OpenTofu v1.13.0, released September 29, 2026, adds official Windows ARM64 packages and two kinds of language hints that can make plans more informative when values are otherwise unknown. Neither change guarantees that every provider runs on ARM64 or makes an unknown value certain: provider plugins have their own platform support, and planning hints rely on claims module authors must ensure are true.
What OpenTofu 1.13 changes
The OpenTofu project describes v1.13.0 as a relatively light feature release, with a deliberately shorter development cycle intended to align more closely with Go releases. The v1.13 series is scheduled to receive security support until August 2027. Its named highlights are Windows ARM64 packages, the convert and assume... functions for reducing unknowns in plans, early experimental built-in linting work, and an experimental first pass of Symbol Libraries. Does Windows ARM64 work for an OpenTofu stack?
The OpenTofu CLI now has official Windows ARM64 (also called aarch64) packages. That establishes support for the OpenTofu executable, not for every provider plugin in a configuration. Providers are separate programs, and their maintainers decide which platforms to package. The project says most builds of major cloud platform providers have Windows ARM64 packages, but a particular provider or version may not; upgrading it may be necessary. OpenTofu’s compatibility documentation lists Windows on x64 and 64-bit ARM as officially supported platforms while noting that plugins have independent platform policies. How the new functions reduce planning unknowns
When OpenTofu cannot determine a value until apply, a plan commonly displays it as (known after apply). Unknowns can make expressions involving constructs such as enabled, for_each, or count difficult or impossible to evaluate during planning. They can also leave machine-readable plan consumers without enough information to make a policy decision. The new functions let authors supply type or property information; they do not discover what an external system will return.
convert: describe the expected type and shape
convert lets a module author indicate an expected type for a value that is still unknown. For example, if JSON decoding cannot produce a known result during planning, the author can describe the expected object fields. Downstream expressions may then know the expected type of a particular attribute even though that attribute’s actual value remains unknown. The function provides a known shape, not a known payload. assume...: assert a property that planning can use
The assume... family lets an author assert properties such as non-nullness or a string prefix. An expression that depends on one of those properties may then be evaluable during planning rather than remaining unknown. This is an author-supplied guarantee, not an automatic check that an external system already satisfies the property. If the real value violates the assertion when it becomes available, the call can fail during apply. Use these functions only when the asserted property is guaranteed by the configuration or its inputs.

A cautious upgrade sequence
OpenTofu’s upgrade guidance recommends applying changes with the current version before switching, then checking the target version’s plan before proceeding. Upgrading from Earlier OpenTofu Release Series
- With the version currently in use, apply any pending changes so the starting state is current.
- Install the target OpenTofu release using the v1.13 installation instructions.
- Back up the state, then initialize the working directory with the target version.
- Inspect the plan for unexpected changes, including diffs involving
base64gzip. If the plan is unexpected, roll back and troubleshoot rather than applying it. - Try a small, non-critical change with the new version before relying on it for larger work.
For an ARM64 migration, add a check that every required provider offers a compatible Windows ARM64 package. For any upgrade, search configuration and execution environments for WinRM connection blocks, 32-bit hosts, and macOS versions older than Ventura.
