OpenAI API Billing in 2026: Spend Limits, Credits, Usage Quotas, and Rate Limits

An OpenAI API quota error can mean a spend cap, exhausted credits, an approved usage limit, or a rate limit. Use the error code to find the right fix.

If an OpenAI API call fails with insufficient_quota, check the response’s specific error.code before adding credits or changing limits. A spend cap, prepaid balance, OpenAI-approved monthly usage limit, and request/token rate limit are separate controls—and each has a different fix.

Start with the API error code

The message “You exceeded your current quota, please check your plan and billing details” does not, by itself, identify which limit stopped a request. The broad insufficient_quota error type can cover different billing-related conditions. Inspect error.code in the API response; it points to the relevant control.

Response code What to check Next step
organization_spend_limit_exceeded Organization-level hard spend limit Review the organization’s Limits settings and tracked spend.
project_spend_limit_exceeded Hard spend limit for the project billed for the request Review that project’s Limits settings and tracked spend.
organization_usage_limit_exceeded OpenAI-approved monthly usage limit Check the organization’s Limits page and request a higher limit if needed.
credit_balance_exhausted Prepaid credit balance Check the API billing overview and add credits if appropriate.
Request or token rate-limit error Requests or tokens allowed over a rate window Use rate-limit troubleshooting; a billing top-up does not increase throughput.

For the exact meanings and current error guidance, see OpenAI’s API error codes. If the code does not explain the failure, record the full message, timestamp and time zone, and request ID before contacting Support.

Know which limit you are dealing with

“Quota” is often used loosely in billing conversations, but these controls measure different things and are not interchangeable. An organization can encounter more than one on the same request.

Control What it governs What it does not do
Configured spend limit A monthly money threshold at organization or project scope; a hard limit can block affected requests. A spend alert alone does not stop requests, and enforcement may lag the threshold.
Prepaid balance Credits available to pay for API usage. It does not override approved monthly usage limits, spend limits, or request/token rate limits.
Approved monthly usage limit The monthly usage allowance approved for an organization, associated with its usage tier. It is not the same as a project spend limit or prepaid balance.
Request/token rate limits How quickly the API can be called, measured in requests and tokens over time. They are not a billing cap or a measure of remaining credits.

How to check and manage spend limits

OpenAI’s answer to “How do I set and manage spend limits?” begins with distinguishing alerts from enforcement. Spend alerts send notifications while API traffic continues. A hard spend limit can reject requests once tracked spending reaches its configured threshold.

Organization and project scope

  • An organization limit applies across projects.
  • A project limit applies to usage billed to that project.
  • Both limits can apply to the same request. Reaching either relevant hard limit can return a 429 with a scope-specific error code.

Review the organization or project Limits page to see the settings that apply. If spending should continue, an authorized owner can raise or remove the relevant hard limit. Changes can take time to propagate.

Hard limits are not exact dollar cutoffs

OpenAI says “Enforcement is not instantaneous.” The platform may process additional usage while the limit state propagates, so recorded spend can slightly exceed the configured amount. Treat a hard limit as a control that can interrupt usage, not as a guaranteed exact-dollar stop.

What happens when your prepaid balance runs out?

Prepaid credits are a funding balance, not a request throttle. OpenAI says new API accounts use prepaid billing; accounts on monthly billing can also buy credits in advance. Check the API billing overview for the account’s current balance and recharge settings.

OpenAI’s Help Center explains: “Do not rely on the prepaid balance as an instantaneous spending cutoff.” Requests can take time to stop after the balance is depleted. During processing delay, the displayed balance may become negative; that amount is deducted from the next credit purchase.

Purchases and auto-recharge

  • The current prepaid billing guide states that the minimum purchase is $5 and the initial purchase default is $10.
  • Purchased credits expire after one year and are non-refundable.
  • Auto-recharge can be configured with a balance threshold and replenishment amount, plus an optional monthly recharge limit.
  • The monthly recharge limit restricts automatic purchases; it does not cap usage of credits already in the account.
  • Trust tier controls the maximum balance or recharge. Exact eligibility and available settings are account-specific.

If the balance has just been topped up, allow a few minutes for it to update before diagnosing a new failure as a different limit. For the current rules and account-specific details, consult OpenAI’s prepaid billing guide.

How to check an approved monthly usage limit

An organization’s approved monthly usage limit is set by OpenAI and is associated with its usage tier. It is separate from an organization or project spend limit you configure yourself and from credits purchased in advance.

Use the organization’s Limits page for its current approved limit and rate limits. Published tier information is general guidance, not a promise that every organization has the same allowance. If the response says organization_usage_limit_exceeded and more monthly usage is needed, request an increase through the account’s available limit controls.

Why am I getting a billing-related 429 error?

A 429 response can have different causes. A spend-limit 429 means a hard organization or project spend limit has been reached; a rate-limit 429 means requests or tokens are arriving faster than the applicable rate allows. The response code, not the status alone, distinguishes the two.

  • For organization_spend_limit_exceeded or project_spend_limit_exceeded, inspect the matching spend setting.
  • For organization_usage_limit_exceeded, inspect the organization’s approved monthly usage limit.
  • For credit_balance_exhausted, check prepaid credits and allow for balance-update delay after a purchase.
  • For a request or token rate-limit error, follow OpenAI’s rate-limit guidance; buying credits does not resolve a throughput limit.

Since multiple controls can affect a request, confirm the error code and the relevant organization or project setting before changing billing configuration.

Which usage view should you use for accounting?

Use the Costs endpoint or the Usage Dashboard’s Costs tab when reconciling API spending to invoices. OpenAI recommends these for financial reconciliation. The Usage API provides detailed activity and can group information by project, user, API key, model, and other supported fields, but its figures can differ slightly from Costs because usage and spend are recorded differently. See OpenAI’s usage tiers and limits documentation for account-limit context and the Costs API reference for cost data.
