PDF/A is usually the better choice when you need a stable, self-contained rendition of a legal document for long-term retention—but only when the receiving court, agency, or records office accepts the specific PDF/A version and conformance level. PDF/A is not a guarantee of future access, accessibility, authenticity, legal sufficiency, or filing acceptance. Keep the authoritative source and records required by your organization’s policy, and check the destination’s rules before converting or submitting a file.
What is the difference between PDF and PDF/A?
PDF is a broad document format. A PDF may rely on features, resources, or software behavior that can make consistent rendering harder to ensure over time. PDF/A is a constrained family of PDF standards—ISO 19005—designed for preserving static, page-based electronic documents. Its requirements limit or profile features that could make a document’s future appearance depend on external resources or implementation choices. The Library of Congress describes the PDF/A family as a format for long-term preservation, and ISO describes PDF/A-1 as specifying use of PDF 1.4 for that purpose (Library of Congress PDF/A family description; ISO 19005-1:2005).

That distinction makes PDF/A a preservation aid, not a perpetual-access guarantee. A conforming file still needs sensible records management, validation, storage, and future migration planning. Ordinary PDF is not automatically a preservation profile, but it may still be the right format where a filing portal or records program specifies it.

Which PDF/A version should you use?
PDF/A has several parts, based on different generations of PDF. They are not interchangeable merely because one is newer. Use the part required by the receiving system or records program; if none is specified, confirm compatibility before choosing a profile.

| Part | Base PDF version | Key distinction | Practical consideration |
|---|---|---|---|
| PDF/A-1 | PDF 1.4 | The first part of the family, defined in ISO 19005-1:2005. | Consider it when a destination explicitly requires it or a legacy system supports it; it is not universally superior. |
| PDF/A-2 | PDF 1.7 | Extends PDF/A-1 and supports features including transparency and JPEG 2000; it also permits embedding PDF/A files. | Check the recipient’s compatibility requirements and required conformance level. |
| PDF/A-3 | PDF 1.7 | Allows embedded files in any format. | Confirm that attachments are allowed and accounted for; they can have separate preservation and security risks. |
| PDF/A-4 | PDF 2.0 | Based on ISO 32000-2, with a different conformance-level structure from earlier parts, and allows embedded content. | Do not assume a newer part is accepted by a court or archive; check its current profile and attachment rules. |
The part-to-PDF-version mapping and feature distinctions are documented by the PDF Association’s standards overview and the Library of Congress. ISO describes PDF/A-4 as using PDF 2.0 to preserve static visual representations of page-based documents while allowing embedded files (ISO 19005-4:2020).
What do PDF/A conformance levels mean?
For PDF/A-1, level A includes structural and semantic requirements, while level B focuses on visual appearance. PDF/A-2 and PDF/A-3 add level U, which builds on level B by requiring Unicode equivalents for text. These levels affect what the file represents and how its text can be recovered; they are not a substitute for checking the document’s actual usability.

PDF/A-4 no longer defines the earlier level-A category. The Library of Congress notes that PDF/A-4 encourages semantic information using PDF/UA guidance rather than retaining those earlier level-A requirements. As a result, a PDF/A label alone does not establish that a document is accessible or provides logical structure and natural reading order. See the Library of Congress descriptions of PDF/A-1a, PDF/A-2, and PDF/A-4.
Does PDF/A guarantee that a legal filing will be accepted?
No. A file’s conformance to PDF/A does not by itself establish that it is legally sufficient, authentic, complete, properly signed, or accepted by a filing portal. Those matters depend on the applicable law, the destination’s technical rules, and the circumstances of the record.

Institutional format guidance is not a universal court-filing rule. The Library of Congress identifies PDF/A as preferred for certain textual works and electronic serials; NARA includes PDF/A in guidance for specified federal records transfers. Neither establishes one required PDF/A part for every court, agency, or legal record (Library of Congress; NARA transfer guidance).
How should you handle attachments and signatures?
PDF/A-3 can embed files of any format, and PDF/A-4 allows embedded content. That capability does not mean the attachments are automatically part of the preserved record, covered by the same preservation profile, or permitted by the recipient. NARA’s transfer table says not to use the attachments feature in PDF/A-3 or PDF/A-4 for its specified transfer context; this is federal transfer guidance, not a universal legal rule (NARA transfer guidance).

Signatures, metadata, and evidentiary context also need workflow-specific handling. Before conversion, determine whether conversion could affect a signature or other required evidence, and retain the source document and relevant audit trail under your organization’s records policy. The available standards and institutional guidance do not establish one signature-preservation procedure for all legal records.

- Check the destination’s rules. Ask the receiving court, agency, or records office which PDF or PDF/A part, conformance level, metadata, and submission requirements apply.
- Resolve attachment and accessibility needs. Establish whether embedded files are permitted and whether semantic structure, Unicode text, or accessibility requirements apply to the document and destination.
- Preserve the authoritative record. Keep the source document and relevant audit trail as required by your organization’s records policy; a PDF/A copy is not a complete records-management program.
- Convert with an appropriate workflow. Choose settings that match the required profile and protect metadata, signatures, and evidentiary context where applicable.
- Validate and inspect the output. Check profile conformance, visual rendering, searchable text, metadata, signatures, and attachments. A validation result addresses format conformance, not legal acceptance or completeness.
- Maintain the record over time. Include validation, fixity checks, backups, and migration in the organization’s retention process rather than relying on the file extension alone.
No published success rate or acceptance rate is established by the cited standards and institutional guidance. PDF/A is a useful format choice within a preservation program, not a measured guarantee of preservation outcomes.
