Observability and Cost Attribution: Why One Pipeline Isn’t Enough

Shared instrumentation makes telemetry consistent, but one processing and storage policy rarely serves incident response and cost attribution equally well. Here is where to split policies, and where not to.

Most teams should share instrumentation, naming conventions, and trace context across their telemetry. They should not assume that one processing and storage policy serves both incident response and cost attribution. Diagnosing a production fault needs detailed, correlated evidence about specific requests. Allocating spend needs reliable ownership labels and a way to map usage to an invoice. Those two needs often conflict on volume, retention, and what gets dropped or rewritten, so the practical answer is to separate policies and destinations where they diverge. Two physically separate pipelines are not the goal. Whether a split is worth its operational cost depends on data volume, compliance obligations, what your backend can do, and how your provider bills.

Why the two questions pull in different directions

Production diagnosis asks what happened to this request, in this service, at this moment. Finance asks which team or workload drove the bill. The first question rewards detail: complete traces, rich log fields, and high-cardinality attributes such as request or customer identifiers. The second rewards stable, low-cardinality ownership labels and a complete accounting of usage.

The same pipeline step can help one side and hurt the other. Stripping attributes or aggregating data makes storage cheaper and the cost report tidier, but it can remove the field an engineer needs during an outage. Keeping everything for debugging makes the usage breakdown larger and harder to read. Treating these as one policy forces a compromise that serves neither well.

What each signal can and cannot tell you

Metrics, logs, and traces are not interchangeable, and they differ in both the questions they answer and how their volume behaves.

Signal Answers well Limitation What drives volume
Metrics Numeric behavior over time, such as error rates, latency distributions, and saturation trends Summaries do not explain a single request Number of series; unbounded label values multiply series count
Logs Discrete events with arbitrary detail Logs usually lack contextual information such as where they were called from, according to OpenTelemetry’s observability primer Event rate and record size
Traces The path of a request through services, made of spans Only useful for requests that were captured, which matters when sampling is in place Request rate and spans per request, unless sampled

The primer makes the central point directly: “Logs aren’t enough for tracking code execution, as they usually lack contextual information, such as where they were called from.” A trace links the pieces together by recording a request’s path, which is why a log line tied to a trace is far more useful during an incident than the same line on its own. (OpenTelemetry, Observability primer)

What should stay shared

OpenTelemetry describes itself as a vendor-neutral framework and toolkit, and it explicitly is not an observability backend. That distinction shapes the architecture: you can standardize how telemetry is produced and transported while choosing separate places to store and query it. (OpenTelemetry, What is OpenTelemetry?)

  • Instrumentation. One set of instrumentation libraries across services, so the same operation produces the same signals regardless of who consumes them.
  • Semantic conventions. Agreed attribute names, so an incident query and a cost report refer to the same fields.
  • Resource attributes. Service name, environment, team, and cost center attached at the source, so ownership is never reconstructed after the fact.
  • Trace context. Propagated across service boundaries so logs, metrics, and traces can be joined to one request.
  • A collection layer. A common collector stage where processing rules are defined once and applied per destination.

Where a single policy breaks down

Sampling

Sampling is where incident needs and cost goals most directly collide. OpenTelemetry’s sampling documentation states: “Sampling is one of the most effective ways to reduce the costs of observability without losing visibility.” The same documentation is more careful elsewhere. It notes that filtering and aggregation do not preserve representativeness in the same way sampling does, and it lists cases where sampling may be inappropriate: low data volume, aggregate-only use, and circumstances where rules prohibit dropping data. (OpenTelemetry, Sampling)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In practice, a sampling rate that is acceptable for cost can drop the one slow or failing request you need to explain an incident. That is a reason to make sampling decisions per policy, not globally. A low-volume service, or one whose data may not be discarded, may need no sampling at all.

Attribute stripping and enrichment

Pipeline tools commonly do two jobs at once. AWS documents CloudWatch pipelines that enrich metrics with “team, cost center, or environment” context and strip high-cardinality attributes to reduce storage costs. AWS also states that adding processors mutates log events and that original raw logs are not retained. Once a field is removed in that pipeline, it cannot be recovered there. If the diagnostic path needs the raw field, it must be routed before the mutating step or kept in a separate copy. (AWS, CloudWatch pipelines)

Retention

Investigation and reporting rarely need the same retention. Incident analysis often needs recent, detailed data; cost and compliance reporting may need summaries kept longer. Retention pricing makes the trade-off concrete, as shown in the provider section below.

How do I attribute observability costs to teams?

Attribution is a labeling and reconciliation problem before it is a billing problem. OpenTelemetry does not assign invoice costs. Labels plus a usage-to-billing mapping, in the backend or in your finance workflow, do that work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define a required label set. Choose a small set, such as team, cost_center, environment, and service.name. Write down the source of truth for each value, such as the service catalog or the account map.
  2. Attach labels at the source. Set them as resource attributes in the instrumentation or in a collector processor, so every metric, log, and trace from a workload carries them before it leaves the host.
  3. Use the same labels across all signals. If logs use team and traces use owner, the cost breakdown splits and no one trusts the totals. Grafana Cloud, for example, organizes cost breakdowns across metrics, logs, and traces by its configured attribution labels. (Grafana Labs, View attribution reports)
  4. Track the unattributed remainder. Grafana Cloud displays an unattributed row for data that lacks the required labels. Watch that row’s share over time. A growing remainder usually means a new workload is shipping telemetry without labels, which is a fix for the workload owner, not for the finance report.
  5. Reconcile after the billing period closes. Grafana Cloud states that final attribution data is available after the billing period closes and can be exported as CSV. Compare your allocated total with the provider invoice for the same period. A gap points to missing labels, unmapped usage, or a billing dimension you have not modeled.

What a “dual path” should mean

The phrase is easily misread as two complete collection stacks. In most designs it means something narrower.

Logically distinct policies

The same instrumentation feeds one collection layer, and processors differ by route: one route keeps full-fidelity or sampled traces and raw log fields for investigation; another aggregates metrics and keeps labels for allocation. This is the default shape to aim for, and it adds configuration rather than infrastructure.

Separate destinations

Once policies differ in retention or access, they may need different stores. An investigation store might hold detailed data for a short period with engineering access. A reporting store might hold summaries for longer with finance and team-lead access. This adds routing rules and sometimes duplicate routing charges, so it should follow a real difference in requirements.

Duplicated collection

Running two independent collection stacks doubles the operational surface. Reserve it for cases where the two paths cannot share a collector for technical, organizational, or compliance reasons. Most teams do not need it.

AWS CloudWatch pipelines. Each pipeline has one source and one sink, and processors run sequentially. Pipeline processing has no additional processing fee, but standard ingestion and storage charges still apply. The same applies to metrics pipelines: no extra processing fee, with standard metrics ingestion and storage charges. Because processors run in order, the position of a stripping step determines what the next step and the destination can see. (AWS, CloudWatch pipelines)

Google Cloud Observability. Google says its Observability products are priced by data volume or usage. The pricing page, as checked in 2026, lists the following. The effective dates are the dates shown on that page.

Item Listed price Free allotment Listed effective date
Logging storage $0.50 per GiB 50 GiB per project per month July 1, 2018
Vended network log storage $0.25 per GiB Not stated on the page reviewed October 1, 2024
Log retention beyond 30 days $0.01 per GiB per month Not stated on the page reviewed January 1, 2022

Those figures show why retention is a separate decision. Storage at the listed storage rate and retention beyond 30 days are priced as different line items, so a long-retained copy costs more than a short-retained one even when the content is identical. Comparing implementation options

The right choice depends on which constraint dominates. The table compares the options on the axes that usually decide the question.

Option Gains Costs and risks Fits when
Shared collection, one destination Simplest operation; one retention and access policy One policy must suit every consumer; greater backend lock-in Small volume, one team, one compliance profile
Shared collection, multiple destinations Retention and access tailored per consumer Routing rules to maintain; possible duplicate routing charges Retention, access, or reporting needs genuinely diverge
Full-fidelity storage Complete evidence for incidents and audits Highest ingestion and storage volume High-value services or evidence requirements
Sampling, filtering, aggregation, or tiered retention Lower volume and cost Representativeness varies by method; rare events may be dropped High volume where the lost detail is acceptable and dropping data is permitted
Label-based allocation Spend attributable to owners; supports team budgets Accuracy depends on label coverage and consistency across signals Several teams share the same accounts or backends
Invoice-only review No labeling work Cannot show which team or workload drove the spend Very small footprint with one owner
Vendor-managed processing Less operational burden Transform options and regional availability depend on the vendor; cost is metered Limited platform staff
Self-managed Collector or pipeline components Control over transforms and raw data You operate, upgrade, and scale the components Custom transforms or raw retention for a specific route
Centralized governance Consistent labels; one place to fix gaps Slower changes for individual teams Many teams share one platform
Team-owned governance Fast fixes within a team’s services Label drift between teams Teams run independent services with clear boundaries

Do not call a design cheaper on processing fees alone

A pipeline can look inexpensive because its processing step is free, while the bill rises elsewhere. Compare the full set of charges before deciding:

  • Ingestion volume, by signal, for the target region and period
  • Storage and retention, including any charge that applies only after a retention threshold
  • Duplicate routing when the same data goes to more than one destination
  • Data transfer between components, accounts, or regions
  • Operations labor for running collectors, rules, and label enforcement
  • The provider’s actual billing dimensions, which may differ from the units your dashboards use

Decision rule

Separate paths when latency, access, retention, cost, or compliance requirements conflict. Examples include an investigation need for raw fields that the reporting route must not keep, a finance need for longer retention than incident data may legally or practically hold, or a sampling rule that a low-volume or regulated service cannot accept. If none of these conflicts exists, keep one pipeline and differentiate it with processors and destinations per route. Shared instrumentation, shared labels, and shared trace context carry most of the value; the separation should be added only where the requirements force it.
