You can combine PDFs without sending their contents to a processing server: the browser reads the files you select, a client-side PDF library assembles their pages, and the browser downloads the resulting bytes. That is “zero-server” processing—not proof that a website makes no network requests or sends no other data.
What “zero-server” PDF merging means
In a client-side merger, the selected PDF contents are handled in the browser rather than uploaded to a server for the merge. The browser’s File API provides access to files a user explicitly selects, while a PDF modification library can assemble pages and return the result as bytes. The browser can then offer those bytes as a download. pdf-lib’s project documentation describes browser support and PDF modification; its PDFDocument API documents serialization to bytes.

The boundary matters: “the PDF contents are processed in your browser” is narrower than “nothing leaves your device.” A page may still load scripts from a CDN, send analytics, or transmit error reports. The pdf-lib quick start, for example, demonstrates loading a library script from a CDN. That delivery request is separate from uploading a document for processing.

- Select files. Provide a file picker or drop area, accept PDFs, and keep the selected
Fileobjects in the page. Show filenames and let users arrange the order. See the MDN File API reference. - Read the files as binary data. Pass the selected file contents to the PDF library. Keep them as binary data such as a
Uint8Arraywhere possible instead of converting them to base64. Mozilla’s PDF.js FAQ notes that base64 conversion uses more memory. - Copy pages into an output document. Use a library that supports modifying PDFs, load each source, and copy or embed the required pages in the chosen order. pdf-lib documents browser use and embedding pages from existing PDFs. Its API also covers page operations.
- Serialize and download. Call the library’s save operation to produce bytes, create a PDF
Blob, and provide a download link. pdf-lib documents that its output bytes can be downloaded as a Blob; MDN’s createObjectURL() reference describes creating an object URL for a Blob. Revoke the temporary object URL when it is no longer needed. - Keep the interface responsive. If file parsing or merging stalls the page, move suitable work to a Web Worker and report progress to the interface. Workers run scripts away from the main UI thread but cannot directly manipulate the DOM; see MDN’s Web Workers guide.
Choose libraries by their role
PDF libraries are not interchangeable. Mozilla describes PDF.js as a tool for parsing and rendering PDFs, with core, display, and viewer layers. pdf-lib, by contrast, documents creating and modifying PDFs, including embedding pages from existing documents. A viewer or renderer alone should not be described as the merge engine unless the specific implementation actually uses it to modify and combine documents.

When evaluating an implementation, check whether the library modifies PDFs or only parses and renders them; whether it supports the inputs and features your product needs; how it affects memory and responsiveness; how dependencies are delivered and versioned; and what privacy claim the deployed page’s actual network behavior supports. The pdf-lib project overview recommends specifying a version in CDN script URLs for production rather than relying on an unpinned URL.
Privacy: what a client-side workflow does and does not prove
If the application reads selected file bytes locally and passes them to a browser-side merger, it can avoid uploading those PDF contents to a processing server. That describes the document-processing path; it does not, by itself, establish that the complete website is offline or that no information leaves the device. Library documentation describes capabilities, not the traffic of a particular deployed site.

To support a broader privacy statement, inspect the deployed page’s network requests and its scripts, analytics, and error-reporting behavior. Also account for third-party code: a library loaded from a CDN is a network dependency even if the PDF itself stays local. Workers do not change this privacy boundary; they run application code in the browser and are useful for responsiveness, not as a security or privacy barrier.

Memory depends on the device and implementation
Reading source files and building an output document requires working memory. Avoid unnecessary base64 conversions: Mozilla’s PDF.js FAQ says base64 uses more memory than raw typed-array input. There is no universal safe file-size limit established here; test the actual library, target browsers, and devices instead of promising one general maximum.

Do not promise perfect preservation without checking
Successfully combining page content does not prove that every document feature survives unchanged. Forms, signatures, annotations, bookmarks, metadata, encryption, and other advanced features need explicit testing if your product intends to promise their preservation. General documentation of PDF modification and page operations is not a guarantee of feature-by-feature fidelity.
Remote PDFs have different browser constraints
A workflow that reads user-selected local files can pass their bytes directly to the library. Fetching a PDF from another website is different: PDF.js follows browser same-origin rules, so cross-origin requests may require the remote server to allow CORS or an application server to proxy the file. See the PDF.js FAQ.
Quick Recap
Implementation checklist
- State which files are accepted and show their selected order.
- Use a library that actually modifies PDFs and supports the required page operations.
- Keep file data in binary form where practical and avoid unnecessary copies.
- Use a worker if processing causes noticeable UI stalls; communicate progress to the page.
- Pin dependency versions for production and assess the network implications of third-party script delivery.
- Test representative files in the browsers and devices you support, including any advanced PDF features you claim to retain.
- Describe the privacy boundary precisely: distinguish local document processing from all network activity by the website.
