There is no confirmed sign-off date. The News reported on October 3, 2026, that an IMF review mission had shared a first draft of the Memorandum of Financial and Economic Policies (MEFP) with Pakistan’s authorities. The report describes negotiations toward a possible staff-level agreement, not a completed deal. It said the mission might remain in Islamabad until around the middle of the following week, with talks able to continue virtually if the sides did not reach consensus.
What has happened so far?
The News reported that the IMF mission shared a first draft MEFP with Pakistani authorities and that both sides would negotiate to build consensus toward a staff-level agreement (SLA). The report does not say Pakistan accepted the draft or that either side announced a final agreement. The reported handover has not been independently confirmed by the official statements cited here. Will Islamabad sign off this week?
That remains uncertain. The News described the mission’s expected stay as “probably” extending to mid-next week and said discussions could move online if consensus was not reached in Islamabad. It did not announce a sign-off date, and its tentative timetable is not a promise that an agreement will be reached this week.

The News identified power-sector circular debt as an issue, reporting that it stood at Rs1,675 billion at the end of June 2026 and had breached an agreed target. The report did not state the target amount or detail the draft’s other conditions, so this should not be treated as a complete list of negotiating issues or as an IMF-confirmed figure.

What does a draft MEFP mean in the IMF process?
A draft MEFP is a text for discussion, not a signed deal or a decision to release funds. If negotiations produce an SLA, that is still not final approval: the IMF’s March 2026 statement on an earlier Pakistan review said, “The staff-level agreement is subject to approval by the IMF Executive Board.” Board approval is a separate milestone that can authorize disbursement.
| Stage | What it means | Status in this report |
|---|---|---|
| Draft MEFP circulated | A proposed policy document is under discussion. | The News reported a first draft was shared; this is not an agreed deal. |
| Staff-level agreement | Negotiators reach agreement on the review, subject to the next approval stage. | The sides were reportedly negotiating toward one; no SLA was announced in the October 3 report. |
| Executive Board approval | The IMF Board completes the review, enabling the associated authorization. | Not established for the reported October negotiations. |
How does this fit Pakistan’s existing IMF programme?
Pakistan’s 37-month Extended Fund Facility (EFF) arrangement was approved in September 2024. In a May 8, 2026 release, the IMF said its Executive Board had completed Pakistan’s third EFF review and second Resilience and Sustainability Facility (RSF) review. The release reported immediate access to approximately US$1.1 billion under the EFF and approximately US$220 million under the RSF. These were separate facilities and followed that earlier Board decision; they are not evidence of funding from the October draft. IMF, May 8, 2026

In a May 20, 2026 statement about a staff visit, the IMF said discussions included economic developments, disruption from the Middle East conflict, preparation of the FY2027 budget, and progress on the EFF and RSF reform agendas. It reported that Pakistani authorities reaffirmed a FY2027 primary surplus target of 2 percent of GDP. That is prior programme context, not a confirmed term in the October draft. IMF, May 20, 2026
