Open and disaggregated transport SDN uses software-defined controllers and open interfaces to coordinate transport network resources across technologies and equipment suppliers. The broad architecture can cover packet, optical and microwave networks; ODTN is a narrower initiative focused on building optical data center interconnects from disaggregated equipment. Neither “open” nor “disaggregated” guarantees that any vendor’s equipment will work with any other vendor’s.

What open and disaggregated transport SDN means

Transport networks carry traffic between sites over technologies such as IP/MPLS, optical transport and microwave. In a software-defined approach, controllers expose programmable interfaces for configuring and coordinating those resources rather than requiring each service to be managed only through separate, equipment-specific workflows.

Open refers to the use of open interfaces, models or software. Disaggregated means separating functions or components that may traditionally have been supplied and managed as a single system. Together, these ideas let an operator combine components from different suppliers and automate services across domains, while retaining domain-specific control where needed. They describe an architectural approach, not a guarantee of interoperability or a single product.

How the transport control architecture fits together

The Telecom Infra Project (TIP) Open Transport SDN architecture describes a hierarchy of controllers. Technology-specific domain controllers manage resources in IP/MPLS, microwave and optical networks; a higher-level controller coordinates across those domains. OSS functions—such as service orchestration and inventory—use controller APIs to request services and work with network resources. The amount of detail exposed northbound can vary with the use case and technology.

NETGEAR 8-Port Gigabit Ethernet Unmanaged Network Switch (GS308)
  • GIGABIT ETHERNET PORTS: Features 8 x 1.0Gbps Ethernet ports for high-speed connectivity. Auto-negotiating ports detect the optimal speed for connected devices and work with existing Cat5e or Cat6 Ethernet cables.
  • PLUG-AND-PLAY UNMANAGED NETWORK SWITCH: Simple plug-and-play setup with no software to install or configuration required.
  • FLEXIBLE MOUNTING OPTIONS: Compact metal design supports desktop or wall-mount placement for versatile installation.
  • SILENT & ENERGY-EFFICIENT OPERATION: Fanless design ensures silent performance, while IEEE 802.3az Energy Efficient Ethernet reduces power consumption without compromising high-speed network performance.
  • REGIONAL COMPATIBILITY: Made for use in U.S. & CA only

This division matters because a multi-domain service may need to coordinate resources without making the higher-level system manage every device-level setting. Domain controllers can translate service or resource requests into actions suitable for their technology, while the higher-level layer handles cross-domain coordination. The TIP white paper sets out this architecture as a reference approach; it does not establish quantified operational gains or deployment scale. Read the TIP Open Transport SDN Architecture Whitepaper.

ODTN: a focused optical DCI effort

The Open Disaggregated Transport Network (ODTN) is an ONF operator-led initiative focused on optical data center interconnect (DCI), rather than the full packet-optical-microwave scope of transport SDN. Its project description presents an approach that combines disaggregated optical equipment, open standards and open-source software. ONOS is used to discover components and control the network as a whole, with interfaces and models including TAPI and OpenConfig. See ONF’s ODTN project description.

  • Centralized Management by Omada SDN Controller, Omada App. Flow Control, Loopback Detection, Port Isolation, Port Mirroring, LAG, VLAN, IGMP Snooping, QoS, Storm Control

ODTN’s equipment model has an important boundary: each optical link uses a matched pair of transponders from one vendor. Different links in the network may use equipment from different vendors, and the line system may come from another supplier. That is disaggregation across parts of the network, not universal plug-and-play compatibility between arbitrary transponders, line systems and other devices. ONF’s description of optical transport disaggregation explains the component relationships.

ODTN’s stated progression

The project describes a progression from point-to-point DCI toward meshed networks with ROADM capability. These are use cases and development goals, not evidence by themselves that every capability is available in a given deployment. The project page is the appropriate place to check its current materials and scope: ONF ODTN.

What TAPI, OpenConfig and OpenROADM do

These names refer to different parts of an open transport ecosystem; they are not interchangeable standards or competing labels for one interface.

Technology or effort Role described in the sources Practical interpretation
TAPI ONF describes TAPI as a RESTCONF/YANG interface between SDN controllers, orchestrators, traditional management systems and OSS solutions. A northbound-facing interface for exchanging transport network and service information between control and management systems. Its abstraction level depends on the use case.
OpenConfig ONF’s May 2018 ODTN announcement identifies OpenConfig as the base southbound model and API for communication with optical equipment. A model/API used in the controller-to-equipment relationship in the ODTN design.
OpenROADM ONF describes the MSA as defining interoperability specifications and data models for optical devices, networks and services. Aims to support broader compatibility, but does not establish interoperability for every possible device combination.
TIP OOPT / MUST TIP’s white paper describes operator collaboration and open transport SDN architecture work. ONF describes TIP OOPT work on open DWDM architectures, models and APIs for transponders, line systems and routers. An industry collaboration and architecture effort, rather than a single controller interface.

ONF’s transport page also notes that the OTCC and OIMT portfolios merged into the Linux Foundation as ONMI. Treat this as a governance note about those portfolios, not as a claim that the older ONF page itself is a current standards body. ONF’s open transport page provides the TAPI and portfolio context. For the ODTN relationships among OpenConfig, OpenROADM and TIP OOPT, see ONF’s May 2, 2018 ODTN announcement.

What to assess when comparing transport SDN approaches

A useful comparison looks beyond whether a solution uses open interfaces. The key question is whether its architecture supports the operator’s technologies, services and operational processes.

  • Scope and use cases: Identify whether the approach covers optical DCI only or coordinates packet, optical and microwave resources, and whether the intended service is point-to-point or includes meshed/ROADM networks.
  • Controller hierarchy: Check which functions reside in technology-specific domain controllers and what a higher-level controller coordinates.
  • Northbound abstraction: Determine whether APIs expose services, abstracted resources or lower-level network detail, and whether those abstractions fit orchestration and OSS workflows.
  • Southbound models and protocols: Establish which interfaces and data models are supported for each equipment type. A shared API name alone does not prove device-level compatibility.
  • Optical compatibility limits: Confirm transponder pairing rules, line-system dependencies and supported optical configurations. In the ODTN model described by ONF, the transponder pair on each link is from one vendor.
  • Operations: Evaluate discovery and telemetry, fault handling, inventory integration and lifecycle support, not just initial provisioning.
  • Implementation evidence: Distinguish an architecture, a lab evaluation, a vendor product announcement and a documented production deployment. Compare cost or performance only where measurements are specific to the vendor and deployment.

What the public examples establish—and what they do not

ONF’s May 2, 2018 announcement reported that China Unicom, Comcast, NTT Communications, Telefonica and TIM had committed to lab integration and evaluation. That is historical evidence of trial commitments, not proof of present-day production use or current deployment scale. The announcement also gives the project’s early rationale and participants.

A separate physical example is NEC Phoenix. In a press release dated November 10, 2022, NEC described Phoenix as a TIP-defined, white-box L0/L1 400G transponder solution combining NEC Network Operating System software based on Goldstone with Wistron’s Galileo Flex-T hardware. NEC said it supported transceivers compliant with OpenROADM and OIF specifications. This is a dated vendor announcement about specialized carrier infrastructure; it does not establish present availability, a consumer retail channel or general interoperability across vendors. Read NEC’s Phoenix announcement.

The cited materials describe goals such as containing cost and reducing operational burden, but do not provide a sourced quantitative outcome figure for savings, provisioning time or performance. Treat those as intended benefits unless a specific deployment publishes measured results.
