To keep important calls, messages, and apps available, review communication permissions separately from app limits. On iPhone, check Screen Time communication rules as well as app access; on Android, set timers only for distracting apps and keep essential apps out of Focus mode. The settings differ by platform, software version, device, and account, so test the actual contacts and apps while restrictions are active.
Start by identifying what needs to stay available
Before changing a limit, note the phone and operating-system version, whether a parent manages the device, and the exact calling or messaging route that must work. Include the contacts, apps, and any accessibility, health, or navigation tools the user relies on. A permission for a contact does not necessarily override a separate restriction on the app used to reach them.

Make changes on the device that has the restriction, or in the family controls that manage it. Menu names and availability can depend on software version, account context, device maker, and—in Apple child controls—region and age.
On iPhone, check communication rules and app access separately
Apple documents Screen Time communication controls for calls, FaceTime, and messages. Open Settings > Screen Time > Communication Limits and review the rules for the restricted period. During Screen Time, Apple lists Contacts Only, Contacts & Groups with at Least One Contact, or Everyone. For periods when the device is paused or unavailable, the documented choices are Always Allowed or Everyone. A call or message to someone blocked by the applicable setting will not go through. These communication rules do not establish that every app used for calls or messages will bypass an app limit. Check the exact app and intended contact under the family’s configuration, then review app access separately.
For a child’s device managed with Family Sharing
Apple places child contact management under Family > child’s name > Allowed Contacts. App and website access controls are separate, so inspect those as well if a permitted contact still cannot be reached. Apple says the latest Screen Time features require iOS 27 or later across all devices in a Family Sharing group. Check the actual phone and family devices for the available settings before relying on a particular path or option.
On Android, limit selected apps rather than the whole phone
Google’s Digital Wellbeing App timers apply to selected apps. Open Settings > Digital Wellbeing & parental controls, choose the app and set its daily timer; exact labels and paths can vary by Android device maker. When time runs out, Google says, “When you run out of time, the app closes and its icon dims.” Timers reset at midnight. The feature is described in Google Android Help’s Digital Wellbeing guide.

Choose only the distracting apps you mean to limit. Unless you have confirmed a safe alternative, leave calling, messaging, accessibility, health, navigation, and other necessary apps off the timer list. Some work and school accounts may not support app timers.
Keep essential apps out of Focus mode
Focus mode is different from an App timer: it pauses the apps selected for Focus mode, and those apps do not send notifications while it is on. Review the selected-app list and exclude anything that needs to remain usable or send alerts during that period.

Know what an App limits PIN does
Google documents an App limits PIN for protecting app-time limits on supported devices. Its help page also says a zero-minute limit can block another user’s access to an app. Use this control only with a clear understanding of who needs access and how the limit is managed.

Test the restriction before relying on it
- Identify the device, operating-system version, and whether a parent manages the child’s phone.
- Write down the specific contacts, calling or messaging apps, and essential apps that must work.
- On iPhone, check Communication Limits and, where applicable, Allowed Contacts. Separately inspect app limits, allowed apps, and schedules.
- On Android, set timers only for the apps intended for limits and confirm that essential apps are not selected in Focus mode.
- Turn on the restriction and test a permitted contact and each essential app. If something fails, inspect the relevant contact rule and app-specific restriction before widening access.
Treat emergency access as a priority to verify on the actual device. Do not assume an app-based emergency message will bypass a limit: Apple’s current guidance cited above does not establish a universal exception. Ordinary emergency calling and messages sent through an app are different routes, and their availability should be checked separately.

If the menu or behavior does not match
- On iPhone: Check the installed iOS version and whether the device is managed through Family Sharing; available controls can differ by version and account context.
- On Android: Search Settings for “Digital Wellbeing” or “App timer” if the listed path is missing. Manufacturer menus and account support vary.
- On either platform: Check whether the blocked function is limited by the contact or communication rule, the app itself, or a schedule. Test again with the intended restriction active rather than assuming one exception covers every route.
