Yes: a black box can cover text in a PDF without removing it. Three distinct failures show why visible redaction is not proof of safe redaction: covered text may remain copyable, document history or metadata may expose hidden material, and even removed text can leave clues in the PDF’s character positions.
How did a black box leave text readable?
A guide from the U.S. District Court for the Eastern District of Tennessee recounts a November 2010 court-opinion PDF with black bars over grand-jury-related passages. The bars obscured the page visually, but the underlying text remained in the file and could be recovered by copying and pasting it.

The guide also names an earlier 2006 baseball-steroids leak case and a Justice Department internal-survey document as examples of the same broad mistake: covering information rather than removing it. It does not provide the full records for those earlier examples, so their details should be understood as the court guide’s account.
The court’s practical advice is direct: “The best and safest way to redact a PDF document is to edit the original word processing document to remove (not cover up!) the text and then republish the document to PDF.” U.S. District Court for the Eastern District of Tennessee guidance.

How can metadata or revision history reveal what was removed?
Redaction risks are not limited to what appears on the page. The U.S. District Court for the District of New Jersey warns that a PDF may retain author names, file-server locations, full-size versions of cropped images, or earlier text revisions. Previous revisions or deleted text may be exposed by manipulating the file; black overlays and white text do not erase what lies beneath.
The court states: “The best redaction method is to omit information from the original document and save the redacted version with a new name.” Its PDF guidance lists Redax and RapidRedact as examples of commercial products used by some parties, not as endorsements. The key is the outcome of the workflow, not the product name: hidden properties and revision remnants must not travel with the shared copy.

Can information leak after the text itself is removed?
Removing the text object addresses the copy-and-paste failure, but it may not eliminate every way to infer what was there. The 2022 paper Story Beyond the Eye: Glyph Positions Break PDF Text Redaction examined 11 popular PDF redaction tools. Two left selected text underneath the redaction. The authors report that other tools removed the redacted text but could still leak information through character positions and other signals; they also recovered information from hundreds of real-world redactions, including material in OIG reports and FOIA responses.

This is a separate failure mechanism from an intact text layer or revision history: a PDF’s layout geometry may reveal clues even when the text itself is gone. The study describes the tools and files it examined, not the behavior of current versions of every product. Read the 2022 study from USENIX Security.

How widespread were failures in the studied PDFs?
A 2021 study examined 39,664 PDFs published by 75 security agencies across 47 countries. Researchers found sensitive information in 65% of the files they classified as sanitized; seven agencies had sanitized some files. Those figures apply to the study’s corpus and classification method, not to all redacted PDFs or current practice. They show that labeling a file “sanitized” is not, by itself, evidence that its contents are safe.

How do you permanently redact and verify a PDF?
- Remove the material in the source when possible. Delete the sensitive content in the original document, then create a separate redacted copy under a new name. Keep any retained unredacted source under appropriate access controls.
- For direct PDF editing, use an actual redaction operation. Do not rely on a black shape, highlight, or white font: these can merely obscure text that remains searchable or copyable. The Federal Court of Australia’s guidance describes Acrobat Professional’s redaction tool as permanently replacing redacted text and notes an option to remove metadata. Check the instructions for the version you have installed.
- Check the exported file, not just the editing view. Search for and try to copy the sensitive string from the final PDF. Review document properties for identifying information, and consider revision-related content and other hidden data. The Australian court describes search and copy/paste checks for its word-processing round-trip method; the New Jersey court explains why metadata and past revisions also matter.
- Share only the verified output. If the unredacted source must be preserved, do not distribute it alongside the redacted file. Court filing, retention, and disclosure requirements vary by jurisdiction, so follow the applicable current rules.
These checks can catch common errors, but they are not a guarantee against every inference channel. The 2022 study’s glyph-position findings are a reason to assess the redaction method and final file carefully rather than treating successful search and copy checks as proof that no information can leak.
What should you evaluate in a redaction workflow?
- Text removal: Does the process excise the content, rather than drawing over it?
- Hidden data: Does it address metadata, cropped-image originals, and prior revisions?
- Residual clues: Could layout or character-position information disclose something about the removed content?
- Verification: Can someone check the exported file independently, including its searchable text and properties?
The cited tool study does not provide a current product-by-product ranking. Use the criteria above to evaluate a workflow; do not assume a feature or product label alone proves a document is safe.
