Neither option is automatically cheaper. For the same off-plan unit, compare every dated payment under the developer’s sale and purchase agreement (SPA) with a written mortgage offer, including discounts, interest or profit, insurance, processing and valuation charges, registration costs, and early-settlement fees. A developer plan can reduce financing charges but demand more cash before handover; a mortgage can defer part of the cash requirement and spread repayment over as long as 25 years under Central Bank of the UAE (CBUAE) rules, but adds financing and lender costs. The cheaper choice is the one with the lower total cost at a payment timing you can safely afford.
The short answer: compare dated cash flows, not monthly payments
A headline such as “0% installments” does not prove that a developer plan has the lower economic cost. If the plan requires large payments during construction, your money is tied up earlier. Conversely, a mortgage may leave more cash available until handover but charge interest or profit for many years. A developer discount, fee waiver, or post-handover installment period can change the result just as much as the mortgage rate.

For a fair comparison, hold the unit, purchase price, buyer, and completion assumptions constant. Put both alternatives into one schedule and calculate:
- Total nominal cash paid from booking through final repayment.
- Cash required before handover and at each construction milestone.
- Financing, insurance, valuation, processing, registration, brokerage, conveyance, and other transaction costs.
- The value of any written developer discount or fee coverage.
- Possible early-repayment or settlement costs.
- Present value: what each payment is worth today when payments occur at different dates.
Without the actual SPA calendar, developer incentives, borrower profile, and lender offer, no honest numeric winner or break-even point can be stated.

First define the comparison: Dubai/UAE rules are not universal
The title does not specify a country. The regulatory examples in this guide are for the United Arab Emirates, with Dubai and Abu Dhabi distinctions called out where relevant. Mortgage caps, registration charges, escrow rules, taxes, and consumer disclosures differ in other countries and can differ between UAE emirates. Treat the UAE figures as a framework for checking a live transaction, not as global advice.
For any UAE purchase, obtain the developer’s current SPA and payment schedule, the project’s registration and escrow information, and a lender’s current written offer or Key Facts Statement. An online calculator is useful for planning but cannot replace those documents.
How a developer payment plan works
Construction-linked installments
The SPA normally sets a booking or down payment followed by installments tied to calendar dates, construction milestones, or both. Some plans require a large percentage before handover and the balance after handover. Others advertise post-handover installments that continue for several years. Record the exact due date and trigger for every installment; “on completion” is less precise than a date or a defined, verified milestone.
What may make the plan cheaper
- No lender interest or profit is charged on the installment balance when the contract genuinely has no financing charge.
- The developer may discount the purchase price, waive a registration-related charge, cover a developer no-objection certificate (NOC), or offer another written incentive.
- There is no mortgage processing or valuation fee.
Do not assume a plan is interest-free, however. Late-payment interest, administrative charges, repricing clauses, or a higher price than a cash offer can offset the apparent saving. Only the signed SPA and its fee schedule establish what is payable.
Liquidity and contract exposure
Early installments reduce your available cash before the unit is completed. A delayed project, income interruption, or unexpected service charge can then create a payment problem even when the nominal price is attractive. Check remedies for missed installments, cancellation, assignment, delay, and handover defects. Escrow protects how project receipts are held; it does not guarantee completion, market value, or your ability to meet the SPA.

How an off-plan mortgage works
Equity, approval, and staged disbursement
In an off-plan mortgage, you provide the equity portion and the lender releases funds according to its approved schedule. Under the CBUAE mortgage regulation, the maximum loan-to-value (LTV) for a property purchased off plan is 50%, regardless of purpose, property value, or buyer category. In practical terms, a buyer should plan for at least the other half of the eligible property value from equity, plus transaction costs and any amount the bank will not finance. The cap is a regulatory maximum, not a promise that a particular lender will approve 50%.
For construction-stage payments, the regulation requires the borrower’s equity portion to be used first before loan funds are advanced. Disbursements must be linked to verified construction milestones, physically confirmed by the lender or an independent qualified agent. A bank may therefore decline to fund a requested installment if the project or stage does not meet its conditions, even when the SPA payment is due.
Repayment term and affordability
The CBUAE framework gives a maximum mortgage tenor of 25 years and a maximum debt-burden ratio of 50%. The lender still applies its own income, employment, credit, age, property, and project criteria. A longer term generally lowers the scheduled installment but increases total financing cost when the loan remains outstanding longer. A shorter term can reduce aggregate interest or profit while requiring a higher monthly payment.
Rate structure matters
Identify whether the offer is fixed for a period, variable, or linked to a benchmark with a stated margin. A fixed introductory rate can reset later; a variable rate can change the installment or extend the time needed to repay. Compare the calculation method and the rate after any fixed period, not only the first advertised number.
Every cost that belongs in the comparison
Use the same categories for both routes. If a cost is paid under one option but not the other, show it in the corresponding schedule rather than silently omitting it.

What UAE disclosures tell you about the mortgage price
CBUAE disclosure rules require the borrower to receive the rate or profit calculation method, periodic installment, term, insurance information, disbursement mode, construction-milestone requirements, total loan cost over the life of the facility, and a separate fee schedule. Ask for these documents before comparing a mortgage with a developer plan. A monthly payment shown without lifetime cost is incomplete.
A dated example in the Commercial Bank of Dubai Key Facts Statement, version 31 October 2025, illustrates why the headline rate is not the same as the borrowing cost. Its example uses a 4.29% fixed rate for three years and shows a 4.59% annual percentage rate (APR) after amortized processing and insurance components. That is one bank’s illustration, not a market average or an offer for a particular buyer. The same statement lists valuation and early-settlement charges and warns that fees and rates can be revised.
Dubai escrow and project safeguards
The Dubai Land Department says payments for off-plan units, including funds from a mortgage partner, are deposited into the project escrow account. Its process describes disbursement against construction milestones checked by the account-trustee engineer, and it provides a project-status service. Before paying, confirm that the account details match the registered project and that receipts identify the correct unit or contract.
Dubai Law No. 8 of 2007 dedicates the escrow account to construction of the relevant project and provides for retention of 5% after completion. It also describes measures intended to preserve depositors’ rights or refund payments if a project is not completed. These safeguards govern the handling of project money; they do not remove construction-delay, contract, market-price, financing, or buyer-liquidity risk. Check the current law and the specific project’s status rather than relying on a general statement that escrow makes a purchase safe.
Abu Dhabi calculator figures: useful inputs, not universal quotes
The Abu Dhabi Real Estate Centre mortgage calculator displays a 2% transaction-fee input along with down payment, brokerage, developer NOC, conveyance or lawyer costs, service-charge closeout, monthly payment, and total payment. The calculator labels its rate indicative and says the bank supplies final rates. Use those fields as a checklist for a UAE comparison, but do not transplant the displayed 2% figure into a Dubai deal or another country without confirming the applicable charge.

1. Freeze the assumptions
Write down the unit, SPA price, expected handover date, currency, buyer’s equity, and the dates you will use. Do not compare a developer plan for one unit with a mortgage quote based on a different valuation or completion date.
2. Build the developer schedule
- Enter the booking payment and every construction-linked or calendar installment from the SPA.
- Add any post-handover installment through its final due date.
- List registration, brokerage, NOC, legal, service-charge, insurance, and other fees separately.
- Subtract only discounts or fee waivers that are written, unconditional, and applicable to this unit.
- Record the account receiving each payment and the consequence of a late or failed payment.
3. Build the mortgage schedule
- Enter the equity/down payment and the lender’s planned stage disbursements.
- Model each principal and interest or profit installment through maturity, including any rate reset.
- Add processing, valuation, insurance, mortgage registration, property registration, and other transaction fees on their actual dates.
- Include expected partial or full early settlement and the fee specified in the offer if you may repay ahead of schedule.
- Check that the schedule respects the lender’s LTV, debt-burden, milestone, and project-eligibility conditions.
4. Compare totals and timing
First compare total nominal cash paid. Then compare present value using a stated discount rate that reflects your realistic alternative use of cash. A payment due today has greater economic weight than the same payment due after handover. The present-value comparison does not make a forecast interest rate; it simply prevents a distant installment from being treated as financially identical to an immediate one.
For a spreadsheet, place one row per payment date and separate principal, financing charge, insurance, and transaction fees. Sum each column for the nominal view. Apply the same discount-rate assumption to both alternatives for the present-value view, and run a sensitivity check for a higher mortgage rate, delayed handover, or loss of a developer incentive.

| Situation | Potential advantage | Main condition to check |
|---|---|---|
| Large cash reserve and a developer discount for early payment | Developer plan may win because the discount can outweigh the value of retaining cash | Do not exhaust emergency funds; verify the discount is in the SPA |
| Income is stable but cash is needed for other goals before handover | Mortgage may improve cash-flow timing by spreading repayment | Approval, 50% off-plan LTV limit, debt-burden test, and total financing cost |
| Expected sale or refinancing before maturity | Either route could be cheaper depending on settlement terms | Mortgage early-settlement charges and SPA assignment or resale rules |
| Uncertain project timeline | A schedule with less cash committed before verified progress may reduce exposure | Whether lender disbursement and SPA deadlines remain aligned if construction is delayed |
| Variable income or little liquidity buffer | Neither option is safe solely because its initial installment is low | Stress-test missed-income periods, rate resets, late fees, and the largest upcoming payment |
| Buyer cannot meet the equity requirement | A developer plan may offer different timing, if the developer accepts it | Do not assume a mortgage can fund more than the applicable LTV or cover transaction costs |
Common mistakes and how to avoid them
Comparing the rate with the installment percentage
A developer’s “10% every year” schedule is a payment allocation, not an annual borrowing rate. Compare the resulting cash flows with the mortgage’s lifetime cost and fees.

Best Value
Using an indicative calculator as an approval
The ADREC calculator explicitly treats its rate as indicative, and a lender’s final offer depends on underwriting, valuation, project status, and documentation.
Ignoring the first funding source in staged construction
Because borrower equity is used first under the CBUAE stage-payment framework, a buyer may need more cash before loan funds begin. Obtain the lender’s stage schedule in writing.
Assuming escrow guarantees delivery
Escrow controls project receipts and milestone releases; it does not guarantee completion, a particular handover date, or recovery of every indirect loss.

Leaving early repayment out of the model
If your plan is to sell, refinance, or make a large prepayment, include the mortgage settlement charge and the developer’s assignment or cancellation terms from the beginning.
Documents to obtain before choosing
- The signed or final SPA, including all installment dates, milestone definitions, late-payment provisions, cancellation rights, assignment rules, and incentives.
- Evidence of the project’s registration and escrow account, plus a current construction or project-status check.
- A lender’s Key Facts Statement and full fee schedule showing rate type, calculation method, APR or equivalent total-cost measure, insurance, term, stage disbursement conditions, and settlement charges.
- A written valuation or explanation of how the lender determines the financed value.
- Itemized registration, brokerage, NOC, conveyance, legal, service-charge, and insurance costs for this unit and emirate.
- A personal cash-flow plan showing the largest pre-handover payment, emergency reserve, and affordability after any rate reset.
Bottom line for an off-plan buyer
Choose the route with the lower fully documented cost after adjusting for payment timing and the risk you can actually carry. In the UAE, an off-plan mortgage is constrained by a 50% maximum LTV, staged funding, a 25-year maximum tenor, and a 50% maximum debt-burden ratio under the cited CBUAE framework. A developer plan may avoid lender charges but can require substantial equity early and may offer different legal and delay risks. Put the SPA and the current lender offer into one dated cash-flow model; only then can “which costs less?” be answered for your unit.
