RBI Governor Sanjay Malhotra identified five risks to financial stability at the Fifth Kautilya Economic Conclave in New Delhi on October 3, 2026: rising global debt, stretched asset valuations—especially those tied to AI—greater leverage among non-bank financial firms, private-credit vulnerabilities, and cyber risks compounded by AI. He cautioned that the risks may not be concerning individually at present, but could pressure the global financial system if several materialize at once.
Malhotra’s remarks, as reported by Hindustan Times on October 3, 2026, describe possible channels of stress—not a prediction that a crisis is imminent. The RBI’s speech listing identifies the address, but the detailed account here is based on the newspaper’s attributed reporting.

What are the five financial stability risks?
1. Elevated global debt
Malhotra said debt levels had risen, maturities had shortened and bond yields had hardened. Higher borrowing costs can reduce governments’ room to respond to shocks and make corporate debt harder to service or refinance. The concern is the combination of a larger debt burden and more demanding financing conditions.
2. Stretched valuations, particularly around AI
He described the AI investment cycle as a support for global markets, especially in advanced economies. If investment slows or earnings disappoint as the cycle matures, assets across the AI value chain could be repriced sharply. High risk appetite and leverage could magnify market moves, particularly if cash flows at major AI firms weaken. These are potential triggers for a correction, not evidence that one has already happened.

3. Leverage at non-bank financial intermediaries
Malhotra pointed to expanding leverage among non-bank financial intermediaries (NBFIs), including hedge funds, option sellers, exchange-traded funds and other market participants. Leverage can amplify losses when asset prices fall or funding conditions tighten. He highlighted the concern alongside stretched equity valuations and deeper connections between banks and NBFIs: stress outside banks can travel through those links into banks and other markets.
4. Private-credit vulnerabilities
He said private-credit risks were more prominent in advanced countries and cited defaults in high-profile cases as signs that lending standards may have been weak or loose. That observation points to a vulnerability to watch; it does not establish the scale of defaults or show that the entire private-credit market is unsound.

5. Cyber risk compounded by AI
Malhotra said AI heightens cyber and model risks, dependence on third parties, and the possibility that human oversight and accountability will erode. He called cyber risk the most immediate concern, citing the autonomy and problem-solving ability of sophisticated AI tools and the high interconnection of financial systems across borders. A cyber incident or model failure in that environment could have consequences beyond one institution.

The risks arise from different sources, but can reinforce one another. A repricing of AI-linked assets, for example, could be more disruptive where investors are highly leveraged and banks are closely connected to non-bank firms. Tighter financing conditions could also raise debt-servicing pressure while making it harder to absorb losses. Cyber disruption presents a separate operational channel, but interconnected institutions can widen its reach.

What did he say about India’s exposure and resilience?
Malhotra said India remained exposed to the West Asia conflict, higher commodity prices and external-sector pressures, while describing the economy as navigating the period from a position of strength. He cited these measures as ways to improve resilience:

These are measures Malhotra identified; they should not be read as a claim that India is insulated from external shocks.
