Offline Readiness Is a State-Machine Contract

Offline readiness is a lifecycle contract: define app states, decide when fallback configuration is valid, honor server invalidation, and refresh without needlessly disrupting a live session.

“Make it work offline” is not a cache requirement; it is a lifecycle contract. An app must define when it can start, what evidence permits it to use saved configuration, how it responds when the server invalidates that configuration, and how it returns to live data without needlessly disrupting a valid session.

Define readiness before choosing storage

A cache alone cannot decide whether an application is ready. Name the states and the events that move the app between them, then make each startup layer follow the same policy. A practical launch model has five states:

  • Uninitialised: Startup has not begun resolving the application’s runtime configuration.
  • Resolving: The app is attempting to load and validate configuration from its configured source.
  • Ready from live data: A successful live response established the active configuration.
  • Ready from fallback data: A validated cached configuration is active because a transient live failure prevented refresh.
  • Unavailable: Neither live configuration nor acceptable fallback data can establish a usable scope.

Make transitions explicit: startup moves from uninitialised to resolving; a valid live response leads to ready from live data; an eligible transient failure plus acceptable cached data leads to ready from fallback data; and a failure without acceptable fallback leads to unavailable. Reconnection can move a fallback-ready app to live-ready through refresh, or send it through full resolution if continuity is no longer safe.

This model also exposes a common integration bug: one layer may treat a failed reachability probe as nonfatal while another blocks application-scope activation until a runtime-configuration endpoint answers. The result is that a temporary outage can be mistaken for invalid configuration. Give those layers one shared definition of readiness and failure.

Classify the live result before considering fallback

The order of decisions matters. A saved response is not permission to ignore every live failure. Ivan Rossouw’s article puts it plainly: “Not every failed request grants permission to use stale data.” Treat these as separate cases:

Live outcome Fallback decision Reason
Timeout, lost connection, or temporary server error Consider cached data, but only if it passes the acceptance checks below. The current answer is unavailable; it has not necessarily been invalidated.
Authoritative not-found or gone response Clear the matching fallback and do not serve it as though it were current. The source has said that the configuration no longer exists.
Successful valid response Use the live configuration and refresh the stored fallback. The live source supplied current truth.

Apply the same invalidation logic to other control-plane data, including permissions, feature manifests, and routing metadata. Serving an old value after an authoritative response says it is gone can contradict what the server now knows. Rossouw describes that failure as: “That is not resilience; it is refusal to accept invalidation.”

Accept cached configuration only when it passes explicit checks

Before using saved data, verify each of these properties. If any required check fails, treat the entry as unusable rather than silently broadening the fallback policy.

  • Logical scope: The entry belongs to the same tenant, account, environment, or other scope the app is resolving.
  • Configured source: It came from the same configured endpoint or source now being queried. This matters when configuration contains service addresses or capability switches: data from a previous source can make the app look healthy while directing work to the wrong place.
  • Maximum age: Its age is within a deliberate, documented bound. There is no universal correct limit. Choose one based on the outages the product must tolerate and the risk of continuing to use retired configuration.
  • Clock plausibility: Its timestamp is not implausibly far in the future. Define a clock-skew rule so a future-dated entry cannot remain fresh indefinitely.

Keep these rules inspectable in code and in operations documentation. A reviewer should be able to determine which scope and source the cached value belongs to, how old it is, and why it was allowed to become active.

Reconnect without resetting a valid session

When fallback data starts the app, record an explicit refresh-needed signal. Connectivity returning is a reason to try the live source again, not proof that it will answer successfully.

  1. If an active scope exists, refresh in place. If the refreshed result confirms the scope remains valid, apply the current configuration, clear the refresh-needed signal, and preserve the session.
  2. Escalate only when continuity is unsafe. If the refresh establishes that the scope disappeared or changed incompatibly, run full resolution rather than continuing with a scope that is no longer valid.
  3. If no active scope exists, resolve fully. An unavailable app has no established session or scope to preserve.

Full reinitialisation can have implementation costs: it may advance a session epoch, cancel in-flight requests, clear actor state, restart background work, or remount the renderer. These are risks to assess in a particular app, not quantified outcomes. Prefer in-place refresh when the current scope remains valid; choose full resolution when the evidence says it cannot safely continue.

Treat connectivity and storage as fallible signals

Microsoft’s .NET MAUI connectivity documentation describes IConnectivity as an interface for inspecting network accessibility and connection changes. It also warns that a reported internet connection does not guarantee full web access: a device may have Wi-Fi while its router has lost internet access. Use connectivity status as context, but test the configuration endpoint itself to establish whether it answered.

Storage failures should have bounded consequences rather than changing the readiness contract:

  • A failed write removes future offline convenience, but should not undo a valid live response.
  • A failed clear must not make stale data usable forever; the maximum-age rule still applies.
  • Cancellation should propagate rather than being converted into an ordinary cache or network miss.

For a small text-based cache, .NET MAUI’s Preferences documentation describes a key/value store and notes platform-specific persistence behavior. That description does not make Preferences the right store for every runtime configuration: choose storage based on the data’s size, sensitivity, lifecycle, and failure requirements.

Test the transitions and the real service wiring

Tests should verify the contract, not just whether a cache can be read. Exercise the distinct outcomes that lead to different states:

  • Valid live response enters ready from live data.
  • Transient failure with eligible fallback enters ready from fallback data and marks refresh as needed.
  • Transient failure without acceptable fallback enters unavailable.
  • Authoritative not-found or gone clears fallback instead of serving it.
  • Reconnect refreshes a still-valid active scope in place, but fully resolves after an incompatible change.
  • Cache read, write, and clear failures remain bounded, while cancellation propagates.

Test serialization with round trips so stored configuration can be reconstructed accurately. Resolve dependencies through the real dependency-injection container as well: a missing registration can silently select an optional null implementation, leaving the intended cache path inactive without an obvious startup failure.

Review the policy with one question

Ivan Rossouw’s architecture guidance offers a useful review prompt: “Which state are we in, what evidence permits this fallback, and what is the least disruptive path back to live truth?” If the app cannot answer those parts precisely, its offline behavior is not yet a contract.
