You cannot make an LLM application secure by wording its system prompt more carefully. Prompts can guide a model, but they cannot revoke a credential, enforce a user’s permissions, validate a tool call, or prevent a downstream action. Those protections must be enforced by the application at the point where it accesses data or executes an operation.
What prompt injection is—and why the distinction matters
Prompt injection is an attempt to steer a model by placing hostile instructions in the text it processes. The attack may come directly from a user or indirectly from content the application asks the model to read. Since instructions and ordinary data can share the model’s context, hostile text can be presented alongside a legitimate task.

Direct prompt injection
A direct attack arrives in user input. A user may try to override the application’s instructions, elicit information the model should not reveal, or persuade an agent to invoke a tool for an unauthorized purpose.

An indirect attack arrives through external content, such as a webpage, uploaded file, retrieved passage, or tool result. The person using the application may see an ordinary page or document; the model may encounter instructions embedded in that content, including instructions that are not readily visible or human-readable. OWASP describes both direct and indirect prompt injection in its LLM01: Prompt Injection guidance.

The risk depends on what the application gives the model access to. A manipulated answer can mislead a user or expose sensitive information. If the model can call connected tools, an attack may also lead to an unauthorized action. The data and permissions available to the application shape the possible impact; injection does not mean every attack succeeds or causes data loss.
Why a system prompt cannot be the security boundary
A system prompt can tell a model to ignore instructions found in untrusted content. That may help guide behavior, but it does not enforce the rule outside the model. The prompt cannot, by itself, limit which records an API returns, check whether a user is authorized to delete a file, or stop a tool from sending data.
The OWASP Gen AI Security Project’s LLM01 2023–24 guidance puts the limitation plainly: “Consequently, there is no fool-proof prevention within the LLM, but the following measures can mitigate the impact of prompt injections.” OWASP also cautions that techniques such as retrieval-augmented generation (RAG) and fine-tuning do not fully mitigate prompt injection. Treat model instructions as one layer of behavior guidance, not as access control.

The practical test is simple: if a model ignores the prompt, does application code still prevent the unauthorized read or action? If the answer is no, the security boundary is in the wrong place.
Which defenses enforce security—and which only guide or detect?
| Control | Where it acts | What it can do | What it cannot guarantee |
|---|---|---|---|
| Prompt instructions and structured context | In the model’s context | Guide behavior and communicate which content is trusted or external. | Enforce permissions or prevent a tool from carrying out an unauthorized operation. |
| Input screening and sanitization | Before content is passed into a workflow | Detect or reduce some suspicious content. | Catch every varied or indirect attack, or replace execution-time checks. |
| Tool authorization and argument validation | In application code at the execution boundary | Check the caller’s permissions and reject unauthorized operations or invalid arguments before they reach a downstream system. | Make unrelated weaknesses in the application or downstream system disappear. |
| Human approval | Before a consequential operation is executed | Add a review step for the actual proposed action and its arguments. | Protect an operation if approval is not tied to that action or the executor does not verify it. |
| Monitoring and testing | Across inputs, tool calls, authorization decisions, and state changes | Reveal failures and help improve controls over time. | Prevent every attack or prove immunity from future attacks. |
Build defenses around the application, not the prompt
1. Limit what a compromised model can reach
Give the model only the data and operations needed for the task. Use least-privilege permissions and scoped credentials for APIs, databases, and other tools. The system that performs an operation must check whether the caller is allowed to perform it; the model should not be trusted to decide whether its own access is appropriate. OWASP’s prompt injection prevention cheat sheet recommends layered mitigations, including limits on access and tool use.
2. Preserve the trust boundary around external content
Track which material comes from webpages, files, retrieval, tool results, and other external sources. Keep that content distinct from trusted application instructions, and validate it as it moves into later processing. Clear labels and structured prompts can help the model understand provenance, but they are not a complete barrier: the application still needs to enforce permissions and constrain actions.

3. Check every proposed tool action before execution
At the execution boundary, validate each tool call against the user’s authorization, the current session, the intended task, and the arguments supplied. Reject calls that exceed the user’s permissions or fall outside the operation the application allows. Do not rely on the model’s explanation or apparent intent as authorization.

For high-risk operations—such as sending or deleting data—require action-specific human approval. Show the reviewer the actual operation and arguments, then have the execution layer verify that approval before it acts. Approval of a general request should not silently authorize a materially different tool call.
4. Treat model output as untrusted input to the next system
Apply the protections required by the output’s destination. Render text safely in a user interface, and use parameterized database operations rather than building queries from model-generated strings. Keep authorization and input validation in deterministic application code. A refusal in the final response is not proof that the model did not already make a tool call or cause another side effect.

5. Test and monitor the full path
Test direct attacks in user messages and indirect attacks in content the application retrieves or reads. Use harmless test data and instrumented tools, then inspect attempted calls, authorization decisions, and resulting state changes—not only the final answer shown to the user. Monitor these paths in operation and update tests when the application, its tools, or attack techniques change. The OWASP AI Agent Security cheat sheet provides additional agent-focused security guidance.

For each sensitive read or consequential action, ask: what component enforces the permission if the model is manipulated? The answer should be application or downstream-system code that checks access and arguments before the operation occurs. Prompts, screening, approval, and monitoring can support that boundary, but they do not replace it. OWASP’s guidance describes risk-reducing measures, not a universal fix.
