Open Source AI: What to Know About Models, Costs and Safety

Open source is already widespread in organizational AI stacks, but open weights are not the same as a fully open AI system. Understand the opportunities, limits, and governance questions.

Open source is already a significant part of how organizations build and use AI. The Linux Foundation Research’s 2025 report says 89% of organizations use some form of open source in their AI stack and 63% of companies use an open model. As AI becomes embedded in more products and workflows, the ability to inspect, adapt, and share software can matter more—but an open model’s weights alone do not make its entire system open source, and openness is not a guarantee of lower costs, better results, or safety.

Why open source matters as AI spreads

AI is increasingly part of software development and organizational products and services. Open source can give teams more room to examine how components work, adapt them to a particular need, and deploy them in settings they control. Shared work can also let organizations and developers build on common tools rather than starting from scratch.

Adoption figures show that open source is already present in organizational AI use. The Linux Foundation Research’s 2025 report says 89% of organizations use some form of open source in their AI stack, while 63% of companies use an open model. The report characterizes open source AI as cost-effective compared with proprietary solutions and associates it with productivity and collaborative innovation. Those are the report’s assessments, not guarantees for every workload or organization. The report page also states that the work was commissioned by Meta, a context readers should weigh when considering its economic conclusions. Read the report.

Earlier context comes from a different survey, not a clean year-over-year comparison: The Linux Foundation Research’s 2024 survey of 316 professionals found that 84% of organizations had moderate to high generative-AI adoption, and that 41% of GenAI infrastructure was open source. Because the reports use different populations and wording, these figures should not be read as a direct trend line. Read the 2024 report.

What “open source AI” means—and what open weights do not mean

In everyday discussion, “open” can describe systems that provide very different degrees of access. The Open Source Initiative’s Open Source AI Definition 1.0, adopted October 27, 2024, sets out four freedoms: use, study, modify, and share. For meaningful modification, it calls for information about training data, the complete code used to train and run the system, and the model parameters. See the OSI definition.

Model weights are the learned parameters that encode a model’s behavior. Access to them can enable a developer to run or adapt a model, subject to its terms. But weights alone do not provide all the information and materials needed to study and modify the system as the OSI definition describes. A model described as “open weight” should therefore not automatically be treated as fully open source under that definition.

  • Open source AI: assess whether the system’s terms and released materials support the freedoms to use, study, modify, and share, including the materials needed for meaningful modification.
  • Open weights: check what the weight release allows, what restrictions apply, and which training data information and code remain unavailable.
  • Proprietary AI: access and permissions depend on the provider’s terms and service; the label alone does not establish whether it suits a particular task.

Are open source AI models cheaper or better?

Not necessarily. The Linux Foundation’s 2025 report makes a favorable case for open source AI’s cost-effectiveness, productivity, and collaborative innovation, but that does not settle the economics or performance of a particular system. The reviewed sources do not provide a head-to-head benchmark across named models.

Can companies safely use open source AI?

They can consider it, but “open source” is not a safety certification. Organizations remain responsible for reviewing legal terms, privacy implications, security, and operational fit. This is especially important when a system handles sensitive information, affects consequential decisions, or operates in a regulated setting. The available evidence does not establish that any particular model is legally cleared or suitable for regulated use.

Governance becomes more important as AI systems gain the ability to take actions through tools or act as agents. A February 2026 Linux Foundation stakeholder discussion on open source and the future of AI highlighted trust and identity, security and privacy, and regulated-industry use. Its recommendations included stronger accountability and legal frameworks, shared vocabulary, modernized security scaffolding, and support for open source communities. Read the discussion report.

Why adoption needs long-term stewardship

Using an open component is only the start; teams need a plan for oversight and maintenance. The Linux Foundation Research’s 2025 report on open source program offices (OSPOs) describes their work expanding into AI oversight, risk management, and supply-chain security, while noting that strategy gaps and limited executive buy-in persist. Read the OSPO report.

For an organization, that points to practical questions beyond model selection: who approves AI components, tracks their terms and dependencies, reviews security and privacy risks, and owns updates and incident response? Clear responsibility helps turn adoption into a managed capability rather than an unmaintained experiment.
