Once the machine and encoder are running, reconnect the correct YouTube event and verify its preview before calling the stream restored.
What “reclaimed” means—and what to check first
Do not assume that every stopped or terminated OCI instance was preemptible. Oracle specifically says preemptible instances can be terminated at any time and are not suitable for long-running workloads; that statement applies to preemptible capacity, not every OCI VM. Oracle’s preemptible-instance documentation explains that distinction.

- Sign in to the Oracle Cloud console and identify the instance’s current state in the relevant region. Distinguish stopped from terminated, disabled, or otherwise unavailable.
- Read Oracle’s notification and inspect relevant event history for the stated cause. Treat “reclaimed” as a description, not a precise state or a complete diagnosis.
- Check whether the instance’s boot volume is still available in the same region and availability domain. Also check for a retained boot-volume backup if the original volume is gone.
These checks determine whether you can reuse an existing system disk, need to recover from a backup, or must rebuild. They also prevent you from spending time changing the YouTube encoder before the host itself is recoverable.
Restore the instance from its retained boot volume
If the terminated instance’s boot volume remains, Oracle documents creating a replacement instance from that volume through its manual instance migration procedure. The replacement is a new instance; do not assume Oracle will reinstate the original instance or that its former compute placement is available.

- In the OCI console, open the retained boot volume in the correct region and availability domain, then use the instance-creation flow to launch a new instance from that boot volume. Follow Oracle’s current console prompts and select compatible compute and network settings.
- Recreate or verify the required network configuration, including the VNIC and IP arrangements your application depends on.
- Reattach any required block volumes and restore other dependencies that were not part of the boot volume.
- Start the replacement and confirm that the operating system, streaming software, startup services, and any local media or configuration are present and working.
- Test the encoder and YouTube preview before relying on the stream. Recreate any missing scheduled startup or recovery behavior rather than assuming it carried over.
Oracle warns that instances involving extra VNICs, secondary IPs, attached block volumes, TPM, or load-balancer membership may require additional manual steps. A retained boot volume can preserve more installed system state than a clean rebuild, but it does not by itself reproduce every networking or attached-resource dependency.
If the boot volume is missing, check for a backup
If the original boot volume is unavailable, look for a boot-volume backup that was created and retained. Oracle’s cross-region boot-volume backup guidance describes creating a new boot volume from a backup in a destination region. This recovery path depends on a usable backup existing; if neither the original volume nor a backup remains, the cited Oracle guidance does not establish a way to recover that disk’s contents.

- Find an available boot-volume backup and establish its region and destination requirements.
- Create a new boot volume from the backup in the destination region, following Oracle’s console flow.
- Launch a replacement instance using the recovered volume, then restore required network settings, attachments, and application services.
- Check the encoder configuration and media files before reconnecting YouTube.
When replacement creation fails: quota versus capacity
A valid boot volume does not guarantee that OCI can place a replacement VM immediately. Oracle distinguishes a tenancy service limit from physical host capacity. A quota or service-limit error concerns the allowed resource limit; an “out of host capacity” error indicates physical infrastructure availability. Changing a quota alone may not resolve a host-capacity error. See Oracle’s Compute Service Overview and service limits reference.

- For an out-of-host-capacity error: the issue is physical capacity for the requested placement, not necessarily your quota. Oracle’s documentation does not promise when a region, availability domain, or shape will have capacity.
Do not assume that repeating the launch, changing the shape, or choosing another availability domain will succeed. Treat each as a possible placement change, not a guaranteed fix.

Reconnect the encoder to the right YouTube live event
After the replacement VM and encoder are ready, reconnect them to the intended YouTube event. In YouTube Studio, open the event in Live Control Room and retrieve its stream URL and stream key. The URL tells the encoder where to send the feed; the key identifies or authenticates the feed. YouTube’s instructions for managing live stream settings and creating a live stream with an encoder cover the event and encoder setup.
- Open YouTube Studio and go to the intended live event in Live Control Room.
- Copy that event’s stream URL and stream key into the encoder on the replacement instance. Keep the key private.
- Start the encoder and wait for YouTube to receive the feed and show a preview.
- Confirm the preview is for the correct event and check audio, video, and stream health before confirming the live output.
- If the key may have been exposed, reset it in YouTube Studio and replace the old value in the encoder before starting.
A YouTube preview is a necessary verification step, not proof that the full 24/7 workflow will remain healthy. YouTube recommends continuously monitoring audio and video quality and testing backup-encoder failover; treat failover as a configuration to test, not an automatic guarantee. Protect the stream recording and archive separately
YouTube’s encoder guidance says streams under 12 hours are automatically archived. That guidance does not mean a continuous 24/7 stream will necessarily become one complete archive. If the output matters, keep a separate recording or archive plan and verify that it is capturing after the replacement is live. YouTube’s encoder instructions describe the under-12-hour rule.
