Orbital Marine Power’s EURO-TIDES array in Orkney has reportedly been approved to progress toward construction, with deployment targeted for 2028. That is a project milestone, not confirmation that physical construction has started: the reported schedule depends on Orbital completing its current investment round, and the project-specific status of its permissions and pre-construction conditions has not been established in the available public reporting.
What has been approved—and what has not
A report published on 12 October 2026 says the European Commission approved EURO-TIDES to progress toward construction after reviewing engineering, permits and financing. The project is being developed by Orbital Marine Power for the European Marine Energy Centre (EMEC) in Orkney. The report attributes the milestone to an Orbital announcement, but the announcement and the Commission decision were not independently examined here. “Cleared for construction” should not be read as proof that building work has begun, that every necessary approval is in place, or that all conditions have been discharged. The reported deployment target is 2028, and it is conditional on Orbital completing its current investment round; the report does not say that the round has closed.

The reported configuration is four turbines: three O2-X units and one O2 unit. A turbine count alone does not establish the array’s total capacity or expected electricity generation. The project-specific capacity, annual output, grid connection and final construction start date have not been verified in the cited reporting, so they should not be inferred from the number or types of devices.

Why construction approval can involve more steps in Scotland
Offshore renewable projects in Scotland can require marine licences and, depending on factors such as location and capacity, section 36 consent. The Scottish Government’s licensing and consenting overview, updated 29 September 2026, explains the general framework; it does not establish which specific permissions apply to EURO-TIDES or their current status.
A decision in principle or consent does not necessarily end the pre-construction process. Some consent and licence conditions require further information and approval before work starts—for example, mitigation or monitoring plans. If Scottish Ministers have served a section 105 notice, an approved decommissioning programme must be in place before construction can begin. The Scottish Government says the Marine Directorate decides applications for marine energy infrastructure, including tidal energy. Its application-process guidance, also updated 29 September 2026, describes the kinds of approvals and conditions that may remain after a decision. These are general requirements, not evidence that any particular condition remains outstanding for this array.

To establish whether physical works can begin, the relevant project application and licence records—not the headline alone—would need to show the project’s applicable consents and whether any pre-construction conditions have been discharged.
Environmental considerations for tidal-stream projects
Tidal-stream devices are generally sited near coasts where currents are strongest, including narrow sounds and areas around headlands. Such settings can bring potential collision or disturbance risks for marine mammals, fish and diving seabirds. NatureScot notes that evidence about interactions between relatively new wave and tidal technologies and Scotland’s nature remains limited. These are general considerations for the technology, not findings that EURO-TIDES has harmed wildlife or will necessarily cause a specific impact.
