That can let you run or adapt the model, given suitable software and hardware—but it does not by itself mean the training data information, training code, or permissions are open. The Open Source Initiative’s Open Source AI Definition 1.0 sets a broader standard for what must be available to study, modify, and share an AI system.
What’s the difference between open-source and open-weight AI models?
Weights are learned parameters: the values produced as a model is trained and fine-tuned. Source code is the instructions used to perform tasks. The OECD treats them as distinct concepts; weights are not the model’s training code.

In practice, “open-weight” describes access to one important artifact—the parameters. It does not tell you whether the release also includes useful information about the training data, the code used to train the model, or the code and architecture needed to run it. Nor does the label alone establish what you are legally allowed to do.

What does open source mean for an AI system?
The Open Source Initiative’s Open Source AI Definition 1.0 focuses on whether people can use, study, modify, and share an AI system. Its preferred form for modification includes the system’s parameters, complete source code for training and running it, and detailed information about the training data, all under appropriate terms. Those are separate pieces of a release, not synonyms for “weights.”

OSI’s definition does not require one particular legal mechanism to make model parameters freely available. Its FAQ also says the definition does not specifically guide or enforce ethical, trustworthy, or responsible AI practices. “Open source” therefore addresses access and freedoms under the definition; it should not be treated as a general guarantee about a model’s safety or quality.
OSI’s FAQ names Pythia, OLMo, Amber, CrystalCoder, and T5 as models that passed its validation phase. OSI explicitly says those results are not certifications, so the list is not a universal certification roster.
What do open weights let you do—and what don’t they prove?
When weights are downloadable, developers may be able to run a model on infrastructure they control, fine-tune it, or optimize it. Whether that is practical depends on the particular model, available hardware, and compatible inference software. A public download is useful, but it is not proof that the model can be reproduced from its disclosed materials or that every use is permitted.
- They can provide: access to the trained parameters, which may support local inference and adaptation when the necessary tools and compute are available.
- They do not establish: what data was used, how it was selected or processed, whether the full training pipeline is available, or whether the license and policies permit your intended use.
How to compare an AI model’s openness
Assess the specific release across these dimensions. A model can be open in one respect and limited or undisclosed in another.
| What to check | Questions to ask | Why it matters |
|---|---|---|
| Training-data information | Does the release explain the data’s provenance, scope, selection, labeling, processing, and sources in sufficient detail? | Helps skilled readers understand the material used and assess whether an equivalent system could be built. |
| Training code | Is the full training and data-processing code available, including relevant settings and supporting components? | Makes the method more inspectable and can help others reproduce or modify it. |
| Inference code and architecture | Are the code needed to run the model and its architecture available? | Supports practical use and understanding of the system. |
| Parameters or weights | Are the learned parameters downloadable, and under what terms? | Can make local use, adaptation, and fine-tuning possible when hardware and tools permit. |
| Legal terms and policies | Do the license and any separate usage policy permit your intended use, modification, or sharing? | Access to a download does not, by itself, establish unrestricted permission. |
| Release scope | Is access public, gated, hosted only, or downloadable with conditions? | “Open” can describe different levels of access and disclosure. |
What does an open-weight release look like in practice?
OpenAI describes gpt-oss as an open-weight model family. Its Help Center says the weights are available under Apache 2.0 subject to a separate gpt-oss usage policy, and describes running the models on infrastructure users control or through hosting providers. It lists self-managed GPU environments and common inference stacks as deployment options. This example shows what downloadable weights can enable; it does not establish the license, hardware requirements, or access conditions for other models.
For any particular release, read the official model page, license, and applicable usage policy together. Terms and release details can change, and a model-family label may not capture conditions attached to a specific version.
Quick Recap

A quick checklist before you rely on an openness claim
- Identify the exact model and version, then locate its official release documentation.
- Confirm whether the weights are actually downloadable or available only through a hosted service or gated access.
- Look for training-data documentation, complete training and data-processing code, and the inference code and architecture.
- Read the license and any separate usage policy for your intended activity, including modification and redistribution.
- Check the compute and software requirements for your chosen model and workload before assuming local use is practical.
