurring source of dollar demand and activity in rupee-linked derivatives. Its measures are distinct: some route demand away from the regular market, while others add requirements or limits to certain derivative positions.

| Measure | What it does | Reported detail |
|---|---|---|
| Special dollar-supply window | Provides dollars for the daily foreign-exchange requirements of state-run oil marketing companies, rather than leaving those needs to be met entirely through the regular market. | For BPCL, HPCL and IOCL. Business Standard quoted Kotak Neo’s Anindya Banerjee saying this takes their daily dollar requirement out of the regular market. |
| Foreign Exchange Risk Reserve (FERR) | Requires a reserve for eligible rupee-linked import contracts, increasing the cost of holding those contracts. | Business Standard reported 20% of notional contract value. Moneycontrol described an equivalent 20% reserve deposited with the RBI in cash daily until termination. |
| Exposure documentation and transaction threshold | Strengthens checks that derivative contracts correspond to documented underlying exposure and reduces the threshold for certain transactions without such exposure. | Business Standard reported a reduction from $100 million to $5 million for the relevant forex derivative transactions. |
| Limits on rebooking and non-deliverable contracts | Restricts rebooking cancelled rupee-linked derivative contracts and certain non-deliverable rupee derivative contracts offered to non-residents. | Reported by Moneycontrol as part of the package; the cited coverage does not quantify the separate market effect of these restrictions. |
Together, the measures seek to reduce some dollar demand in the regular market and constrain certain speculative, unsupported or repeated positions. The reports do not establish how much of the exchange-rate move came from any one measure.
Why was the rupee under pressure?
The measures came amid several pressures reported at the time: high crude prices, a strong US dollar, elevated global bond yields and weak capital flows. The Indian Express said the rupee had been near ₹97 per dollar and crude above $100 a barrel before the measures. Those are contemporaneous market conditions, not a complete explanation of the exchange rate or a guarantee that any one factor will dominate next.

When the rupee weakens, importers may need more rupees to pay for goods priced in dollars, including oil; exporters receiving dollars may become more competitive, depending on prices and other conditions. The Government of India’s parliamentary answer says depreciation can improve export competitiveness while raising import prices, with the domestic effect depending on pass-through and other market factors.

The timing connects the opening move with the RBI package, and Moneycontrol also reported direct RBI dollar sales based on traders’ comments. News reports and analysts described the measures as easing immediate pressure and discouraging speculative dollar buying. That supports describing the policy response as part of the context for the move, but it does not show that regulation alone caused the appreciation. Exchange rates also respond to dollar demand, capital flows, commodity prices and wider global market conditions.

The distinction matters when interpreting forecasts. Moneycontrol quoted Anil Kumar Bhansali of Finrex Treasury Advisors LLP projecting a trading range of ₹95 to ₹96 for the day and offering a view about levels the RBI might seek to defend. That was an analyst’s assessment, not an RBI commitment or an official exchange-rate floor.

The opening quote alone cannot answer that. Whether the currency holds or extends its gains depends in part on crude prices, foreign investor flows, underlying dollar demand and global markets, as well as how participants respond to the RBI measures. The cited reports describe immediate market reaction, not evidence that the rupee has entered a durable recovery.

The official policy context is also important: the Government of India’s parliamentary answer says the rupee’s value is market-determined, with “no target or specific level or band.” It says the RBI monitors the foreign-exchange market and intervenes in situations of excess volatility. A trader’s projected range, or a reported view about a level, should therefore not be treated as an official RBI target.
