Choose Power BI Pro when standard authoring, sharing, and collaboration are enough and everyone who needs shared-workspace access can use Pro or PPU. Choose Premium Per User (PPU) when a limited group needs premium Power BI features and every person accessing its workspace or app can have a PPU license. PPU is not dedicated capacity and does not provide broad access for free viewers.
Power BI Pro vs. PPU at a glance

| Premium features | Standard feature set. | Includes Pro capabilities plus premium features, such as XMLA endpoint connectivity, deployment pipelines, and AI capabilities. |
| Model size and refresh limits | Microsoft’s planning comparison lists a 1 GB model-size limit and eight scheduled refreshes per day. | Microsoft’s PPU FAQ lists a 100 GB per semantic model limit and up to 48 refreshes per day. |

How to choose based on who needs access
Choose Pro for ordinary team sharing
Pro is the straightforward option when creators and consumers need the standard Power BI collaboration model. It supports publishing to app workspaces, sharing, and collaboration with Pro users. If everyone who needs access can hold Pro or PPU, there is no need to pay extra for PPU features the team will not use. Microsoft’s overview of service features by license type describes the distinction.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteChoose PPU only when every workspace user can be licensed
PPU includes Pro capabilities, so a PPU user does not also need a separate Pro license. But access to content in a PPU workspace or app is gated by PPU: each person viewing or otherwise accessing it must have PPU. This includes embedded scenarios described by Microsoft. Before selecting PPU, count the full audience—not just report authors—and confirm each user can be licensed. Microsoft’s PPU FAQ explains both the included Pro capabilities and access requirement.
#1 Best Overall
Do not confuse PPU with Premium or Fabric capacity
PPU is a per-user entitlement, not dedicated compute for an organization. A PPU workspace does not make its content generally viewable by people on free licenses. Capacity is a separate model: eligible Premium capacity can support free-user consumption in qualifying scenarios, and Microsoft’s planning guidance describes free Fabric-license viewing on F64-or-larger Fabric capacity subject to permissions and scenario. Smaller Fabric SKUs or different use cases may still require paid per-user licenses. Check Microsoft’s Fabric license and capacity guidance alongside the specific SKU and distribution scenario.
What PPU adds—and what it does not
PPU is useful when a small set of users needs premium Power BI features without licensing a dedicated capacity. Examples of features cited by Microsoft include XMLA endpoint connectivity, deployment pipelines, and AI capabilities. It raises the published model-size and refresh limits relative to the Pro comparison: Microsoft’s planning comparison lists Pro at 1 GB and eight scheduled refreshes daily, while its PPU FAQ lists 100 GB per semantic model and up to 48 refreshes per day.
Rank #2
These are documented limits, not a promise that every model or refresh pattern will perform well. Applicable settings, service changes, and tenant entitlements can affect what is available; consult the current PPU FAQ and implementation planning comparison for your deployment.
Compare the cost for the whole audience
Microsoft’s US pricing page showed Pro at $14 per user/month and PPU at $24 per user/month, both paid yearly, on October 4, 2026. These are US page figures, not universal quotes. Regional pricing, currency, organizational agreements, and contract terms can change the actual cost.
Rank #3
Microsoft also lists a $14 per-user/month paid-yearly PPU add-on for eligible users with Pro, Microsoft 365 E5, or Office 365 E5. This is an add-on with prerequisites, not a general replacement for the PPU list price; confirm eligibility and current offer details on the Microsoft pricing page.
For a meaningful comparison, calculate licenses for everyone who needs access to the relevant content. A PPU workspace with many viewers can become costly or impractical if every viewer must receive PPU, even if only a few people create reports. If your goal is broad distribution to users without paid per-user licenses, evaluate eligible Premium or Fabric capacity rather than assuming PPU covers free viewers.

A practical decision checklist
- Pick Pro if standard Power BI collaboration meets the requirement and the audience can use Pro or PPU, or your content qualifies for a capacity-based free-viewer scenario.
- Pick PPU if a limited group needs premium features and every person accessing the PPU workspace or app can have PPU.
- Evaluate capacity if you need dedicated organizational compute, Fabric workloads, or distribution to eligible free-license viewers at scale.
- Verify before purchase the current feature and capacity eligibility, tenant settings, regional price, and any licensing bundle or contract terms.
