On-device AI runs a model on your phone, computer, or another local device. Cloud AI sends the request to a provider’s servers. A hybrid system chooses between those paths. None is universally best: local processing can reduce data transfer and work without a connection, while cloud processing can deliver larger models and longer context. Your decision should follow the task, the sensitivity of the data, your network, and the exact hardware and software that support the feature.
The most important qualification is scope. A local operation can avoid a server call, but an assistant may still upload other requests, diagnostics, or account data. Likewise, “cloud AI” describes where computation occurs, not a single retention or security policy. Check the provider’s documented data handling and the product’s routing behavior before treating either label as a privacy guarantee.

What on-device, cloud, and hybrid AI actually mean
On-device inference
On-device inference loads a model, or part of one, into local memory and executes it with the device’s CPU, GPU, neural-processing unit (NPU), or other available compute units. The prompt, attachments, and intermediate work for that operation can remain on the device. That removes the network leg and allows supported features to continue when Wi-Fi and mobile data are unavailable.

Local execution is bounded by the model shipped for the device and by practical limits such as memory, storage, thermal capacity, battery, operating-system support, token limits, and the app’s permissions. A phone that can run a small summarizer may not be able to run a larger reasoning model or process a long document in one request.

Cloud inference
Cloud AI sends a request over a network to provider infrastructure. The provider’s servers supply the model’s memory and compute, so a client device can access models and context windows that would be impractical to deploy locally. The tradeoff is dependence on a network path and on the provider’s handling of prompts, files, logs, and account information.
Cloud processing is not automatically insecure or automatically private. Evaluate the provider’s retention period, human-access policy, encryption, isolation, contractual commitments, audit evidence, and deletion controls for the particular service and plan you use.
Hybrid inference
Hybrid systems route work between local and remote models. A short rewrite might stay on the device, while a request that exceeds the local model’s capability is sent to the cloud. Some products also use the cloud when a local model is unavailable, when a feature requires a larger context, or when the device is under resource pressure.
Ask the product documentation exactly which tasks, inputs, and failure conditions trigger fallback. The privacy and offline properties of a hybrid assistant depend on that routing, not on the word “hybrid” alone.
How the three approaches compare
| Decision axis | On-device | Cloud | Hybrid |
|---|---|---|---|
| Data path | Inference can stay on the device for the operation that is implemented locally. Permissions, logs, integrations, and other features may still transmit data. | The request is processed by provider infrastructure. Review that provider’s retention, access, encryption, and verification controls. | Depends on routing. Identify which inputs are local and which are sent remotely during fallback. |
| Connectivity | Can work offline when the model and feature are installed and enabled locally. | Requires a usable network path to the service. | Local functions may work offline; a cloud fallback cannot. |
| Latency | Removes network round-trip time, but execution speed depends on device hardware and model size. | Adds network delay and server processing; a larger model may be more capable but not always faster. | Varies by route, fallback rules, network, and model selected. |
| Capability | Limited to the deployed model, context, and available device resources. | Can use larger models and context windows maintained by the provider. | Combines a local model’s responsiveness with remote capability when needed. |
| Hardware | Needs a supported operating system, compute capability, memory, storage, and adequate power or thermal headroom. | The client needs a compatible app and network; model compute is provider-side. | Needs both local eligibility and a network path for remote work. |
| Privacy assessment | Less data transfer for tasks kept local; still inspect app permissions, telemetry, logs, and integrations. | Assess the specific service’s retention, access, encryption, and deletion terms. | Assess the local path and every cloud path used for fallback or enhancement. |
Is on-device AI more private?
It can be, for a narrowly defined operation, because the prompt does not have to leave the device. That is a reduction in data transfer, not proof that the entire product is local. A keyboard, camera app, operating system, or assistant can still synchronize usage data, call an online service for another feature, or retain local history.
Questions to ask about a local feature
- Does the model run entirely on the device for this specific command?
- Are prompts, attachments, transcripts, or generated results written to local logs or synced to an account?
- Does the app send telemetry, crash reports, or usage statistics that include content?
- Can plug-ins, search integrations, or connected services transmit the same input elsewhere?
- What happens when the local model is unavailable or reaches a token or capability limit?
Google’s Android documentation describes AICore as running Gemini Nano on supported devices and says sensitive information processed locally is not sent to the cloud. The wording applies to information processed locally; it does not establish that every Android assistant request is local. Android’s developer documentation also describes hybrid inference, including cloud fallback when Nano is unavailable or insufficient. See Google’s AICore help page and the Gemini Nano developer documentation for the feature and device conditions.
What a cloud privacy promise means
Cloud privacy depends on architecture and policy. Look for a clear statement about whether prompts are retained, whether they are used to train models, who can access them, how long logs persist, where processing occurs, and how deletion requests work. Enterprise controls may differ from consumer accounts, and a provider can change a policy without changing the word “cloud” in its product name.
Apple describes Private Cloud Compute (PCC) as a cloud system for requests that need more computation than its on-device models can provide. Apple’s published PCC requirements state: “User data must never be available to anyone other than the user, not even to Apple staff, not even during active processing.” This is Apple’s stated design requirement, not an independent audit conclusion and not a general property of cloud AI. Apple also describes stateless computation and a public software-transparency process; its security guide says devices send requests only to PCC nodes running publicly logged software that researchers can inspect. Read the PCC core requirements and PCC security guide for Apple’s own commitments and scope.

Google’s 2025 announcement of Private AI Compute describes cloud processing intended to provide privacy and security assurances resembling those expected from on-device processing. Treat that as Google’s description of its platform, not as an independent finding or a blanket claim about every Gemini request. The announcement is at Google’s Private AI Compute page.
Is local AI faster?
Local inference removes the network component, but it is not automatically faster end to end. The model still has to load, tokenize the input, execute on the device, and produce output. A modest device running a large local model can take longer than a remote server, even after accounting for the network trip. Cloud response time depends on connection quality, routing, server load, queueing, model size, and the service’s streaming design.
No directly comparable, same-task latency measurement establishes a universal local or cloud winner. Android’s developer documentation supports the narrower conclusion that local execution removes network latency while inference speed remains dependent on device hardware. Apple’s developer material likewise describes a tradeoff between reasoning effort and delay: lower reasoning effort can reduce latency, while deeper reasoning takes more time for complex, multi-step work. That is a platform-specific behavior, not a cross-platform benchmark.
Measure the experience you will actually get
- Choose one representative prompt and the same input file or text.
- Record the exact device model, operating-system version, app version, model version, and settings.
- Measure from pressing send to the complete answer, not just the first streamed token.
- Repeat on the network conditions you care about: offline, weak mobile data, typical Wi-Fi, and a fast connection.
- Run enough trials to expose cold-start time, thermal throttling, and variable cloud load.
- Record failures, fallback events, truncation, and answer quality alongside elapsed time.
This method distinguishes network delay from model execution and reveals whether a “fast” local feature becomes slow after a model reload or sustained use.
Capability, context, and quality limits
Capability is task-specific rather than an inherent property of a processing location. A local model may be excellent for classification, transcription, short rewriting, or device commands but weaker at long documents, coding across many files, or difficult multi-step reasoning. A cloud model may offer a larger context window and stronger reasoning, but its answer still depends on the service’s model version, safety rules, tools, and availability.
Apple’s developer documentation gives a concrete example: its Private Cloud Compute language model is documented with a 32K-token context size and stronger reasoning than the on-device model described there. That figure applies to that Apple platform and model, not to cloud AI in general. Context limits can also differ by feature, account tier, region, and current model release.
Local models can hit token, memory, or capability boundaries even on an officially supported device. Symptoms include truncated input, refusal to process a file, a feature silently switching to the cloud, or an error that appears only with long prompts. Check the model’s documented limits before assuming that more storage or a faster processor will solve a context limitation.

What hardware is required for on-device AI?
There is no universal minimum RAM, NPU, processor, or storage specification for “on-device AI.” Eligibility is set by the platform, model, framework, and task. A requirement published for one toolchain should not be used as a buying rule for every AI feature.

Android requirements
Google’s Android Help documentation lists AICore availability for Android 14 and higher, while also noting that availability varies by device and manufacturer. The developer documentation describes Gemini Nano token limits, device-hardware limitations, and capability boundaries. Therefore, Android 14 is a software baseline for the documented AICore service, not a guarantee that every Android 14 phone can run every local model or feature.
Before relying on a local Android function, verify the exact phone model, regional firmware, enabled language, available storage, and app version. A manufacturer may omit a feature, provide a smaller model, or enable cloud fallback even when the operating system meets the stated version.
Apple requirements and model specialization
Apple’s Core AI framework specializes a model for the current device using available compute units. Specialization and loading can add startup cost, and the model’s supported functions still determine what the app can do. Apple’s Core AI integration documentation explains the framework’s device-specific approach.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFor one documented ahead-of-time compilation toolchain, Apple gives these examples: an iPhone or iPad with A17 Pro or later, a Mac with M1 or later, or Apple Vision Pro with M2. Those thresholds apply to the toolchain described in Apple’s ahead-of-time compilation documentation; they are not universal minimums for all local AI. Confirm support for the particular operating-system release, model, and API you intend to use.
Cloud-client requirements
With cloud inference, the provider carries the main model-compute burden. Your device still needs a supported client, enough memory to handle the app and files, authentication if required, and a network connection with acceptable reliability. A powerful local NPU does not make an unavailable cloud endpoint work, and a modern phone cannot overcome an account or regional restriction.
Hybrid requirements
A hybrid deployment must satisfy both sides: the device must qualify for the local model, and the user must have a network path for requests that exceed local capability. Plan for offline behavior explicitly. If a cloud fallback is mandatory for a feature, it is not an offline feature even if another part of the same assistant works without connectivity.
How to choose an approach by task
| Situation | Usually the better starting point | Why | Check before committing |
|---|---|---|---|
| Private notes, short transformations, or device commands with no connection | On-device | Local processing can keep the input on the device and continue offline. | Confirm the exact operation is local and inspect logs, permissions, and integrations. |
| Long documents, advanced reasoning, or work beyond the local model’s context | Cloud | Provider infrastructure can supply larger models and context windows. | Review retention, access, training use, region, and contractual controls. |
| Routine work with occasional complex requests | Hybrid | Simple requests can stay local while difficult ones use a stronger remote model. | Document fallback triggers and warn users when content leaves the device. |
| Regulated or confidential information | Local or a specifically controlled private cloud | Minimizes uncontrolled transfer when the local model is adequate, or uses documented cloud safeguards when it is not. | Obtain the service’s retention, access, encryption, deletion, and audit details; do not infer them from branding. |
| Battery- or heat-constrained mobile use | Whichever path meets the measured workload | Local work consumes device energy; cloud work consumes network and radio energy and may be quicker for large models. | Measure sustained sessions, not only a single short prompt. |
A practical evaluation and deployment checklist
1. Classify the data
Separate public text, personal information, confidential business material, credentials, health information, and regulated records. Decide which categories may leave the device. If the answer is “none,” disable cloud fallback rather than relying on a general privacy label.
2. Map every route
Draw the request path for each feature: input capture, local preprocessing, model execution, cloud fallback, tool calls, logging, synchronization, and deletion. Record the provider and policy for every remote hop. This prevents a locally generated prompt from being mistaken for an entirely local workflow.

3. Verify support
Check the exact device, OS version, region, language, model version, account type, and app release. Confirm token and file-size limits, whether a model is downloaded or streamed, and how much free storage and memory it needs.
4. Test offline and degraded conditions
Turn off networking and test the intended feature. Then test a weak connection, a full device, a cold start, and a long session. Note whether the app fails clearly, queues work, truncates input, or silently routes to the cloud when connectivity returns.
5. Compare quality and latency together
Use identical prompts and inputs on the same task. Record complete-response time, first-token time if relevant, answer quality, factual errors, context truncation, energy or heat observations, and fallback events. An architecture label cannot substitute for these workload-specific results.

6. Set user-visible controls
Provide a setting that identifies local versus remote processing, an approval step before sending sensitive content, and a clear error when a required cloud route is unavailable. Keep the selected mode visible rather than burying it in a general privacy page.
Common pitfalls and fixes
“Local” means nothing is transmitted
Why it fails: Only one stage may be local; telemetry, search, synchronization, or fallback can still send data.
Fix: Verify the route for the exact feature and inspect permissions, logs, integrations, and fallback documentation.
“No network delay” means local is always faster
Why it fails: Device inference, model loading, thermal throttling, and a larger local workload can dominate elapsed time.
